COASTER ISLANDS JOINT OPERATIONS AREA (JOA). 2. IN ORDER TO FACILITATE COMPONENT PLANNING, THE RIMPAC 2016 SCENARIO TACTICAL PHASE PLANNING TIMELINE MEANS REFS D-I WILL BE RELEASED IN ADVANCE OF ACTUAL DATE OF MESSAGE. THE SCENARIO DATE TIME GROUP (DTG) FOR THIS OPORD IS 291200ZJUN2016.// HEADING/TASK ORGANIZATION/TO BE PROMULGATED ON OR ABOUT 29 JUN 16// GENTEXT/SITUATION// 3. GENERAL. 3.A. THE COMBINED EFFECTS OF ORION S BELLIGERENCE, DISPUTANT RESISTANCE ARMED COMBATANT OPPOSITION (DRACO) HOSTILITIES, NON-STATE SPONSORED PIRACY AND THE HUMANITARIAN CRISES WITHIN THE COASTER ISLAND CHAIN, REQUIRES INTERVENTION; THE UN HAS SANCTIONED A COALITION MILITARY FORCE, THE RIMPAC FORCE, TO INTERVENE. THE DETAILS OF THE HISTORICAL SITUATION ALONG WITH THE MOST RECENT CRISIS DEVELOPMENTS ARE REPORTED IN REF A. GENTEXT/MISSION// 4. ON ORDER AND PURSUANT TO UNSCRS, RIMPAC NATIONS WILL DEPLOY TO THE COASTER ISLANDS JOA TO RESTORE FREEDOM OF NAVIGATION ON THE HIGH SEAS, ASSIST GRIFFON TO NEUTRALIZE DRACO FORCES, DETER ORION AGGRESSION WITHIN THE COASTER ISLANDS REGION, AND IN THE EVENT DETERRENCE FAILS, BE PREPARED TO DEFEAT AN ARMED ATTACK AGAINST GRIFFON OR ANY COALITION COMPONENT. FINALLY, TRANSFER RESPONSIBILITY FOR PEACE AND SECURITY IN GRIFFON BACK TO CIVIL AUTHORITY. GENTEXT/EXECUTION// 5. COMMANDERS INTENT. 5.A. PURPOSE. THE INTERNATIONAL COMMUNITY HAS CLEARLY EXPRESSED ITS DETERMINATION TO ENSURE PEACE AND STABILITY WITHIN THE COASTER ISLAND REGION. THIS TASK REQUIRES THE RESTORATION OF GRIFFON CIVIL AUTHORITY THROUGHOUT THE TERRITORY OF GRIFFON, RESTORATION OF FREEDOM OF NAVIGATION, AND THE CESSATION OF ORION AND DRACO AGGRESSION WITHIN THE REGION. 5.B. METHOD. 5.B.1. ON GOING OPERATIONS IN THE COASTER ISLANDS JOA WILL CONTINUE AND MAY BE BOLSTERED, THESE INCLUDE COUNTER-PIRACY AND EXPEDITIONARY FORCE ENABLEMENT OF HUMANITARIAN MISSIONS. 5.B.2. RECOGNIZING THE COMPLEXITY OF THESES TASKS AND THE RESOURCES AVAILABLE, RIMPAC COMMANDERS NEED TO SEQUENCE THEIR EFFORTS CAREFULLY. THEREFORE, I INTEND TO FOCUS FIRST ON AGGREGATING AND TRAINING FORCES IN THE HAWAIIAN AND SOCAL OPAREAS THEN DEPLOYING THOSE FORCES INTO THE COASTER ISLAND REGION AS A SHOW OF FORCE, EXPRESSING THE INTERNATIONAL COMMUNITY S RESOLVE. IT IS MY HOPE THAT DRACO WILL CEASE ITS OPERATIONS AND ORION WILL RECOGNIZE THE CONVICTION AND CAPABILITY OF THE INTERNATIONAL COMMUNITY AND IMMEDIATELY COMPLY WITH ALL UNSCRS. 5.B.3. IT IS MY INTENT TO ACT TO SWIFTLY NEUTRALIZE DRACO WITHIN GRIFFON AND THEN SET CONDITIONS SUCH THAT GRIFFON GOVERNMENT OR ANOTHER UN-MANDATED AGENT CAN TAKE RESPONSIBILITY FOR SECURITY. TO DO SO, I WILL ESTABLISH FORWARD OPERATING BASES IN GRIFFON THAT WILL ENABLE RIMPAC FORCES TO SUSTAIN OPERATIONS AS LONG AS NECESSARY TO DETER DRACO FORCES IAW UNSCR 9992, ACHIEVE

