FOREWORD BY THE AGEE CHAIRMAN With climate chage leadig to more severe weather coditios, we are expectig a icrease i the umber ad scale of atural disasters. As a cosequece, we have to be prepared to respod to ever more evirometal emergecies. Sice the creatio of the Joit UNEP/OCHA Eviromet Uit (JEU) i 1994 ad that of the Advisory Group o Evirometal Emergecies (AGEE) i 1995, sigificat progress has bee made i improvig the respose to evirometal emergecies. Achievemets iclude broad awareess buildig, the establishmet of a worldwide etwork of stakeholders ivolved i evirometal issues ad the developmet of umerous tools ad guidace material for evirometal emergecy respose. However, the success of the JEU is best illustrated by the fact that the uit has bee ivolved i the respose to more tha 100 evirometal emergecies over the last 15 years. Upo recommedatio by the AGEE, the Guidelies for Evirometal Emergecies have bee prepared by the JEU to advise both providig ad potetial recipiet coutries o how to mobilize, receive ad/or provide iteratioal assistace i the evet of a evirometal emergecy. They aim to esure iteratioal assistace is provided rapidly ad efficietly if ad whe eeded. The Guidelies are a livig documet that will be improved wheever lessos are leared ad best practices idetified i the evaluatio of iteratioal evirometal emergecy operatios. We ecourage all coutries to put the risk of evirometal emergecies o their ageda ad to cotribute to shapig the methodology to be eve more effective to assist victims of evirometal impacts. We also ivite all coutries to adopt the Guidelies for Evirometal Emergecies as a itegral part of their atioal disaster maagemet framework. 1.0 Itroductio The respose to evirometal impacts of atural disasters ad complex emergecies, as well as idustrial accidets, ofte requires a level of techical expertise that is beyod the capacity of idividual states. A evirometal emergecy ca be defied as a sudde-oset disaster or accidet resultig from atural, techological or huma-iduced factors, or a combiatio of these, that cause or threate to cause severe evirometal damage as well as harm to huma health ad/or livelihoods. 1 This icludes secodary cosequeces from atural hazards such as earthquakes, storms, floods, tsuamis, wildlad fires, ladslides ad/or ma-made disasters such as idustrial accidets, trasport accidets, chemical spills, oil spills ad a multitude of other types of emergecies. Ofte, govermets i affected coutries must seek expertise ad resources available from the iteratioal commuity to address such crises. I these cases, iteratioal support may be provided bilaterally, directly from oe assistig coutry to the affected coutry, or multilaterally, through iteratioal etities like the Joit UNEP/OCHA Eviromet Uit (JEU). 1.1 Backgroud As part of its fuctios, the JEU acts as the secretariat to the iteratioal Advisory Group o Evirometal Emergecies (AGEE) which is a iter-govermetal cosultative mechaism, established i 1995, that brigs together disaster maagers ad evirometalists from developed ad developig coutries to exchage ideas ad experieces o global evirometal emergecy respose issues. At the seveth meetig of the AGEE held i Jue 2007, the AGEE recommeded the JEU commissio a study that would examie the operatioal aspects of providig ad receivig iteratioal evirometal emergecy assistace. Buildig o, ad takig ito accout other procedures, guidelies, ad madates, the study would address issues of requestig ad providig assistace durig emergecies/disasters, but with a special focus o evirometal emergecies. Based o a thorough aalysis, the expected outcome of the study would be the developmet of a sigle documet, a Best Practices Guidelie for curret ad potetial providers ad recipiets of assistace i evirometal emergecies. Based o the fidigs of the study, recommedatios for what practices could be itroduced for evirometal emergecies were idetified. These recommedatios have bee formulated as provisios i the Guidelies for Evirometal Emergecies The full study ca be foud at the JEU website at: http://ochaolie.u.org/ochauep The JEU has facilitated the developmet of the Guidelies for Evirometal Emergecies i cooperatio with member states ad orgaizatios of the AGEE. Publicatios by the Iteratioal Federatio of Red Cross ad Red Crescet Societies (IFRC); Publicatios by the Iteratioal Atomic Eergy Agecy (IAEA); Stadard Operatig Procedures from the Europea Commuity Mechaism for Civil Protectio, Iteratioal Humaitaria Partership, ad Euro Atlatic Disaster Respose Coordiatio Cetre; JEU Missio Reports. 