Fort McClellan was closed under the Base Realignment and Closure Act (BRAC) as recommended by the 1995 Defense Base Closure Realignment Commission. This MEC remediation work is being conducted to clear land for use in redevelopment, which is covered and funded in accordance with an Environmental Services Cooperative Agreement (ESCA) between the Department of the Army and the McClellan Development Authority (MDA), formerly the Anniston-Calhoun County Fort McClellan Development Joint Powers Authority (JPA). Provisions in the ESCA require the preparation and approval of an ESS through USATCES and DDESB. This amendment is being submitted to change the MGFD and add a high input process to the mechanized removal for the High Density Area in. was previously addressed by Amendment 11 to the ESS (USATCES approval memo dated 1 October 2010). 1.0 PURPOSE OF AMENDMENT This amendment (Amendment 16) to the approved Explosives Safety Submission (ESS) for munitions and explosives of concern (MEC) remediation at McClellan (U.S. Army Technical Center for Explosives Safety [USATCES] approval memo dated 22 May 2006) is being submitted to change the munition with the greatest fragmentation distance (MGFD) and add a high input process to the mechanized removal for the High Density Area in Munitions Response Site 9 (MRS- 9). was previously addressed by Amendment 11 to the ESS (USATCES approval memo dated 1 October 2010). 2.0 PHYSICAL CHANGES FROM APPROVED ESS 2.1 A High Density (MEC) Area, the former Range 16, is present in. A surface clearance was conducted in between December 2010 and June 2012 and a subsurface clearance was conducted in the Low Density Area between July 2013 and November 2013. During this clearance the following MEC items were recovered: 37 millimeter (mm), HE, M54; 40mm, HE, M381; 40mm, High Explosive (HE), Dual Purpose (HEDP), M433; Hand Grenade MKII; Rocket, 3.5 inch, HE M28A2; and Rocket, 2.36 inch, M6A1. Based on these clearance results and past MEC findings documented in the Army s Engineering Evaluation/Cost Analysis (EE/CA), a comprehensive review of munitions recovered was conducted and the Projectile, 37mm, HE, M54 had the largest Maximum Fragment Distance Horizontal (MFD-H) thus making it the MGFD. The boundaries of the High Density Area were also refined based on the surface clearance and consists of approximately 7.6 acres in the west-central portion of. 2.2 Hazard Assessment The MGFD selected for subsurface clearance in the High Density Area is the Projectile, 37mm, HE, M54. The minimum separation distance (MSD), the distance that must be maintained between MEC operations and nonessential personnel will also be the daily exclusion zone (EZ) for remediation activities. The maximum fragment range for the Projectile, 37mm, HE, M54 is 911 feet and is the EZ and MSD for intentional detonations. For any intentional detonation where any portion of the 911 foot arc would extend offsite, engineering controls will be used to reduce the EZ and MSD and to mitigate the potential fragmentation and blast hazards. The MSD for an intentional detonation with engineering controls is 200 feet and is shown in Figure 2-1. Engineering controls for intentional detonations will be used as described in the Use of Sand Bags for Mitigation of Fragmentation and Blast Effects due to Intentional Detonation of Munitions, HNC-ED-CS-S-98-7 Amendment 1 dated February 2011. 1
There are no inhabited buildings present within the EZ. We propose to utilize a team separation distance (TSD) of 17 feet (based on the Projectile, 37mm, HE, M54) in accordance with the September 11, 2007 Technical Update, Implementation of Department of Defense Explosives Safety Board (DDESB) Guidance on Minimum Separation Distances for Unintentional Detonations. The TSD is based on the K40 distance for the MGFD obtained from the Fragmentation Data Review Form (Figure 2-2). There is no change in the step-out procedures from the approved ESS. The step-out areas are shown in Figure 2-1. 3.0 PROCESS CHANGES FROM APPROVED ESS 3.1 MRS Specific - High Density Areas The project team will utilize armored earth moving machinery (EMM) that exceeds the armor requirements provided by the Fragmentation Data Review Form for the Projectile, 37mm, HE, M54 during the mechanized operations for clearance to a depth of one foot. The armored EMM will be used to excavate highly contaminated areas and facilitate removal of hard targets and trees. The project team will utilize a mechanical sifter with magnetic rollers to separate ferrous metals from the soils being unearthed and an impact crusher on the material after ferrous metals have been reduced. All mechanical sifting equipment will have remote shut down capabilities and personnel responsible for overseeing the sifting operation will be in an armored control booth located at, or outside of the K24 distance (10 feet) from the Fragmentation Data Review Form for the MGFD. Because of the addition of an impact crusher (high input) to the mechanized processing operations, all non-essential personnel will be kept outside of the MFD-H for intentional detonation based on the MGFD (911 feet) during mechanized operations. The MSD for unintentional detonation for essential personnel during the subsurface removal operations is 17 feet based on the K40 of the Projectile, 37mm, HE, M54. All essential personnel will be provided blast and fragment protection through the use of shielding for unintentional detonation in accordance with the Fragmentation Data Review Form. Additionally, all essential personnel will be provided blast overpressure protection by maintaining K24 distance (10 feet) between the equipment operator and the device contacting the MGFD, e.g., the excavator bucket; and between the UXO Technician observing the operation and the device contacting the MGFD e.g., the excavator bucket. With > 9 decibel hearing protection provided, this distance shall not be less than the K18 distance (8 feet) for the MGFD. The fragment protection is provided by placing equipment operators and UXO Technicians observing the operation behind shields constructed of material with thicknesses not less than those shown below in Table 2-1 based on the Fragmentation Data Review Form for the MGFD. 2