ORION COMPLIANCE WITH ALL UNSCRS AND ENSURE FREEDOM OF NAVIGATION FOR ALL WITHIN THE COASTER ISLAND REGION. 5.B.4. SHOULD ORION FORCES INTERFERE WITH OUR EFFORTS TO SUPPORT THE GRIFFON GOVERNMENT OR CONTINUE TO SUPPORT THE DRACO CAMPAIGN OF VIOLENCE THEN WE WILL AGGRESSIVELY FIX AND DEFEAT ORION FORCES UNTIL THEY ARE IN COMPLIANCE WITH UNSCR 9992 AND UNSCR 9994. 5.C. END STATE. FAVORABLE SECURITY CONDITIONS HAVE BEEN SET FOR THE UN MISSION TO THE COASTER ISLANDS TO OPERATE, DRACO FORCES HAVE BEEN NEUTRALIZED IN GRIFFON TERRITORIES, ORION IS IN COMPLIANCE WITH INTERNATIONAL LAW AND UNSCRS, FREEDOM OF NAVIGATION IS REESTABLISHED THROUGHOUT THE COASTER ISLANDS IN ACCORDANCE WITH UNSCR 9991, INTERNATIONAL LAW AND ALL APPLICABLE UN RESOLUTIONS ARE UPHELD, AND SECURITY RESPONSIBILITIES HAVE BEEN TRANSFERRED TO GRIFFON CIVIL AUTHORITY OR ANOTHER UN MANDATED AUTHORITY. 6. CONCEPT OF OPERATIONS. 6.A. PHASE 0 (SHAPE/DEPLOY). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS THE DEPLOYMENT AND CONDUCT OF ADVANCE FORCE OPERATIONS IN THE JOA, THE GENERATION OF COMBAT POWER OUTSIDE THE JOA, AND THE DEMONSTRATION OF INTERNATIONAL RESOLVE. CONCURRENTLY, CCTF WILL EMPLOY ALL AVAILABLE ADVANCE FORCE ISR ASSETS TO BUILD AN ACCURATE AND COMMON OPERATIONAL PICTURE OF THE JOA. THIS PHASE ENDS WITH THE COMMENCEMENT OF THE CFMCC MAIN BODY TRANSIT TO THE COASTER ISLANDS JOA. 6.B. PHASE I (DETER). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS TO DETER FURTHER VIOLENCE AND COMPEL COMPLIANCE WITH INTERNATIONAL LAW THROUGH A SHOW OF FORCE. CCTF FORCES WILL CONTINUE TO BUILD THE COMMON OPERATIONAL PICTURE. RIMPAC FORCES TRANSIT TO THE COASTER ISLANDS JOA, CONDUCTING FORCE INTEGRATION TRAINING EN ROUTE ARRIVING NO LATER THAN 28 JULY 2016. NEUTRALIZE DRACO IN GRIFFON. AGGREGATE AND ASSUME COMMAND OF UN ESTABLISHED COUNTER PIRACY OPERATIONS. THIS PHASE ENDS WHEN STRATEGIC COMMUNICATION MESSAGES HAVE BEEN DELIVERED, CTF FORCES ARE POSTURED TO SEIZE THE INITIATIVE, AND EVIDENCE MOUNTS THAT DETERRENCE IS FAILING. 6.C. PHASE II (SEIZE THE INITIATIVE). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS TO ESTABLISH SECURITY CONDITIONS IN WHICH THE UN MISSION TO THE COASTER ISLANDS CAN OPERATE FREELY. THIS WILL INCLUDE CONTINUING TO COMBAT PIRACY, NEUTRALIZING DRACO FREEDOM OF ACTION, AND DETERRING ORION AGGRESSION. SHOULD BELLIGERENCE CONTINUE, CCTF FORCES SHALL RESPOND COMMENSURATELY OR UPON APPROVAL, RESPOND WITH OVERWHELMING FORCE. THIS PHASE ENDS WHEN NEF AND LANDING FORCES ARE ESTABLISHED ASHORE AND PREPARED TO WORK WITH THE GOVERNMENT OF GRIFFON IN ESTABLISHING SECURITY CONDITIONS. 