1.2 Purpose The Guidelies for Evirometal Emergecies are iteded as a referece guide for coutries watig to improve their framework for preparedess i the evet of a evirometal emergecy, ad for iteratioal evirometal emergecy respoders providig assistace. The Guidelies are ot a authoritative istructio but rather detailed recommedatios based o a accumulatio of istitutioal memory ad experiece related to iteratioal evirometal emergecy respose. The Guidelies for Evirometal Emergecies were, i priciple, edorsed at the eighth meetig of the AGEE held i May 2009. The AGEE further ecouraged seeig the Guidelies as a livig documet, subject to cotiuous revisio that allows for the icorporatio of lessos leared. The AGEE Steerig Committee, servig as a extesio of the larger AGEE, will review the Guidelies ad propose a revised versio before the ext AGEE meetig to be held i 2011. 2.0 Iteratioal Evirometal Emergecy Respose System At preset, there exist umerous resources for iteratioal evirometal emergecy respose. This sectio itroduces ad outlies the various etities purpose ad scope regardig iteratioal evirometal emergecy respose. 2.1 Joit UNEP/OCHA Eviromet Uit (JEU) The JEU is the Uited Natios mechaism to mobilize ad coordiate emergecy assistace to coutries affected by evirometal emergecies ad atural disasters with sigificat evirometal impact. I 1989, UN Geeral Assembly Resolutio 44/224 was adopted, recogizig the eed to stregthe iteratioal cooperatio i moitorig, assessig ad aticipatig evirometal threats ad rederig assistace i cases of evirometal emergecies. Govermets had come to recogize the coectios betwee evirometal coditios, huma health ad the success of developmet efforts. Member states also determied that there was a eed to improve iteratioal respose to evirometal emergecies ad dedicated the UN to that role. I 1993, govermets cocluded that a special iteratioal tool to respod to evirometal emergecies was eeded, but that the evirometal kowledge foud i UNEP should be itegrated ito existig UN atural disaster respose mechaisms. As a result, the JEU was established as cooperatio betwee UNEP techical expertise ad the humaitaria respose coordiatio structure of OCHA. The JEU is housed i OCHA s Emergecy Services Brach (ESB) ad has full access to OCHA s tools ad services for coordiatio of respose, icludig the Uited Natios Disaster Assessmet ad Coordiatio (UNDAC) teams. The JEU liks to UNEP through the Post-Coflict ad Disaster Maagemet Brach (PCDMB) which is resposible for UNEP s work i areas of the world where the eviromet is impacted by coflicts ad disasters, or where the eviromet is a factor cotributig to coflicts ad disaster impacts. The JEU works with affected coutries to idetify ad mitigate acute egative impacts stemmig from emergecies, providig idepedet, impartial advice ad practical solutios. It also works with orgaizatios dedicated to medium- ad log-term rehabilitatio to esure a seamless trasitio to the disaster recovery process. With support from regioal represetatio of both OCHA ad UNEP, the JEU ca be of assistace to affected coutries i both emergecy respose ad early recovery. To mobilize ad coordiate iteratioal assistace, the JEU edeavours to be the primary poit of cotact for coutries affected by evirometal emergecies or atural hazards with sigificat evirometal impact. Upo alert of a icidet, the JEU will advise o immediate actios ad, if ecessary, forward a request for assistace to potetial door coutries i cooperatio with the affected coutry. The JEU is available 24/7 to mobilize assistace for those facig emergecies. 2.2 Advisory Group o Evirometal Emergecies (AGEE) The AGEE was established i 1995, at the recommedatio of govermets. It is a iteratioal forum that, o a bieial basis, brigs together evirometal experts from aroud the world to share iformatio, expertise ad lessos leared for improved respose to evirometal 3

