This is a new post that has recently been created due to continued expansion and growth. The Association has seen tremendous growth in its size and impact over recent years. Over the coming months we will also see the appointment of our new Managing Director to replace the leadership of Robert Wathen who will be retiring from the Association in October. As the new Director of Nursing and Residential Care of Hafod Care and part of the executive team, you will lead on advancing, stimulating residential and nursing care services. The Hendre Group The Hendre Group is one of South Wales' premier housing, care and support providers with more than 1,300 staff and nearly 6,000 properties delivering a wide range of housing, care and support services to more than 15,000 people. The Hendre Group was formed in November 2002. Hafod Housing Association (with its principle activities being the management and provision of general needs social housing) and Hafod Care Association (with its principle activities being the care and support of elderly and vulnerable adults) are both subsidiaries of Hendre Limited. Hendre Limited, in addition to providing strategic direction to the Hendre Group, also provided central corporate services, such as finance, IT, HR, development and company secretarial services. The Hendre Group has undergone many changes over the past twelve years, culminating in a current re-organisation (reflected in the chart below) which sees the creation of Hafod Corporate Services as a sister entity alongside Hafod Housing and Hafod Care. Hafod Corporate Services will in future provide all central services previously provided by Hendre Limited, allowing the parent to focus on the strategic development of the Group in the challenging times ahead. About Hafod Care Our vision, values and mission Hafod Care is a housing association, first registered in 1998, with a turnover of almost 27 million that provides through its 1,200 staff care and support services to aid vulnerable people throughout South and West Wales. Our vision describes what we want Hafod Care to do. This is: Better Homes Better Care Better Communities Better Lives Our Values describe how we will do this and how we all behave in our roles. Our services and homes Our services are split into two directorates: Nursing and Residential Care: Hafod Care currently manages 10 residential care homes for older people, and 3 nursing homes for the elderly. The Director of Nursing and Residential Care will have overall responsibility for these 13 care homes. Of these homes, four are in Cardiff, four in Torfaen, two in the Vale of Glamorgan, two in Bridgend and one in Caerphilly. We ensure that the care and the physical environment in our homes are maintained to the highest standards. The Association is continually striving to improve and to provide new services. In recent years, Hafod Care has built two large, state-of-theart, residential and nursing homes in Bridgend and Caerphilly. Brocastle home in Bridgend opened in August 2008, and Ty Penrhos in Caerphilly opened March 2010. Since then we have recently built a brand new residential home for the elderly on the site of the former Woodcroft home in Trowbridge, Cardiff. Supported Housing and Community Care: Housing related support: Hafod Care provides accommodation and housing-related support for a wide range of people with varying levels of support needs. We pride ourselves on our ability to offer the specialist help and support they need. Many of the people we house and support find it difficult to maintain a tenancy independently. We are well equipped to offer the help and support people need in order to maximise their independence. Domiciliary care: Hafod Care has expanded the domiciliary care services it provides. We offer a range of services for older people in their own homes in Bridgend, Cardiff, Merthyr Tydfil, Rhondda Cynon Taff and Torfaen. The services include: general care, administration of medication, domestic help, assistance with community integration, night sitting, companionship, and escort duties. Extra care housing: We have an ongoing programme of developing extra care schemes, the first of which we recently built and opened in Merthyr; the second we are about to complete the building work in the Vale of Glamorgan; and the third is about to commence on site in RCT. These larger developments are supplemented by a range of smaller close care developments designed to help people live independently. July 2014 Page 8 of 19

