Memphis District f. Vicksburg District g. New Orleans District 1. (U) SITUATION. a. (U) General. The Mississippi and Louisiana Gulf Coasts are vulnerable to landfall of a major hurricane. A major disaster declaration would result in the commitment of significant Mississippi Valley Division (MVD) resources, as well as those of the United States Army Corps of Engineers (USACE). The USACE assets including Vicksburg District (MVK) and New Orleans District (MVN) personnel and equipment are vulnerable to hurricanes or tropical storms. Proactive measures are required to provide safe refuge from a significant weather-related event. In the event of a tropical storm/hurricane, MVD provides public works and engineering support within the Division s Area of Operations (AO) to the Federal Emergency Management Agency (FEMA) for emergency response and recovery under Stafford Act authority IAW the National Response Framework (NRF). MVD is also prepared to support other USACE Divisions as required by HQUSACE and to respond to all flood and coastal emergencies within applicable provisions of PL 84-99 while maintaining our readiness, executing missions and honoring our commitments. b. (U) Enemy Forces. (1)(U) Weather. The 2016 Hurricane Season begins 1 June and runs through 30 November. Bill Frederick, MVD Meteorologist will provide updates from National Oceanic and Atmospheric Administration (NOAA) Team, concerning the 2016 Hurricane Season in late May 16. c. (U) Friendly Forces. See base OPORD. d. (U) Assumptions. AA-2

(2)(U) A major hurricane making landfall within the MVD AO impacts MVN and MVK to the extent that external support will be required for the execution of traditional CW Programs, PL 84-99 missions, and NRF missions. (3)(U) Major disaster declarations will be in effect for the States of LA and MS, and FEMA will issue mission assignments (MAs) to MVD to establish Recovery Field Offices (RFO) in each state. (4)(U) The disaster will cause many casualties, damage a large number of structures, and result in the disruption of essential life support services to the Gulf Coast of LA and MS. (5)(U) State and local resources and capabilities to respond to a catastrophic disaster will be exceeded and Federal assistance will be necessary. (6)(U) Transportation systems will be adversely affected; roads and bridges may be impassable due to failure or obstruction, railroads and airports may sustain damage, and waterborne navigation may be curtailed or severely impacted by debris or sunken vessels. (7)(U) Water and wastewater treatment plants and pumping stations will be damaged and/or inoperable. (8)(U) Flood Damage Reduction Works (FDRW) may sustain damage, and flooding may impede response efforts. (9)(U) Communications will be degraded due to damage to phone lines and cell towers. (10)(U) Civil disorder may occur and cause delays in search and rescue, preliminary damage assessments, and the delivery of life sustaining supplies. (11)(U) The MVD Headquarters (HQMVD) will activate the MVD Crisis Management Team (CMT) and deploy a MVD Forward (MVD-FWD) as needed dependent on the size and intensity of event (see Appendix 3). (13)(U) Technical support to MVN will be available from supporting MVD elements including Memphis (MVM), Rock Island (MVR), and St. Louis (MVS) Districts to assist with the execution of missions assigned by FEMA, unwatering of flooded areas, and inspection, repair and operation of critical Civil Works(CW)facilities, respectively. (14)(U) The MVD Planning and Response Teams (PRTs) will be available for deployment. (15)(U) Dual Status Commanders will be designated. The Joint Force Land Component Commander may deploy a Joint Task Force or other support element. 2. (U) MISSION. On order, HQMVD will mobilize to protect personnel and materiel assets and provide disaster response in the event of a Gulf Coast tropical system impacting the states of MS and/or LA. The HQMVD and district offices will execute CW Program, PL 84-99 missions, and FEMA MAs as directed. 