6.D. PHASE III (DOMINATE). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS EXPANDING SECURITY THROUGHOUT THE TERRITORY OF GRIFFON. CCTF FORCES DEFEAT ORION FORCES AND DRACO AND PROTECT THE CIVIL POPULACE. THIS PHASE ENDS WHEN ALL ELEMENTS OF THE UN MISSION WILL HAVE FULL FREEDOM TO OPERATE IN THE JOA, AND ORION IS IN COMPLIANCE WITH ALL UNSCRS. IN THE EVENT OF AN EXTENDED LAND CAMPAIGN, FLEET MARINE FORCE (FMF) OFFICER WILL ASSUME THE ROLE OF CFLCC. GUIDANCE AND OBJECTIVES WILL BE CAPTURED IN A FUTURE ORDER. 6.E. PHASE IV (STABILIZE). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS IMPROVING GRIFFON SECURITY CAPACITY. SOME ELEMENTS OF RESISTANCE MAY STILL EXIST. FORCES SUPPORT INTELLIGENCE COLLECTION EFFORTS FOR ASSESSING THE ENVIRONMENT FOR STABILITY AND SECURITY. THIS PHASE ENDS WHEN SUFFICIENT

CONDITIONS ARE ESTABLISHED FOR TRANSFER OF SECURITY RESPONSIBILITIES TO GRIFFON OR ANOTHER UN MANDATED AUTHORITY. 6.F. PHASE V (ENABLE CIVIL AUTHORITY). SUPPORTED COMMANDER IS CFMCC. THE MAIN EFFORT IS TRANSFERRING SECURITY RESPONSIBILITIES TO GRIFFON OR ANOTHER UN MANDATED AUTHORITY. SECURITY CONDITIONS WILL HAVE BEEN RESTORED ONCE THE RIMPAC MULTINATIONAL FORCE IS NO LONGER REQUIRED. THE OPERATION ENDS WHEN RIMPAC FORCES ARE REDEPLOYED. 7. TASKS. 7.A. COMMON COMPONENT TASKS. 1) INTEGRATE FORCES IN SUPPORT OF THE RIMPAC MISSION AS DETERMINED IN CONSULTATIONS BETWEEN COMUSPACOM AND CONTRIBUTING NATIONS 2) DEPLOY FORCES TO THE HAWAIIAN ISLANDS AND SOCAL NO LATER THAN 29 JUN 2016 3) CONDUCT FORCE INTEGRATION TRAINING IN THE HAWAIIAN ISLANDS AND SOCAL 4) ESTABLISH COMMAND AND CONTROL (C2), COMMUNICATIONS, AND LINKS IN ORDER TO ENSURE INTEROPERABILITY OF ALL UNITS 5) PROVIDE SUPPORT AND LIAISON FOR PLANNING AND EXECUTION OF INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE (ISR), ELECTRONIC WARFARE (EW), SUPPRESSION OF ENEMY AIR DEFENSES (SEAD), COMBAT SEARCH AND RESCUE (CSAR), SEARCH AND RESCUE (SAR), COMBAT AIR PATROL (CAP) AND STRIKE FOR THIS OPERATION 6) BPT CONDUCT HUMANITARIAN OPERATIONS AS DIRECTED 7) DEVELOP AND MAINTAIN COMMON OPERATIONAL PICTURE (COP) ON ORDER, DEPLOY FORCES FROM THE HAWAIIAN ISLANDS AND SOCAL TO THE COASTER ISLANDS JOA IN ORDER TO CONDUCT THE FULL RANGE OF MILITARY TASKS NO LATER THAN 29 JULY 2016 8) ON ORDER, CONDUCT CIVIL-MILITARY OPERATIONS IN GRIFFON IN PHASES 0 THROUGH V 9) BPT COUNTER ORION AGGRESSION IN ALL PHASES 10) DETER AND COUNTER DRACO AGGRESSION 11) PROVIDE LOGISTICS SUPPORT TO OWN FORCES AND O/O, PROVIDE LOGISTICS SUPPORT TO OTHER COMPONENTS. 7.B.