Meet the people John Wreford, Hendre, Chair, John is a retired Director of Social Services and now works as a self-employed consultant in social care and housing. He is a former Vice Chair of a Local Health Board and was Chair of Hafod Housing Association for many years. Ian Williams, Hendre, Group Chief Executive Ian was the Chief Executive of Hafod Housing Association until the Group restructure in October 2002. Before joining Hafod in 1978 he was employed by another Housing Association in South Wales. Ian is currently Chair of the Welsh Housing Partnership and is a former Chair of Community Housing Cymru. Judy Keenor, Hafod Care Association, Chair Judy was company secretary of Gwynfa Housing Association, a small specialist voluntary organisation. Gwynfa then merged with Hafod Housing Association. Judy has been a Board Member of Hafod Housing Association since the merger and Hafod Care Association since it was established in 1998, as well as Vice Chair. Before retiring, Judy held a senior position in Social Services (Mental Health). Judy has recently been appointed to Chair of Hafod Care Association. Martyn Rees, Hafod Care Association, Vice Chair Martyn is a Senior Manager with Welsh Water, Hyder Group. He joined the Board of Hafod Care in 2011 and is now Vice chair, as well as a member of the Performance Monitoring Group. Robert Wathen, Hafod Care Association, Managing Director Robert is due to retire in October from the Association after 28 years service. Role profile JOB TITLE: Director of Nursing and Residential Care Homes Reports to: Hafod Care Managing Director JOB PURPOSE - To lead on advancing, stimulating and managing a high quality residential and nursing care service. - Ensuring robust scrutiny, assessment and review processes that will deliver high standards and a culture of continuous improvement. - To be the Responsible Person who ensures that the Association is compliant with the requirements of CSSIW. - In the absence of the MD, ensure the continuity and strategic direction of the Association is upheld. - A member of the Executive Team of Hafod Care. KEY RELATIONSHIPS Internal: - Hafod Care Board; - Hafod Care Executive team; - Hafod Care senior management team; - Hafod Nursing and Residential Staff; - Hafod Care residents and customers; and - Hendre Group Staff. External: - Local authority and Local Health Board service commissioners, existing and potentially new partners; - Regulators e.g. CSSIW and Welsh Government; and - Partner organisations, existing and potentially new partners. CORE RESPONSIBILITIES Strategic development and governance: Report to and be accountable to the Hafod Care Managing Director and the Board. Actively contribute towards the strategic direction of the Association as identified in the Corporate Plan. Identify new service development opportunities across the function of the Association, both existing and new. To be an integral member of the Association's Executive and Senior Management team. Develop Hafod Care s core policies, including equality and diversity, health and safety, client engagement and staff development, drawing on best practice and guidance from the sector. To manage the Heads of Nursing and Residential Homes to ensure that a secure regime of clinical governance is maintained and subject to a process of continuous improvement in all registered Care Homes. Report all findings in an agreed format to the Managing Director, the Board and relevant Sub committee. Management: Provide leadership, support, personnel management and professional development to the staff team within the service directorate. Promote good staff relations and to establish effective accountability mechanisms to enable staff to carry out their responsibilities. Be an effective role model for Hafod Care and the Hendre Group, leading by example. To be accountable for the financial management of the care homes and for delivery of value for money and for identifying and implementing improvements to strengthen the financial position of the Association. To provide management information that will help promote, ensure and measure strong focussed management, effective training and professional service provision throughout the Association's Care Homes. Performance management: Develop robust performance management systems to support the development of a strong, distinctive and customer and service user focused organisational culture. Establish effective control, review and reporting systems to ensure accountability for actions can be provided to the Board. Have lead responsibility for the operational service budget, ensuring effective monitoring and control mechanisms are in place in accordance with agreed procedures and within delegated authority and audit requirements. To be responsible for establishing realistic budgets for submission for approval to the Board to maximise the opportunities for efficiency saving and improvements in the effectiveness of service delivery. Ensuring budget targets are met and advise SMT around over expenditure and efficiency opportunities. To work with the Quality and Performance Manager to ensure that new initiatives are identified, researched, brought forward and developed. Take overall responsibility for any tender submissions or applications for grant funding for new and existing projects. To manage and support the Heads of Nursing and Residential Homes to set and July 2014 Page 11 of 19