3. (U) EXECUTION. a. (U) Commander's Intent. (1) (U) Purpose. (a) (U) See base OPORD. (b) (U) In the event of a potential hurricane, HQMVD will mobilize resources needed to successfully execute response missions. We will ensure that personnel, equipment and supplies are pre-positioned in LA and MS to execute response missions. HQMVD will provide a Division Forward to manage the USACE response and interact with Congressional, state, and local leadership. MVR will be prepared to command and support an Unwatering Team and/or Subject Matter Expert Cadre, if required. MVN will determine the need to evacuate at risk personnel/equipment, preposition personnel to manage the Hurricane Storm Damage Risk Reduction System and be prepared to reconstitute the district if required. MVD will execute FEMA MAs, PL 84-99 response and other CW missions by incorporating the following activities/concepts: (1) (U) The MVD prepares for hurricane response through pre-season planning and exercise activities (see Figure 1A). MVD executes response operations in accordance with the NRF, fivephase timeline for response and recovery. The five-phase timeline includes Activation (H-144 to H-96), Deployment (H-96 to H-72), Execution (H-72 to D-0), Recovery (D+0 to completion), and Physical and Fiscal Closeout. The term H and D are used to indicate the hour and day sequence of a tropical cyclone making landfall. The H will be used 144 hours prior to a predicted landfall, the "D" will be used for a 24 hour period after land fall of an identified tropical cyclone. The hours shown in the phases are approximate hours and responding units should be flexible when interpreting the hour sequences as some phases may overlap. Tasks to specific offices associated with these timelines are presented in paragraph 3.c. The MVN, MVK, and MVM Commanders direct the evacuation of personnel assets, the deployment of individual teams and the movement and securing of at-risk floating plant(s) (Safe Harbor Procedures) in accordance with District OPLANs and Standard Operating Procedures (SOP). The Commanders direct the re-deployment of personnel in accordance with established plans. MVN is responsible for addressing personnel reception, staging, onward movement, and integration (RSOI) for deployed and evacuated MVN employees. An RSOI capability will be established at all evacuation sites to maintain 100% accountability for all employees evacuating and responding to an event. (3) (U) MVN residual capability assessment. The MVN Commander will assess organic capability to execute post landfall missions and report status to the MVD Commander. (4) (U) Staffing of FEMA Offices. Management support to the FEMA Regional Response Coordination Centers (RRCCs) is shown in Table 1. The Incident Management Assistance Team (IMAT) management support responsibilities are shown in Table 2. Execute the Unwatering FEMA MA, for LA and provide flood fight materiel support from the National Flood Fight Center (NFFC). (c) (U) MVS. Support MVN CW Program and PL 84-99 missions as needed. The CW missions include project inspections, emergency repair of damaged facilities, and restoration of navigation. Upon MVN evacuation orders an Advance Liaison Project Manager will deploy to the Rear Emergency Operation Center (REOC) in Port Allen, LA to coordinate response efforts with MVN. In addition, the MVS Deputy Commander and the Temporary Roofing PRT Management Cell will deploy for MS. (d)(u) MVP. Provide Temporary Housing/Critical Facilities PRT for LA and support MVM LA hurricane response efforts as needed. (e)(u) MVK. Execute all FEMA MAs for the State Of MS and CW Programs within the MVK AOR. The CW missions include project inspections, emergency repair of damaged facilities, and restoration of navigation. MVK Debris PRT will respond for MS. (f) (U) MVN. Within capabilities, MVN continues CW Programs and responds to PL 84-99 missions within the district s AOR. MVN also executes the Greater New Orleans HSDRRS Closure Plan in coordination with the State of Louisiana, local parishes, and local levee districts. Upon order by the District Commander the MVN CMT deploys to the REOC in Port Allen, LA and a Crisis Action Team (CAT) deploys to the Alternate Command Post (ACP) at the MVK Headquarters in Vicksburg, MS. Upon evacuation order by local governing officials all MVN non-hurricane response personnel will evacuate in accordance with established plans and the CAT will maintain personnel accountability on all employees. A command and control element including the District Commander and primary EOC staff remains in the hurricane bunker at the MVN District HQs facility. Operations teams remain at the designated Hurricane and Storm Damage Risk Reduction System (HSDRRS) and navigation structures in the Greater New Orleans area to operate throughout the event. Provide Debris PRT for LA. (6) (U) MVD Forward (MVD-FWD). The Division Forward Commander (DFC) has the overall management responsibility for AA-9

