1 1.0 Introduction On June 12, 2013, the Minister of Energy issued a Directive to the Independent Electricity System Operator (IESO; formerly the Ontario Power Authority (OPA)) to develop a new competitive process for the procurement of renewable energy projects in Ontario larger than 500 kilowatts (kw). Invenergy LLC (Invenergy) will be submitting a proposal to the IESO in fulfillment of their Large Renewable Procurement Request for Proposals (LRP I RFP) for a proposed 9 megawatt (MW) project to be known as the Northline Solar Project. The LRP I RFP requires proponents to develop a meeting summary report (MSR) for each public community meeting and post it on the project website (www.invenergyllc.com/northline). In addition, the MSR must be made available to the clerk (or other designate) for the municipality in which the project is located. This report summarizes the public community meeting held for the project at the Fenelon Falls Community Centre located at 27 Veterans Way, Fenelon Falls, Ontario, on June 30, 2015 between 7:00 to 9:00 p.m. The purpose of the public community meeting was to introduce the Project and obtain input on the planning and design process. This document builds upon the community engagement plan (CEP) developed for the project. INVENERGY LLC Meeting Summary Report - Northline Solar Project Prepared by Dillon Consulting Limited

C - 1 C Appendix C Comments Received and Responses INVENERGY LLC Meeting Summary Report Prepared by Dillon Consulting Limited

Comment/Response Table Meeting Summary Report Northline Solar Project Invenergy LLC This table provides the responses to comments received from agencies, the public and Aboriginal communities at, or following, the public community meeting required per the Large Renewable Procurement Request for Proposals (LRP I RFP). The LRP I RFP is a qualifying process being led by the Independent Electricity System Operators (IESO). The IESO has not awarded any applicant with the rights to construct a project at this time. Invenergy LLC, like other applicants, is preparing to submit a proposal for this project to the IESO. The proposal submission deadline is September 1, 2015 and the IESO s proposal evaluation process will run until November/ December 2015. It is expected that successful LRP I RFP applicants will commence the Renewable Energy Approval (REA) process if they are awarded a project by the IESO. This process includes additional requirements and consultation which would likely commence in 2016. Date Method Name Comment Received Proponent Response June 29, 2015 Comment Form Landowner No objection as long as plan maintains natural foliage off Northline Road. Concerned about traffic during construction period. If Invenergy is successful and awarded a contract for the project, Invenergy will be required to follow the REA process and will work with the local municipality and community to determine the appropriate level of visual screening for the project. A condition of REA approval is the completion of a Traffic Management Plan so that the proponent and host municipality can enter into a road Use Agreement. This process typically includes an assessment of current road conditions so that damages caused by the project can be easily identified. This would also include the process of determining haul routes for equipment and who would be responsible for funding repairs or upgrades to local infrastructure. Invenergy LLC will discuss road maintenance with the local municipality and include details in the Construction Plan Report should Invenergy be successful in its bid. Comment noted. Keep it clean! June 29, Comment Form Landowner Concerned about spring runoff from If Invenergy is successful and awarded a contract 1

Comment/Response Table Meeting Summary Report Northline Solar Project Invenergy LLC Date Method Name Comment Received Proponent Response 2015 the site to the adjacent property to the north. Needs to be a physical barrier to buffer the site so it cannot be seen. An agreement by site property owner to maintain back half of fence has not been upheld that portion of the fence needs to be maintained. Cattle are pastured on this ranch so the noise level is a concern. for the project, Invenergy will be required to follow the REA process. The proponent will be required to complete a variety of technical reports including a project description report, construction plan report, consultation report, design and operations report and a decommissioning plan report. During the REA process, surface water runoff will be studied to determine if changes to the site will result in changes to quality or quantity of surface water runoff through the various stages of the project. Any negative environmental effects and mitigation measures will be identified and summarized in the technical REA reports. See above comment related to visual screening. Comment noted. If Invenergy is successful and awarded a contract for the project, Invenergy will be required to follow the REA process. The proponent will be required to complete a variety of technical reports including a project description report, construction plan report, consultation report, design and operations report and a decommissioning plan report. One of the main comments related to solar projects and human health is the potential impacts 2

Comment/Response Table Meeting Summary Report Northline Solar Project Invenergy LLC Date Method Name Comment Received Proponent Response How close to the property line will this be? of noise on nearby residents. Under REA requirements, proponents of most solar facilities must submit a noise study as part of their application for an REA. This noise study assesses the potential impacts at nearby noise receptors (e.g. residence) due to sound emitted by the solar facility s electrical equipment (e.g. inverters, transformers). The application and noise study submitted is required to demonstrate that the facility, as designed, does not exceed a 40 decibel noise level (approximately the noise level experienced in a quiet office or library). This information will be included in the Design and Operations Report that will be completed as part of the REA process. The IESO non-rooftop solar rules stipulate that solar facilities cannot be placed on Prime Agricultural land. In order for this project to be bid into the IESO Large Renewable Procurement Request for Proposals Invenergy would have to demonstrate that the project is not occupying Prime Agricultural land. During the REA process, a Decommissioning Plan Report will be developed which will address procedures for dismantling or demolishing the facility, abandonment of the project, activities related to the restoration of any land and water negatively affected by the facility, and procedures for managing excess materials and waste. Invenergy is also prepared to execute a Municipal Agreement with the city which will include assurances for decommissioning and decommissioning security.