emergecies worldwide. The AGEE cosists of member states ad iteratioal orgaizatios uder a rotatig chairmaship, with the JEU actig as secretariat. Its madate is to: Provide a forum for a exchage of views ad experiece amog coutries o questios related to the provisio of iteratioal assistace for evirometal emergecies; Promote iteratioal cooperatio i the respose to evirometal emergecies, with particular attetio to developig coutries; Idetify ad examie selected challeges with regard to the provisio of iteratioal assistace for evirometal emergecies, which are of major cocer to coutries, with the aim to prepare appropriate suggestios ad recommedatios o possible actios at the iteratioal level; Review the work of the JEU, ad provide advice o its future activities. The AGEE may establish workig groups tasked to address issues uder discussio i the AGEE commuity. The purpose of such groups is to develop solutios to specific issues, e.g., advocacy strategies, traiig, operatioal aspects. The AGEE is also the edorsig body for the Guidelies for Evirometal Emergecies. 2.3 Natioal Focal Poits The JEU, i close cosultatio with the AGEE, has established a global etwork of officially desigated Natioal Focal Poits. This etwork serves as a chael for iformatio ad assistace, ad allows the JEU to maitai efficiet liks betwee potetial door ad recipiet coutries. It is recommeded that the Natioal Focal Poit be a seior officer i the govermet miistry or agecy resposible for the maagemet of iteratioal ad/or atioal disaster respose. Ideally, the fuctio of Natioal Focal Poit would be embedded i this miistry/agecy i order to establish ad maitai istitutioal memory i his/her coutry ad to esure cotiuous govermet commitmet vis-à-vis the respose to evirometal emergecies. Furthermore, it is recommeded that the Natioal Focal Poit for evirometal emergecies be the same etity, or be co-located with the same etity, holdig the positio as the Natioal Focal Poit for the UNDAC system ad/or INSARAG. This is due to the fact that tasks ad resposibilities of these positios are either the same, similar or overlappig with regards to preparedess, iformatio exchage, alerts, requests, mobilizatio or the facilitatio of rapid receipt or provisio of iteratioal emergecy assistace. For the 31 Europea coutries participatig i the Commuity Civil Protectio Mechaism, it is recommeded that, where possible, the existig cotact poits for the Europea Mechaism also serve as the operatioal Natioal Focal Poits for evirometal emergecies. Further support from the Europea Commissio s Moitorig ad Iformatio Cetre (EC-MIC), as the mai regioal focal poit i Europe, would be welcome to facilitate the Europea respose to requests for evirometal expertise ad assistace. For coutries that are ot part of UNDAC or INSARAG, regioal ad/or i-coutry UN represetatio may provide support i establishig Natioal Focal Poits ad also assist with alerts ad facilitatio of iteratioal assistace durig evirometal emergecies withi their regio. Regardless of which govermetal miistry/agecy carries the resposibility of Natioal Focal Poit, it is recommeded that close liks be maitaied betwee etities withi the govermet havig resposibilities for emergecy respose, receipt/provisio of iteratioal assistace, ad evirometal issues, to esure the most efficiet ad effective receipt/provisio of iteratioal evirometal emergecy assistace. The JEU, i cooperatio with regioal ad/or i-coutry UN represetatio, will maitai a directory of Natioal Focal Poits. 4

A Natioal Focal Poit for evirometal emergecies has two mai resposibilities: 1. Admiistrative Serve as a poit of cotact betwee the atioal govermet ad the AGEE for oemergecy related activities such as political, istitutioal ad fiacial matters; 2. Operatioal Be available 24/7 through phoe, email, ad/or fax; serve as the primary cotact/ iterlocutor for the JEU; process requests ad/or offers of iteratioal assistace for evirometal emergecies; ad provide relevat iformatio o emergecies. Based o atioal specifics, coutries may wish to desigate multiple Natioal Focal Poits, dividig the resposibilities accordigly. 2.4 Virtual O-Site Operatios Coordiatio Cetre (Virtual OSOCC) For exchage of iformatio both betwee emergecies ad durig respose, OCHA has developed the Virtual OSOCC that is a web-based iformatio maagemet tool. The mai purpose of the Virtual OSOCC is to facilitate decisio-makig for iteratioal respose to major disasters through real-time iformatio exchage by all actors of the iteratioal disaster respose commuity, icludig the evirometal emergecy respose system. Through the Virtual OSOCC, users have the opportuity to create e-mail ad SMS messages that are set automatically to subscribers to provide critical situatio updates durig disaster respose operatios. I betwee emergecies, the Virtual OSOCC ca be used to facilitate traiig, meetigs ad workshops through e-mail otificatio, o-lie participat registratio ad discussio of backgroud material. It also provides the users with a discussio forum for ay area of iterest, icludig iformatio exchage o best practice ad lessos-leared after disaster respose operatios. Access to the Virtual OSOCC is restricted, requirig a password, to disaster maagers from govermets ad disaster respose orgaizatios. Actors from the evirometal emergecy respose system are recommeded to actively use the Virtual OSOCC for iformatio exchage. Userame ad password ca be requested olie through the logi page at http://www.ocha.uog.ch/virtualosocc. 