TEKTÓNICA 08 INTERNATIONAL PRIZE ITINERANT VILLAGE for a green community ARCHITECTS ASSOCIATION Regulations I - Establishment and Objective 1. The Tektónica 08 International Prize ITINERANT VILLAGE for a green community is established by the Portuguese Industrial Association Lisbon International Fair or PIA-LIF, with the support of the Architects Association [AA] in terms of organization, and the possible sponsorship by public and private bodies. 2. The Tektónica 08 International Prize ITINERANT VILLAGE for a green community, identified below as Prize, is awarded annually and aims to promote the public and professional recognition of new values in architecture. 3. This year s theme for the contest of ideas is the creation of an itinerant, sustainable, self-sufficient village for a nomad community [see Annex]. 4. The evaluation of the proposals submitted and their selection for the corresponding monograph will be based on the following criteria: General quality; Idea and concept; Innovation and constructive solution; Economics, sustainability, and self-sufficiency of the solution; Ability to communicate. II Nature of the Awards 1. A First Prize and a maximum of two Honourable Mentions will be awarded. 2. The winner of the First Prize will be awarded 7500 [seven thousand and five hundred euros]. 3. Each Honourable Mention will be awarded 2000 [two thousand euros]. 4. The awards, including a Diploma, will be presented at a public ceremony to be held within the scope of the International Fair of Construction and Public Works - Tektónica 2008, and whose organization will be defined with the sponsors at each edition. 5. The three award-winning proposals and possibly others previously selected by the jury will be exhibited at the International Fair of Construction and Public Works Tektónica 2008. The proposals may not, however, be in excess of ten [10]. 6. The proposals exhibited will be published in a monograph whose theme will be the Prize. 7. III Organizing Bodies and Secretariat 1. The PIA-LIF and the AA are the organizing bodies of this Prize. 2. The PIA-LIF is responsible for: a] Organizing procedures in conjunction with all the bodies involved in the Prize, guaranteeing that it is awarded; b] Appointing the President of the Jury in partnership with the AA; c] Appointing a representative and a substitute representative on the Jury; d] Providing an adequate space for the exhibition of the selected proposals, within the scope of the International Fair of Construction and Public Works Tektónica 2008; e] Organizing the public ceremony for the awarding of the prizes in collaboration with the AA; f] Organizing the Exhibition of the Prize in collaboration with the AA; 3. The Architects Association is responsible for: a] Making the Regulations for the Prize; b] Implementing procedures in association with all the bodies involved in the Prize; c] Clarifying doubts and answering questions; d] Setting up a secretariat to assist in the organizing of the Prize and the following-up of the Jury s work, whose activity will be carried out at the National Head Office; e] Receiving the proposals and presenting them to the Jury; f] Appointing a representative and a substitute representative on the jury; g] Appointing the President of the Jury in partnership with the PIA-LIF; h] Publishing the monograph of the Prize; i] Organizing the exhibition of the Prize in collaboration with the PIA-LIF. IV - Eligibility 1. All the architects registered at the AA, actual members and trainee members, who have their situation in order and who have no incompatibility or family relation with any member of the Jury, may submit proposals for the Prize; 2. If the candidates present themselves as a team, only the team coordinator is required to be registered at the Architects Association; 3. When foreign architects who are not registered at the Architects Association present themselves as team coordinators, they must produce a document attesting to their registration at a similar body. 2/7
V Jury 1. The Jury is composed of: a] An architect appointed by the PIA-LIF and AA, who will preside over the jury; b] An architect appointed by the PIA-LIF; c] An architect appointed by the National Administrative Council of the AA; d] An architect appointed by the Southern Regional Section of the AA; e] An architect appointed by the Northern Regional Section of the AA. 2. All bodies must name their substitutes. 3. Minutes of the Jury s meetings will be taken, written by one of the members and signed by all. The minutes will have a succinct evaluation of the award-winning proposals. 4. All the deliberations are majority deliberations, and no abstentions are possible. 5. The Jury s decision is not subject to appeal. 6. The nominative list of the Jury s composition will be published at www.arquitectos.pt, www.oasrs.org and www.oarsn.org, on the date mentioned in the Prize s Schedule [in the Annex]. VI Submission of Proposals 1. The Project must be submitted exclusively in digital format and should include: a] Two panels in PDF format with A1 dimensions [841 x 594 cm] placed horizontally, with minimum resolution of 300 dpi, where all the contents deemed necessary by the applicant[s] for the understanding of the project submitted should be included. b] The Application Form* available at www.arquitectos.pt, www.oasrs.org e www.oarsn.org fully filled in. * In addition to the digitalization of the document mentioned in IV. 3., foreign architects must send by post to the head office of the AA [address given below] the blueprint of the above-mentioned document, which must be received by the 30 April 2008. c] Annexes/Folders including a maximum of three images, part of the panels described in VI 1.a], in digital format, with minimum resolution of 300 dpi and the description [RTF file], which must not exceed 1,000 characters with spaces. d] All proposals must be emailed to tektonica@ordemdosarquitectos.pt, not exceeding three email messages in any circumstance, and identifying the following as subject: Name of the Project and corresponding indication of email number, in relation to the total number of email messages sent. 3/7
