When to compete, when to cooperate From a regional (development) point of view, we can consider the competition and the cooperation as a Multilevel phenomenon: Competition/cooperation between: PRIVATE and PRIVATE PRIVATE and PUBLIC REGION(s) and REGION(s) STATE and REGION We will try to examin cooperation models existing in Piemonte, also through best practice cases. -Innovation Hubs (Private&Private + Private&Public + Regions) -Euro-region cooperation (Regions) -Multiregional district (Private&Public + Regions) www.centroestero.org

Innovation Hubs According to EU legislation the innovation clusters are groupings of independent undertakings - innovative start-ups, small, medium and large enterprises as well as research organizations - operating in a particular scientific and technological sector and designed to stimulate innovative activity by promoting intensive interactions, sharing of facilities and exchange of knowledge and expertise. Each innovation cluster must be operated by a managing authority in charge of managing the cluster s activity. THE GEOGRAFIC CLUSTER BECOMES A COMPETENCE NETWORK because PUTTING COMPANIES IN THE SAME GEOGRAFIC SPACE DOESN T MEAN MAKE THEM TO COOPERATE