2.5 Iteratioal Evirometal Respose Resources Through its etwork of doors, the JEU has access to a pool of iteratioal experts capable of deployig to a affected coutry upo request. Depedig o the ature of the icidet, i.e., type of hazard/accidet ad impact, ad/or type of substace ivolved, the JEU will edeavour to tailor-fit the expertise eeded. The expert(s) may be deployed idepedetly or as a part of a UNDAC or EC-MIC missio to assess the icidet, perform samplig, ad, if possible, aalyze the results i-coutry. Some door coutries have also developed customized evirometal assessmet modules that ca be deployed as a part of a overall relief operatio. Upo completio of the assessmet, the expert(s) will give emergecy advice o how to cotai the impact of the icidet ad what urget mitigatio actios eed to be take. I cases where special techical expertise ad/or equipmet are eeded to maage the icidet, ad these capacities are ot available i the affected coutry, the JEU ca facilitate the mobilizatio of such resources. These resources ca also be draw upo if coutries wish to receive techical advice i preparedess ad cotigecy plaig for atioal evirometal emergecies. 5

Recipiet coutries resposibilities: Facilitate the arrival of iteratioal evirometal emergecy assistace, icludig expeditious processig or complete waiver of customs ad visa requiremets; Provide regular iformatio to arrivig experts/respose teams with regard to etry poits, customs ad visa requiremets, ad other arrival arragemets ad either post this iformatio o the Virtual OSOCC or forward it to the JEU; Coordiate arrival arragemets with regioal ad/or i-coutry UN represetatio. Recipiet coutries resposibilities: If feasible, a liaiso perso with evirometal ad operatioal kowledge should be secoded to the iteratioal evirometal emergecy respoders to act as guide, iterpreter, ad lik to atioal authorities; Esure that the received assistace is itegrated ito atioal coordiatio mechaisms; Esure that emergecy advice o how to deal with the impact of the hazard/accidet is commuicated to atioal authorities ad, if ecessary, to the affected populatio. Aex 2: Flash Eviromet Assessmet Tool (FEAT) The Flash Evirometal Assessmet Tool (FEAT) helps to idetify existig or potetial acute evirometal impacts that pose risks for humas, huma life-support fuctios ad ecosystems, followig sudde-oset atural disasters. FEAT focuses primarily o immediate ad acute impacts arisig from released hazardous chemicals. It ca also help to idetify potetial logterm issues, for example those ivolvig releases of persistet compouds. FEAT also provides iformatio o physical impacts to the atural eviromet, such as soil erosio ad salt water itrusio. Based o this iformatio, users ca decide o iitial risk maagemet actios uder disaster coditios. I particular, it helps users make timely ad accurate requests for additioal, specialized equipmet or expertise to address impacts. Disaster respose teams are faced with the difficult task of ot oly dealig with the disaster at had, but also idetifyig ad respodig appropriately to these potetial evirometal impacts. However, thousads of toxic chemicals could be ivolved i ay give disaster, each with its ow toxicity profile, ad with a multitude of exposure pathways, e.g., air, water ad soil, ad receptors, e.g., humas, livestock, ad fishig grouds. I such complex situatios, it ca be easy to overlook or misjudge importat risks. At the same time, give the ofte overwhelmig demads of disaster situatios, complex ad full-fledged evirometal assessmets would be iappropriate. Therefore, a practical, accurate, yet simple tool is required to assist iitial respose teams such as Uited Natios Disaster Assessmet ad Coordiatio (UNDAC) teams. Aex 3: Hazard Idetificatio Tool (HIT) Natural disasters ofte have secodary impacts, icludig damage to ifrastructure ad idustrial istallatios. These so-called evirometal emergecies may pose a threat to the health, security ad welfare of the affected populatio ad the emergecy respoders. Too ofte, these risks are eglected, resultig i prevetable deaths ad ijuries. It is therefore essetial that iformatio o the locatio of the hazardous facilities ad the potetial impacts is