Invitation The Town of Brownsburg, located on the west side of Indianapolis, is soliciting written proposals from qualified firms or individuals (the Consultants ) to provide on-call Traffic Engineering Services and Transportation Engineering Design Services, as needed by the Town from time to time. As a Request for Qualifications (the RFQ ) this is not an invitation to bid and, although, price is very important, other factors will be considered pursuant to the Selection Criteria identified in this RFQ. The Town intends to select up to three (3) Consultants for an initial contract term of two (2) years. Statements of Qualifications must be received no later than 3:00 p.m. EST on Wednesday, August 30, 2017. All responses must be in a sealed envelope and have ON-CALL TRAFFIC ENGINEERING SERVICES clearly marked on the outermost envelope. Incomplete proposals or proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFQ does not obligate the Town to award a contract, nor is the Town liable for any costs incurred by the Consultant in the preparation and submission of proposals for the subject work. The Town reserves the right to select a Consultant, multiple consultants or reject any and all proposals submitted for the subject work. Blake, via email, of your intent to respond to this RFQ. Summary Over the last 10 years the town has experienced a significant growth in the single-family and multiplefamily residential markets as well as the commercial, industrial and light manufacturing sectors. Over the past five years the Town has invested heavily in local planning efforts, including, among other things the 2012 Comprehensive Plan; 2013 Zoning Ordinance and Map Update, 2015 Unified Development Ordinance and the 2014-2018 Strategic Plan. Through strong leadership of its elected and appointed officials Brownsburg is the second fastest growing community in the state of Indiana. Between 2000 and 2010 the town s population grew from 14,848 to 21,285 (a 43% increase). Even during the economic recession in 2008-2010 the town experienced slow but steady growth in new single-family residential permits however, the Town survived the downturn and the housing market has grown exponentially since. Between January 1, 2014 and June 1, 2017 the Department of Development Services issued 604 single-family residential permits and approved 402 multiple-family residential units. 3 of 10

Brownsburg has been recognized twice by CNN Money magazine among the nation s Best Places to Live for its low crime, strong local economy, affordable homes and excellent schools. The influx of residents to the community, and surrounding areas, is due in large part to the reputation of the Brownsburg Community School Corporation. The School Corporation recently celebrated its designation by the Indiana Department of Education as an All A school district, for the 5 th consecutive year in a row. As the population of the community continues to grow, and more businesses look to call Brownsburg home the need for a well-planned, comprehensive and multi-modal transportation network becomes even more important. In general, the Town has grown outward from the intersection of Main Street (U.S. 136) and Green Street (formerly S.R. 267); as the Town s boundaries extended further into rural portions of Hendricks County the community inherited deteriorating county roads, while adding more road miles to the Town s network through land development. Scope of Services Under the direct supervision of the Town s development services staff and the Town Engineer, the Consultant will provide on-call municipal traffic engineering services to the Town. The following scope of services lists the types of tasks that may be asked of the successful firm(s): The Traffic Engineering Services for proposed developments shall be completed per the Town s adopted standard process for the completion of all traffic studies, which is outlined in the Applicant s Guide Transportation Impact Study for Proposed Development(s) Within the Town of Brownsburg, Hendricks County, Indiana. The Town s main goals in standardizing traffic analysis for proposed developments include: (A) Creating a consistent process for the preparation and review of Traffic Impact Studies (B) Ensuring that all traffic elements are addressed during the early stages of the development process (C) Ability for the Town to make important decisions regarding requirements for developer paid roadway improvements based on unbiased finding and recommendations from each traffic study. (D) Utilizing the traffic data collected as part of each study to monitor future growth within the Town. Overall, the purpose of the Traffic Study Process is to allow the Town of Brownsburg to exercise more control over and better understand the traffic engineering process for new developments. Traffic Engineering Services The services anticipated under this work class may include the planning, design, and operation of existing, improved, or new traffic signals; warrant studies and safety analysis; traffic impact studies and other traffic engineering-related tasks for proposed commercial developments, new residential subdivisions and downtown redevelopment projects. A) Preparation of Traffic Impact Studies pursuant to the Traffic Study Guideline (the Policy ) as adopted by the Advisory Plan Commission (the Plan Commission ) on August 24, 2009; 4 of 10