The DFC is responsible for overseeing the support to FEMA operations as well as USACE support under our own authorities in response to a hurricane impacting MS and/or LA. The DFC will be the link to any Joint Task Force formed during an event. The MVD-FWD manages the allocation of resources to the Supported District Commander(s) for successful mission execution. The MVD-FWD will manage all VIP/CODEL visits as well as the development and dissemination of strategic communications (see APPENDIX 3(MVD FORWARD (MVD-FWD) HURRICANE RESPONSE STAFFING, ROLES AND RESPONSIBILITES). (7) (U) PRT Deployment. (a) (U) Traditional, FEMA MAs (housing, roofing, power, and debris) are executed by PRTs. State assignments for MVD PRTs and support PRTs provided by the USACE Operations Center (UOC) are shown in Table 3. (8) (U) Establishment of RFOs. If FEMA MAs are received, the MVM and MVK will establish RFOs in LA and MS. The MS RFO primary location is Keesler Air Force Base, Biloxi, MS. The MVM, LA RFO management cell, Advance Party will lease a facility to serve as the RFO in Baton Rouge, LA or as near as practical to the LA JFO. If Baton Rouge, LA is not a feasible location, Memphis, TN will serve as the site for initial LA RFO operations under the direction of MVM Commander or an appointed deputy. (9)(U) Unwatering. Upon receipt of a FEMA mission assignment, MVR will lead a team to unwater and provide temporary protection against recurring flooding from normal AA-10

The team will be augmented by personnel from MVN. Unwatering includes breaching levees to allow gravity drainage, expedient temporary repair of the breaches, restoration of temporary power to the pumping stations, restoration of pumping capacity to the non-federal pumping stations to drain the city where required, and temporary protection from river and tidal flooding. See base OPORD. (1) (U) Upon order of the MVD Commander, an MVD-FWD cell/team will deploy to a designated field location in support of the disaster. The MVD-FWD will be staffed by MVD and district personnel. (2) (U) Roles and responsibilities of MVD-FWD members: a. (U) Division Forward Commander (DFC) has overall management responsibility for USACE response and recovery operations. b. (U) MVD SES is the primary advisor to the DFC regarding civil disaster responses and contingency operations. Ensure adequate resourcing and funding of all contingency operations. c. (U) Executive Officer/Congressional/Public Official will coordinate battlefield circulation with Division/District Commanders and inform key stakeholders of USACE effort (see Tab 1 for battlefield circulation example). d. (U) Aide de camp will assist the DFC on all aspects of logistics and travel; ensure the commander has ability to assist the commander s situational awareness by using modern technology such as IPAD, remote communication, and flyaway capabilities; Liaise with local authorities to ensure vertical dissemination of information. (U) Program Manager will have extensive knowledge of the projects and programs in the affected area and will ensure that the DFC is informed on all operational aspects. f. (U) EM/ESF#3/PL 84-99 SME will provide policy guidance for USACE PL 84-99 support; liaise with ESF #3 Team Leader and provide ESF policy support to DFC. g. (U) STRATCOM Officer and STRATCOM Specialist will manage all VIP/CODEL visits as well as oversee the development and dissemination of strategic communications. h. (U) Information Specialist will provide support to MVD-FWD team in connecting computers to the network and insuring users can connect and access email; provide additional assistance with various software applications and connecting to various printers and plotters and perform other typical PC support duties as required at alternate site(s). i. (U) Operations will serve as the focal point for MVD-FWD command regarding contingency operations; provide planning and resource guidance; assess potential command-wide requirements and issues in the next phase of operations and plan near term actions; keeps the DFC informed of operations, coordinates and disseminates taskings for non-divisional support, and manages the information flow. j. (U) Military Liaison will serve as the focal point for coordination with local military forces. k. (U) Administrative Assistant will perform administrative task as required. l. (U) VIP/CODEL will advise the DFC and staff on protocol matters, produce itineraries for visiting dignitaries and visitors, research and provide background information on visitors, preparation of briefings for visits, plan and coordinate visits, provide logistical support for official functions, primary contact with for visitors, set up and execute visits to the various projects in the New Orleans area as well as support.
