Small Grant Scheme 2011 1.0 Introduction: Section 3.2 Example of projects eligible for funding of the Meath County Council / Knockharley Landfill Community Liaison Committee Environmental Community Project and Works Grant Scheme review 2007-2011, allowed for the development of a; - A small grants schemes towards the provision of environmental improvements to properties in the general vicinity of the landfill. The type and amount of funding to be allocated to the small grant scheme will be determined by Meath County Council and Knockharley Landfill Community Liaison Committee on an annual basis or other appropriate period as may be determined at the absolute discretion of the council and the committee. The Knockharley Landfill Community Liaison Committee and Meath County Council have agreed to put in place such a scheme that may be availed of by householders living in the vicinity of the landfill site. The extent of the area to benefit will be determined on an annual basis taken into consideration, inter alia, the annual Landfill community levy collected, the annual amount of the allocation to community groups, the Kentstown Village Development Project (Community Centre) and the number of householders benefiting in previous years, etc. Generally 25,000 of the annual amount collected will be put towards the scheme. The extent of the area to benefit in 2009, 2010 and 2011 is as defined on the attached map. This attached map details the areas eligible for grant applications each year. The scheme will be reviewed on an annual basis and will take into account inter alia, the number of applications received and funding within each area per annum and the take-up of individual projects, etc. Payment of grants in retrospective before an offer of support is considered will not generally be provided. However where a householder / individual can demonstrate to the satisfaction of the council and the Knockharley Landfill Community Liaison Committee that expenditure was incurred in a project in order to avail of other grant 3
aid, the Council and the Knockharley Landfill C.L.C at its discretion may decide to grant aid such a project. 2.0 Proposed Scheme / Eligibility / Qualifying Projects: The scheme provides assistance to local residents within the defined areas to help improve their environment with special emphasis on the mitigation of the landfill facility. Note: A grant application in any year is subject to a maximum of 2 projects per household which shall be prioritised by the order of preference 1 and 2. The attached map detail areas eligible for grant applications each year. The following are the projects eligible for grant applications under the scheme: Example of Project Grant. Max. Improvement and upgrading of existing landscaping, ------------- 1,500 Installation of improved Attic and Wall insulation, ------------- 2,000 Provision of double glazing windows and doors, -------------- 2,000 Upgrading and improvement of existing - Wastewater Treatment Systems, -------------- 2,000 Installation of Wood Pellet or Chip Boiler, -------------- 2,000 Installation of Solar Panels, -------------- 2,000 4
3.0 Grant Processing and Assessment: On receipt of a valid grant application Meath County Council will carry out an inspection to:- - determine eligibility and whether the proposed works qualify, - determine the estimate costs of works and duration of project, - Assess the application and present to Meath Co. Co. / Knockharley Landfill Community Liaison Committee for approval. 4.0 Details of Matched Funding Projects which show a combination of a range of guaranteed funding mechanisms such as the following; 1. Meath Co. Co. funding, 2. Government Departments / Other Agencies, 3. Own Resources to include voluntary labour etc. will be particularly encouraged. The grant will be paid on completion of the works as certified by Meath County Council. 5.0 Carrying Out of Works The approved works must be carried out by a contractor registered for VAT who holds a current Form C2 or Tax Clearance Certificate from the Revenue Commissioners or documented voluntary labour with receipts of the supply of materials with VAT number from registered suppliers. 6.0 Payment of Grant Following the receipt of a claim for payment by Meath County Council, the Council will inspect the completed works. Once this is inspected and the necessary documentation as stated above is submitted and assessed by Meath County Council the grant will be paid. 5