including a pre-application meeting with the Applicant and Town Staff, traffic data collection, trip generation, and traffic distribution analysis, and presentation to the Plan Commission of the final report. 1) Traffic Impact Studies must be completed in accordance with the Methodology outlined in the Policy; and must include the following items: i) Forty-eight (48) hour average daily traffic (ADT) classification counts for the roadways studied, including truck volume and speed data; ii) Level of Service (LOS) analysis at critical intersections surrounding new developments, as identified in the pre-application meeting; iii) Assignment of Pavement Surface and Evaluation Ratings (PASER) for the roadways studied; iv) Use of traffic modeling software for all traffic capacity analysis and development of simulations; v) Geospatial record (ArcGIS.shp or.gdb file) of each roadway studied, including the PASER score and traffic counts collected during the study for inclusion in the Town s Geographic Information System; and vi) Executive summary outlining the findings and recommendations of the traffic analysis for each study. B) Conduct curb-cut, entrance and site plan reviews for developments that do not meet the Town s criteria for in-depth traffic analysis. C) Preparation of a comprehensive Access Management Plan to minimize traffic congestion, increase capacity and reduce vehicle crashes on public roadways through the Town s jurisdiction. D) Analysis of existing and projected traffic conditions; roundabout analysis and design, intersection design, traffic calming analysis, and traffic data collection services. E) Speed data analysis; traffic signal timing analysis; intersection control studies including multiway stop control, traffic signal or roundabout alternatives, safety studies and miscellaneous traffic engineering services. Transportation Engineering Services Services under this category may involve preliminary engineering tasks and design for streets, sidewalks, trails and multi-use paths, curb ramps, guard rails, traffic calming, or other geometric design-related projects; and assisting with applications to the Indianapolis Metropolitan Planning Organization (MPO) for funding of local capital improvement projects using federal dollars. Other Services Additional services may be requested by the Town during the course of its relationship with the Consultant, such as topographic field survey, utility coordination, right-of-way engineering, public involvement permitting, specification development and review, maintenance of traffic plans, preliminary engineer s cost estimates, bid documents and general consulting services. 5 of 10

Submittal Requirements Consultants must mail or hand deliver their response to the individual and address identified in the Invitation section of this RFQ. Submissions must be provided in 8.5 x 11 paper format; and must include a minimum of one (1) bound original, and one (1) PDF. Submissions should be prepared simply and economically, providing a straightforward, concise description of the consultant s qualifications. Submissions shall be limited to twenty (20) pages, single-sided. Any information beyond these limitations will not be considered in evaluating the submission. At a minimum, the Statement of Qualifications should include the following items: Cover Letter: (1 page) Indicate your interest in providing the services outlined in the RFQ and any unique qualifications that the selection team should take into consideration. The letter should also include the contact information for the primary point of contact during the RFQ evaluation process, who is authorized to negotiate on behalf of the firm or individual. Firm Overview: (1-2 pages) Include information on the lead consultant, and any sub-consultants, included in the team. Please identify the type of organization (corporation, partnership, etc.). Also include relevant technical capabilities, similar experience, INDOT pre-qualifications, and any DBE or WBE certifications held by the lead or sub-consultants. Describe the capacity of the key personnel and their ability to perform the work in a timely manner relative to present workload. Identify the location of the primary office that will be responsible for the majority of the work identified in the Scope of Services. Key Personnel Qualifications: Identify the project manager, who will serve as the primary contact with the Town throughout the term of the contract. Provide a detailed resume, job description and relevant qualifications for the key team members including educational qualifications and previous work assignments related to the services proposed that will be involved in the delivery of services to the Town. Identify applicable knowledge of and experience with AASHTO, NACTO, MUTCD, PROWAG, and other transportation-related policies, laws and regulations; as well as professional licenses and/or certifications held by these individuals. Team Experience: Provide at least four (4) projects that demonstrate relevant project experience, similar to the services proposed in this RFQ. These examples should come from team members experience, identifying the specific role(s) each team member played, and unique resources that yield a relevant added value or efficiency to the services provided. References: Provide a contact information for a least five (5) references for similar work performed, or completed, by the firm. Fee Schedule: DO NOT INCLUDE INFORMATION ON HOURLY RATES, FEE SCHEDULES OR HOURS ANTICIPATED TO COMPLETE WORK. 6 of 10

