WASCO COUNTY COURT SPECIAL SESSION JANUARY 24, 2007 PRESENT: Dan Ericksen, County Judge Sherry Holliday, County Commissioner Bill Lennox, County Commissioner Kathy McBride, Administrative Assistant At 1 :08 p.m. Judge Dan Ericksen called the Special Session to order. Todd Cornett, Wasco County Planning & Development Director, went over his Future Long Range Planning Work Program Handout, as provided to the Court last week by email. [[[A copy of the Future Long Range Planning Work Program Handout from Todd Cornett, Wasco County Planning & Development Director, is hereto attached and made a part of this record.]]] Mr. Cornett informed the Court that he made one change to the Work Program Handout and that was to add Non-Conforming Use, Chapter 13 to the bottom of the Medium Priority List. Mr. Cornett went over his prioritized Work Program. He noted that some of these projects are what he expects would most likely happen, or are projects that he feels should happen. Mr. Cornett and the County Court discussed the proposed projects. Judge Ericksen suggested that the "Expand A-1 "Go Below'' Area for grapes/cherries Project" be moved from Medium Priority to Low Priority. Commissioner Lennox wondered if the list should entail items that are a high priority for Wasco County versus a list of priorities that are a priority to another agencies or individuals. Commissioner Holliday suggested that a second listing could be developed; one specifically listing the priority of the County and the second a listing of priorities for others. Mr. Cornett indicated that if this was a listing of County priorities the listing would be different than what has been presented.

WASCO COUNTY COURT SPECIAL SESSION JANUARY 24, 2007 PAGE2 At 1:41 p.m. Ben Beseda, Tenneson Engineering, met with the Court regarding finalizing the joint project in the Murray's Addition Area between the Chenowith Water People's Utility District and Wasco County. Mr. Beseda stated that the proposed Intergovernmental Agreement for this project has been reviewed by County Counsel and the counsel from Chenowith Water People's Utility District. Mr. Beseda pointed out that there are several blank areas in the agreement since there are a few bidding items left to be finalized. Mr. Beseda stated that these areas will be filled in within the next day or so. He is asking if the County Court could authorize Judge Ericksen to sign the Intergovernmental Agreement after all items have been filled in. Judge Ericksen stated that the Court has already approved the project; this is an Agreement to move the project forward. Dan Boldt, Wasco County Public Works Director, stated that the Public Works Department will review the numbers to determine that they are within their Budget and that they continue to support the project as to costs. {{{Commissioner Holliday moved to approve the Intergovernmental Agreement between the Oregon Economic and Community Development Department, Chenowith Water People's Utility District and Wasco County; and that Judge Ericksen is authorized to sign said Intergovernmental Agreement upon its completion. Commissioner Lennox seconded the motion; it was then passed unanimously.}}} At 1 :50 p.m. the Court discussed briefly the interview questions for candidates being interviewed for the three openings on the Wasco County Planning Commission. [[[A copy of the prepared Planning Commission interview questions are hereto attached and made a part of this record.]]] At 1:51 p.m. Jill Filla Amery was interviewed. At 2:01 p.m. Russell Hargrave was interviewed. Both candidates for the position of Wasco County Planning Commission were informed after their interview that the Court would be making a decision sometime next week after the final candidate has been interviewed. At 2:17p.m. the Court returned to discussing Projects listed on the Future Long Range Planning Work Program Handout.

WASCO COUNTY COURT SPECIAL SESSION JANUARY 24, 2007 PAGE3 The Court directed Mr. Cornett to list "Applicant" under the Funding Category for the Destination Resort II - Map & Ordinance Adoption Project under the Medium Priority Section of the handout. A lengthy discussion occurred regarding these identified projects. It was suggested that "System Development Charges" be added to the bottom of the High Priority Section. Mr. Cornett was directed by the County Court to add the following project to the bottom of the Low Priority Section: "Rezone County owned Property in Tygh Valley". The Court and Mr. Cornett discussed what projects should be undertaken during Fiscal Year 2007-2008. Commissioner Holliday stated that she believes the prioritizations of Future Long Range Planning Projects are correct as discussed. However, she wants to be sure that the County explains the prioritization of the Destination Resort II - Map and Ordinance Project to members of the Wasco County Economic Development Commission. Mr. Cornett responded by stating that the Destination Resort I - Initial Exclusionary Mapping Project will be completed during the current fiscal year, since Tycho Granville, GIS Coordinator, is being directed to complete the work in the current fiscal year. The Court stated that they have no problem with the Future Long Range Planning Work Program Listing as amended. Mr. Cornett was directed to prepare a listing of projects as prioritize for Wasco County. The Court considered the approval of the Special Session Consent Calendar of January 24, 2007. The process for submitting of grants has changed this year. In past years the Local Coordinating Group (of which some of you are members) were tasked with ranking and submitting applications for Community Assistance Grants (National Fire Plan). This year the process has shifted to the committees who developed the CWPP's for each county. There will be a maximum of two grants allowed to be submitted per county, however most likely only one will be considered due to the potential number of submissions. The CWPP groups are suppose to meet and agree based on the priorities in the CWPP which project is next on the list to submit for, and who should be the submitting agency or group. In the past few years ODF has submitted grant applications for projects in and around the Seven mile Mosier areas, Pine Hollow Rock Creek, and Pine Grove, and been very successful in receiving grants for these critical areas that are high priorities in the CWPP. Since 2002 ODF has secured almost $1.5 million dollars to be used for fuels treatment, hazard abatement, and defensible space in north and south Wasco County. In addition the City of The Dalles has secured a $250,000 grant for fuels treatment on The Dalles Watershed for 2007. Title 3 dollars were used to fund the writing of the Wasco CWPP in addition to doing a whole scale review of the Wildfire Siting Standards that were just recently adopted by the Wasco County Court, (again a high priority project in the CWWPP). One important component of this years grant submissions is that any grant proposal m...ust have an adjacent Federal fuels treatment project in order for it to be considered. The only areas that the USFS is currently doing or planning fuels treatment work are in the Rowena (CRGNSA), The Dalles Watershed, and the Rock Creek Sportsman Park areas of the County. My proposal: I would like to submit a grant request for $200,000 to fund a thinning crew that will treat approximately 300 acres of Oregon Fish and Wildlife lands on the White River Wildlife Area. I have two reasons for this proposal. First of all it ties in extremely well with the USFS current fuels treatment project that is ongoing to the west, east, and south of Sportsman Park. This project will provide treatment work to the immediate north of the Park thus completing the circle of protection around Sportsman Park. Secondly, ODFW is unable to secure grant funding for this type of project so ODF would be doing the work for them which would improve habitat, forest health, and provide effective fuels reduction in a critical area. Your involvement: I simply need consensus from this group to go ahead and submit for this grant. If I hear any comments against, or if any of you are considering submitting a grant application then we would all need to try and sit down and decide who should submit and for what grant. 1/17/2007