maintain measurable objectives for their services in order to ensure that the highest professional standards are set and maintained through a system of regular Personal Development Reviews. Regulatory Responsibilities Fulfil the obligations of regulatory, funding and commissioning bodies in line with agreed service delivery frameworks. To keep up-to-date with new development, initiatives, best practice, and legislation in order to provide expertise and guidance where appropriate. To develop, implement and undertake a regular and on-going regime of inspection and review that will support the Heads of Nursing and Residential Homes in ensuring that registration with CSSIW is maintained and the Association is compliant with the requirements of CSSIW, Local Health Boards, Local Authorities, and any other statutory bodies. To undertake the role of "Responsible Person" for CSA 2000 for all nursing and residential care services provided by the Association, taking responsibility for all clinical governance for all registered care homes. To manage the Heads of Nursing and Residential Homes to ensure that all safeguarding requirements are met and to actively promote a culture of safeguarding within the Association with robust mechanisms in place to protect vulnerable adults. To abide by, and ensure others in the Association abide by, the NMC Code of Practice at all times. Relationship Management and Promotion To work with Heads of Nursing and Residential Homes to identify key stakeholders and establish on-going communication, ensuring opportunities to network with existing Local Authority partners are known and taken up by the Heads of Nursing and Residential Homes on a regular basis in order that the services provided by the Association are positively promoted. Person specification CORE COMPETENCIES: RGN / RMN qualification. Education to degree level or equivalent. Managerial or business management qualification (or equivalent experience). Credible clinical experience, with extensive post qualification experience working with older people in a residential or hospital setting (desirable). Acts with integrity, actively promotes and support the values, ethos and aims of Hafod Care, building confidence in the organisation and the services it provides. Strong negotiating and influencing expertise, able to work intuitively and liaise effectively with a wide range of stakeholders across functions such as regulation/ inspection, health, local authorities and related organisations. KNOWLEDGE AND EXPERIENCE: Experience of operating at a senior level in an organisation within the care, support, health, social housing or related sectors. Significant experience of leading projects ensuring the delivery of a high quality nursing and care service to budget. Has a strong understanding of delivering quality care and support services for people with a range of vulnerabilities, ideally with familiarity of managing dispersed services. Experience of business planning, performance management and effecting significant programmes of change. Comprehensive knowledge and understanding of relevant legislation, national and political issues affecting the care of older people. Ability to manage services to budget in a financially challenging environment. Experience of managing dispersed services / locations (desirable). Salary and benefits The annual salary for this role will be fair and competitive. A cost of living rise is awarded on 1 January each year which is based on the index of average earnings percentage figure for the preceding August. Employees are entitled to join the Association s company pension scheme after three months employment. On appointment you will become a member of the group life insurance scheme which entitles your next of kin to receive a sum of money equal to twice your annual salary in the event of your death whilst an employee of Hendre. Eligible employees are entitled to join the Group Private Health Scheme, and, on payment of the necessary contribution, extend cover to members of their family. 3. Holiday entitlement Your minimum paid holiday entitlement will be 22 days per annum plus bank and public holidays and extra statutory and concessionary days amounting to an extra 14 days in total per annum. In addition to the basic entitlement, full-time staff with more than two years continuous service will qualify for one additional day s leave for each complete year of service up to a maximum of ten working days. 4. Working Hours The hours of work will be 36 per week by agreement with management. Association 5. Location 6. Travel Your normal place of work will be our head office at St Hilary Court, Copthorne Way, Culverhouse Cross, Cardiff, CF5 6ES but given the seniority of the role, travel across all our operating areas is expected. Consideration may be given to a relocation allowance for candidates. You will be required to be in possession of a current valid driving license and provide your own car. You will be reimbursed for mileage undertaken on the Association s business under the Approved Mileage Allowance Payments under which the Association can pay tax-free mileage allowance. For 2013/14 this allowance is 45p per mile for the first 10,000 miles and 25p per mile thereafter. June 2014 Page 17 of 19

First interviews in Cardiff with Campbell Tickell Testing: Final interviews at head office in Cardiff: Tuesday 2 nd September 2014. From Friday 5th September to Tuesday 9th September 2014 Shortlisted candidates will asked to complete psychometric and written tests which can be completed on-line. Monday 8 th and Tuesday 9 th September 2014. We recognise that with the pending summer holidays some candidates may have difficulty committing to these dates.