Selection Criteria A selection committee will review and evaluate responses based on the desired qualifications described in this RFQ. The committee will use rate each of the following criteria on a six point scale (0-5); and the scores for each criterion will be weighted as follows: Overall Proposal (Weight = 15) Does the proposal specify the firm s capacity to perform the work outlined in the RFQ? Does the proposal follow the general format and instructions outlined in the RFQ? Was the proposal easy to read and were there grammatical or geographic errors? Is the proposal complete? Firm Qualifications (Weight = 25) Does the firm have relevant experience in similar work categories, as outlined in the RFQ? If the proposal is a partnership between multiple firms, have the firms worked together in the past? Does the firm have any INDOT pre-qualifications that will add value to the Town if the firm is selected? Does the firm offer the quality of services required in the RFQ? Has the Town had a prior relationship with the firm that has been terminated, by the Town, for any reason? Key Personnel Qualifications & Experience (Weight = 25) Do the qualifications of key personnel identified in the proposal coincide with the tasks and Scope of Services outlined in the RFQ? Do the assigned personnel have requisite education, experience and professional credentials required to perform the work outlined in the RFQ? Does the proposal identify information regarding the team organization or leadership that will ensure efficiency and accountability during the course of a project as outlined in the Scope of Services? Does the project team have experience with local and federally funded projects? Project Understanding & Approach (Weight = 30) Does the firm have substantial experience working on-call for other local agencies? Does the project approach provide sufficient evidence that the firm is capable of completing the work in a timely fashion, using technical and professional expertise that adds value to the Town s processes? Does the firm have a good understanding of local issues and the impact new development has on the transportation network? Does the firm understand the services requested in the Scope of Services, and are they able to perform the work identified? DBE, MBE or WBE Certification (Weight = 5) Is the firm certified as a Disadvantaged Business Enterprise (DBE), Minority-Owned Business Enterprise (MBE), or Women-Owned Business Enterprise (WBE) through INDOT or any other state or local agency? 7 of 10

Supplemental Information General Provisions: A) A prospective Consultant may withdraw their proposal at any time prior to the date and time which is set forth herein as the deadline for acceptance of proposals. B) The Town reserves the right to request additional information from any and all prospective Consultant(s) as deemed necessary by the Town in order to evaluate the proposal. This process may not be used as an opportunity to submit missing documentation or to make substantive revisions to the original proposal. C) As required by I.C. 5-22-16.5, the Consultant must certify that it is not engaged in investment activities in Iran. Providing false certification may result in consequences listed in I.C. 6-22-16.5-14; including termination of the contract and denial of future contracts, as well as imposition of a civil penalty. D) Pursuant to I.C. 22-5-1.7, each Consultant that is awarded a contract with the Town must enroll in and verify the work eligibility status of all newly hired employees of Consultant through the E- Verify Program. Consultant is not required to verify the work eligibility status of all newly hired employees through the Program if the Program no longer exists. E) The Consultant must comply with all applicable federal, state, and local laws, rules, regulations and ordinances, and all provisions required thereby to be included herein are hereby incorporated by reference. F) All communications from interested parties to the Town during the RFQ submittal process shall be made electronically through email only (see Invitation section). G) Once submitted, a response to this RFQ becomes property of the Town of Brownsburg. The release of information will conform to Indiana law. H) The Town reserves the right to enter into an agreement with any prospective Consultant at any time, deviate from this Request, reject any or all proposals, continue to advertise for new proposals, negotiate with multiple entities simultaneously, waive any defects in proposals, or proceed otherwise. The RFQ and the selection process will in no way be deemed to create a binding contract or agreement of any kind between the Town and any prospective Consultant(s). I) The Town of Brownsburg is tax exempt from Federal and State excise, use, and sales tax. J) The successful Consultant(s), their officers, agents, employees and subcontractors shall not discriminate against any employee or applicant for employment to be employed in the performance of work with the Town, with respect to his or her hire, tenure, terms, conditions, or privileges of employment, or any matter directly or indirectly related to employment, because of his or her race, sex, sexual orientation, gender identity, religion, color, national origin, ancestry, age, disability, or United States military service veteran status. K) In the sole judgement of the Town, any and all proposals are subject to disqualification on the basis of a conflict of interest. The Town may not contract with a consultant if the consultant or an employee, officer or director of the proposer s firm, or any immediate family member of the preceding, has served as an elected official, employee, board or commission member of the 8 of 10

Town who influences the making of the contract or has a direct or indirect interest in the contract. Bonds, Insurance, and Special Requirements: The consultant(s) selected under this RFQ will be required to carry the following insurance during the contract, unless granted a waiver by the Town of Brownsburg. Certificates of Insurance, naming the Town of Brownsburg as an additional insured must be filed with the Town prior to commencement of any work. These certificates must contain a provision that the policies and the coverage afforded will not be cancelled until at least thirty (30) days after written notice has been given to the Town.