Example: In an application whose contents involve the sending of two email messages, the subject should be written as follows, respectively: Project XXXXX _ 1/2 Project XXXXX _ 2/2 2. The proposals must be written in Portuguese or in English. 3. The deadline for the submission of proposals is 24 April 2008 by 12.00 p.m. The organizing bodies disclaim any responsibility regarding the possible overloading of the computer system at the closing time for the submission of proposals. In order to avoid this, candidates are requested to submit their proposals as early as possible. 4. Doubts about the Regulations should be emailed to the following address: tektonica@ordemdosarquitectos.pt. The answers will be published at www.arquitectos.pt, www.oasrs.org and www.oarsn.org. 5. Enrolment for the Prize is automatically made by a computer which will issue an acceptance receipt. This receipt must be kept by all applicants until the results are made public. 6. The Prize is anonymous, for which reason the panels described in VI. 1 a] must not mention their author[s] in any manner or form. While organizing bodies, the PIA-LIF and the AA are entirely responsible for: a] The choice of criteria for organizing the exhibition and producing the monographic publication; b] The criteria for the publicizing of the Prize, the exhibition, and the monographic publication. 4/7
2. The organizing bodies assume no further responsibility, directly or indirectly related with this award, beyond the one stated in these Regulations. 3. The PIA-LIF and the AA reserve the right to use the name[s] and projects of the participants in the exhibition for other purposes in addition to the ones stipulated in this contest, provided the participants previously consent to it. 4. On submitting their proposals for the Prize, the authors declare to fully accept the content of the present Regulations. 5. TEKTÓNICA 08 INTERNATIONAL PRIZE ITINERANT VILLAGE for a green community ARCHITECTS ASSOCIATION Annex What does it mean, for example, that children playing in the morning surf must now dodge not only the occasional jellyfish but the occasional hypodermic needle washing in with the waves? Needles, dead dolphins, and oil-soaked birds - are all these signs that the sores of our familiar world are fast eroding, that we are now standing on some new beach, facing dangers beyond the edge of what we are capable of imagining? Al Gore, Earth in the Balance Similarly to many other coastlines across Europe, the Portuguese sea shores have felt the devastating effects of aggressive, corrosive Tourism, little orientated towards the safeguard of the natural heritage. Campaigns to raise awareness in the local communities as well as among those who seasonally take care of our coastline are recurrently launched by environmental associations, natural parks and reservations, and small local bodies. Awareness about this crucial problem, the need for the protection of the landscape, the cleaning of beaches, dunes and woods, are all of vital importance. It is often the last attempt to halt the subversive effects of Tourist/Development policies implemented along the Portuguese coasts. The theme proposed for the present edition of the Tektónica Prize aims to plan an itinerant, sustainable, self-sufficient village for a nomad community, which will launch a number of awareness campaigns about the importance of our natural heritage along the coast and the need to protect it on a permanent t basis. The campaigns may include among others: 1. Meetings with the local population [involving the young and the elderly in the community]; 2. Cleaning, collecting and treating waste; 3. Sociocultural activities [music and theatre performances, contests of ideas, etc.]. The itinerant village for this green community will be travelling across the country, from the north to the south, from the east to the west, during the months of June, July, August and September, and will consist of a rotating and heterogeneous group of 20 people. Example: June: 3 elderly people, 8 adults, 6 youths, and 3 children; July: 2 elderly people, 9 adults, 7 youths, and 2 children; August: 1 elderly person, 8 adults, 9 youths, and 2 children; September: 4 elderly people, 5 adults, 7 youths, and 4 children. 6/7
This group is expected to work, sleep, and cook, that is, to live temporarily in this village, making this settlement an example of how the community should inhabit the place, but also of how we should all preserve the surrounding environment. The economics of the proposal must be taken into account as well as the adaptation and flexibility of its spaces, notably the possible overlapping of their use [at different times or on different days], its mobility as a whole, its smooth incorporation into different landscapes, the possibility of prefabrication/duplication, and finally the quality of the space for its 20 inhabitants. Requirements to be considered: The area must not exceed 300 square metres; Intelligent and self-sufficient systems in terms of the energy used, water supply, sewage treatment system, and maintenance of the village itself. Eligibility All the architects registered at the AA who have their situation in order and who have no incompatibility or family relation with any member of the Jury. All the architects registered at similar professional associations or the architects who produce a certificate attesting to their right to practise architecture. The project may be undertaken by individuals or teams [in which case at least one of the members must be registered at the AA or at a similar association].