made available to relevat authorities ad emergecy respoders at a very early stage of the disaster respose or eve prior to the oset of a disaster. The Hazard Idetificatio Tool (HIT) has bee developed to assist i the desk research based idetificatio of potetially hazardous facilities. The HIT User Guide gives iformatio o the HIT objective ad methodology ad provides the user with step-by-step guidace o how to apply the HIT, icludig a list of valuable sources. The objective of the HIT is to limit the cosequeces of atural disasters ad techological accidets o the huma populatio, hece to reduce the umber of victims. To this ed, the HIT is applied to idetify potetial secodary risks of a atural disaster ad provides iformatio that ca subsequetly feed ito the decisio makig process o requests for further specialized assistace ad targeted mitigatio measures. The methodology of the HIT is based o the FEAT, a rapid assessmet methodology used to idetify the most acute hazards to huma health ad the eviromet after atural disasters. Aex 5: Model Customs Agreemet MODEL AGREEMENT betwee the Uited Natios ad State/Govermet of cocerig measures to expedite the import, export ad trasit of relief cosigmets ad possessios of relief persoel i the evet of disasters ad emergecies Whereas paragraph 3 of the Aex to Uited Natios Geeral Assembly Resolutio 46/182 uderlies that humaitaria assistace should be provided with the coset of ad i priciple o the basis of a appeal by the affected coutry, ad that the sovereigty, territorial itegrity ad atioal uity of States must be fully respected i accordace with the Charter of the Uited Natios; Whereas paragraph 6 of the said Aex calls upo the States, whose populatios are i eed of humaitaria assistace, to facilitate the work of itergovermetal ad o-govermetal orgaizatios i implemetig this assistace; Whereas paragraph 7 of the said Aex urges the States i proximity to emergecies to participate closely with the affected coutries i iteratioal efforts, with a view to facilitatig, to the extet possible, the trasit of humaitaria assistace; Whereas paragraph 28 of the said Aex istructs the Uited Natios to cotiue to make appropriate arragemets with iterested Govermets ad itergovermetal ad ogovermetal orgaizatios to eable it to have more expeditious access, whe ecessary, to their emergecy relief capacities, icludig food reserves, emergecy stockpiles ad persoel, as well as logistic support; Whereas paragraph 29 of the said Aex further istructs the Uited Natios to develop special emergecy rules ad procedures to eable all orgaizatios to procure quickly emergecy supplies ad equipmet; Whereas paragraph 30 of the said Aex requests disaster-proe coutries to develop special emergecy procedures to expedite the rapid procuremet ad deploymet of equipmet ad relief supplies; Whereas paragraph 4 of Uited Natios Geeral Assembly Resolutio 47/168 calls upo potetial doors to adopt ecessary measures to icrease ad expedite their cotributios, icludig settig aside, o a stad-by basis, fiacial ad other resources that ca be disbursed quickly to the Uited Natios system i respose to the cosolidated appeals of the Secretary Geeral; Whereas paragraph 8 of the said Resolutio requests the Secretary Geeral, after cosultatios with Govermets, to report o ways ad meas to improve further Uited Natios capability i the areas of prevetio ad preparedess i relatio to atural disasters ad other emergecies, i particular emergecies ivolvig food, medicies, shelter ad health care, as provided i Geeral Assembly resolutio 46/182; Whereas the Office for the Coordiatio of Humaitaria Affairs serves as the cetral focal poit i the Uited Natios with Govermets, itergovermetal ad o-govermetal orgaizatios cocerig the Uited Natios emergecy relief operatios; 19

Whereas the Customs Co-operatio Coucil adopted, o 8 Jue 1970, a Recommedatio to expedite the forwardig of relief cosigmets i the evet of disasters; Whereas the Iteratioal Covetio o the simplificatio ad harmoisatio of Customs procedures (Kyoto Covetio), the Customs Covetio o the A.T.A. caret for the temporary admissio of goods (A.T.A. Covetio), the Covetio o Temporary Admissio (Istabul Covetio), the Covetio o Iteratioal Civil Aviatio (Chicago Covetio) ad the Iteratioal Maritime orgaizatio Covetio o Facilitatio of Iteratioal Maritime Traffic recommed simplified procedures ad other facilitatio measures to be applied, iter alia, to the trasborder movemet of relief cosigmets ad possessios of disaster relief persoel; Whereas the State/Govermet of wishes to cotribute to the expeditious delivery of iteratioal humaitaria assistace to the disaster-affected populatio; Now therefore, the Uited Natios represeted by (the Office for the Coordiatio of Humaitaria Affairs or a desigated Uited Natios Agecy) ad the State/Govermet of represeted by hereby agree as follows: 20

