09/10/2017 2016 004821 1 (5) Call for proposals within the programme Electricity from the sun Full call text The Swedish Energy Agency is announcing approximately SEK 30 million within the framework for the research and innovation programme El från solen - Electricity from the Sun. The projects should contribute to increased expansion of solar electricity in Sweden, Swedish solar electricity innovations or strong Swedish research within the field of solar electricity. The deadline for applications is February 28 th, 2018 at 23.59. The aim of the programme Electricity from the Sun is to contribute to the transition to an entirely renewable energy system. The programme specifically focuses on research and development of solutions, systems and issues relating to the production of electricity from solar incident radiation. The goals of Electricity from the Sun are to contribute to: Resource-efficient and system-friendly solar electricity expansion Solar innovations that can be utilised in several markets Excellent research within the field of solar electricity This call particularly welcomes project proposals focused on prosumers needs and perspectives, the role of solar electricity in attractive and sustainable societies, and resource efficiency, environmental issues and sustainability related to the field of solar electricity. Furthermore, project proposals focused on new innovations and products are especially welcome. What the grant can be used for The grant can be sought for research and innovation projects that contribute to the goals of Electricity from the Sun, see above. (The goals are described in detail in Bilaga A mål för programmet El från solen [Appendix A - the programme goals] ). Only projects directly related to solar electricity issues are covered by the call. For example, projects concerning solar heat or solar fuel, or general components for thermal electricity production are not included. Who can apply for a grant? The call is directed to all actors capable of contributing to the programme goals. 2 (5) natural science, and interdisciplinary project proposals are welcome in the call. Gender equality and diversity are to be considered when forming the project group. It is permissible for the same organisation, consortium and/or project manager to submit multiple applications in this call. Categories and assessment criteria You can apply for a grant within the following two categories. Around SEK 15 million is allocated for each category. Category A Projects within category A are to focus on prosumers needs and perspectives, the role of solar electricity in attractive and sustainable societies, and resource efficiency, environmental issues and sustainability related to the field of solar electricity. Examples of issues that can be studied include socioeconomic effects of policy instruments in the solar field, how the environmental and climate performance of solar electricity installations can be improved and research on how solar electricity is handled during physical planning such as municipal planning processes. The largest permitted grant sum per project Highest permitted grant level SEK 3 million The highest permitted grant level is governed by the Ordinance (2008:761) on State Aid to Research and Development and Innovation in the Field of Energy. Assessment criteria Projects applied for within category A will be assessed according to the following criteria The project s potential to contribute to one or several of the programme goals (read more in Bilaga A mål för programmet El från solen [Appendix A - the programme goals] ) The project s novelty, such as the extent to which new knowledge is produced or existing knowledge is implemented in a new context, how the project relates to the international knowledge situation and how unique the project is. The project s potential for exploitation and dissemination through, for example, knowledge building, publications or appearances in scientific or popular science contexts, new products, services or processes.

3 (5) The project s feasibility, for example whether the participants have the right expertise for the project, whether there is a clear plan of execution, details of the associated risks and how they will be mitigated, and whether the objectives and the budget are reasonable. Category B Projects within category B are to contribute to one or several of the programme goals. Project proposals with focus on the development of new products, processes, services or concepts within the field of solar electricity are especially welcome. The projects may, for example, include the design of prototypes, demonstration, pilot work, testing and validation of products, processes or services. Projects may, but do not have to, aim at commercial application or use. However, this does not include commercialisation or routine or recurrent changes to existing products, manufacturing methods, production processes or services in category B. The largest permitted grant sum per project Highest permitted grant level SEK 5 million (or up to SEK 10 million for demonstration projects) The highest permitted grant level is governed by the Ordinance (2008:761) on State Aid to Research and Development and Innovation in the Field of Energy. How to apply for a grant Grant applications are to be submitted via the Swedish Energy Agency s electronic application system E-kanalen. You can read about how to fill out each field in the document Anvisningar för ansökan [Application instructions]. You must also complete Bilaga till ansökan [Application appendix] and the appendix Kostnadsfördelning [distribution of costs] and add these as an appendix to your application in E-kanalen. Note that it may take several days to receive user authorisation for E-kanalen; you should therefore apply for authorisation in good time. You are not allowed to supplement your application after the call period has expired. The Swedish Energy Agency may however request supplementation when such is required. Your complete application must be submitted no later than February 28 th, 2018 at 23.59. Timetable and reporting Projects that obtain a grant can start at the earliest July 1 st, 2018 and run until December 31 st, 2020 at the latest. A decision on your application is planned for week 26 at the latest. All projects receiving a grant from the Swedish Energy Agency are obliged to regularly report on the project and its financial situation. The project manager is also responsible for submitting a final report on the project which will be presented on the Swedish Energy Agency website, so it is important to allocate time in the project plan for report writing. Assessment of applications The employees of the Swedish Energy Agency will review incoming applications. In addition, all applications will be assessed by experts not employed at the Energy Agency. The experts will then provide a recommendation to the Energy Agency regarding which projects they consider a priority for support. This recommendation constitutes supporting documentation when a decision is made by the Energy Agency. When the Energy Agency has made a decision on the applications submitted, information is sent out to all applicants regarding the decision and the grounds on which it was based. Note that the decision will be based on the submitted application and that you cannot supplement your application after the deadline for proposal submission. It is therefore important that you clearly describe how the project fulfils the assessment criteria.

5 (5) Help from the Swedish Energy Agency We at the Swedish Energy Agency are happy to answer any questions regarding the call for proposals. However, we cannot comment on project ideas or give recommendations, but rather can only answer questions regarding the actual call. Keep in mind that there are usually many people calling on the last day of application and it may prove more difficult to obtain assistance then.