For the purpose of this Agreemet the term: 1.1. Disaster meas: ARTICLE 1. Defiitios A serious disruptio of the fuctioig of the society, causig widespread huma, material, or evirometal losses which exceed the ability of affected society to cope usig oly its ow resources. The term covers all disasters irrespective of their cause (i.e. both atural ad mamade). 1.2. Disaster relief persoel meas: Idividuals, groups of idividuals, teams ad costituted uits executig delivery of humaitaria assistace withi the framework of a Uited Natios relief operatio. Examples of disaster relief persoel that ca be ivolved i ay particular disaster are: UN delegates; Experts o missio for the Uited Natios; Emergecy respose persoel to assist refugees ad iterally displaced persos; Iteratioal Search ad Rescue teams; Medical teams; Specialised teams provided by foreig military, civil defece ad civil protectio orgaizatios (MCDA teams); Uited Natios Disaster Assessmet ad Co-ordiatio (UNDAC) team. 1.3. Possessios of disaster relief persoel meas: All equipmet, provisios, supplies, persoal effects ad other goods brought for ad/or by disaster relief persoel i order to perform their duties ad to otherwise support them i livig ad workig i the coutry of the disaster throughout the duratio of their missio. 1.4. Relief cosigmet meas: Goods, such as vehicles ad other meas of trasport, foodstuffs, medicamets, clothig, blakets, tets, prefabricated houses, water purifyig ad water storage items, or other goods of prime ecessity, forwarded as aid to those affected by disaster. 1.5. Uited Natios relief operatio meas: Assistace ad/or itervetio, by the Uited Natios, a Uited Natios Agecy or o its behalf, durig or after disaster to meet the life preservatio ad basic subsistece eeds. It ca be of emergecy or protracted duratio. 1.6. Emergecy meas: A sudde ad usually uforesee evet that calls for immediate measures to miimize its adverse cosequeces. 21

ARTICLE 2. Orgaizatios ivolved i Uited Natios relief operatios Icluded are: - Uited Natios (UN) - UN Agecies - Govermetal (GOV), itergovermetal (IGO) ad o-govermetal (NGO) orgaizatios certified by the UN as boa fide participats withi the framework of a Uited Natios relief operatio - Trasport carriers cotracted by the UN, a UN agecy or a UN certified GOV/IGO/NGO for trasportatio of relief cosigmet(s) ad/or possessios of disaster relief persoel. ARTICLE 3. Facilitatio measures for Uited Natios relief operatios The State/Govermet of agrees to: 3.1. With respect to exports: 3.1.1. Waive ay ecoomic export prohibitios or restrictios, ad ay export duties or taxes, i respect of goods cotaied i relief cosigmets destied for coutries havig suffered disasters ad i possessios of disaster relief persoel; 3.1.2. Accept at exportatio, as a geeral rule, the writte summary declaratios made out by the UN, or its agecies, or orgaizatios ivolved i UN relief operatios as detailed i Article 2 of this Agreemet, of relief cosigmets as evidece of the cotets ad of the iteded use of such cosigmets; 3.1.3. Take such steps as may be ecessary i order that the Customs authorities where the exports are made are i a positio to: a) expeditiously examie, oly whe ecessary for security or arcotics/cotrabad cotrol purposes ad where appropriate by applyig samplig or selective techiques agaist the summary declaratio, the cotets of the relief cosigmets ad possessios of disaster relief persoel, ad certify the results of this examiatio o that declaratio; b) where possible, place such cosigmets uder Customs seals where such actio is likely to avoid delays i the forwardig of the goods at later stages i their jourey; c) permit such cosigmets to be preseted for export clearace at ay approved Customs office ad, i stockpile States, i advace of the eed for actual export; ad d) permit such cosigmets to be placed i a Customs warehouse for subsequet export, for providig humaitaria assistace; 3.2. With respect to trashipmet or trasit: 3.2.1. Allow operators, uder supervisio of the public authorities cocered, to disassemble trashipmet cargo icludig shipmets i cotaiers ad o pallets, so that they may sort ad reassemble shipmets for oward carriage without examiatio, except for 22
