Fédération des médecins omnipraticiens du Québec (FMOQ) Development Programs Turnkey POLICY ADOPTED BY THE FMOQ OFFICE Following a notice sent to those responsible for our network s Professional Development, all turnkey development programs cannot be used as part of the development activities under the aegis of the FMOQ unless they have first been analyzed and declared valid with respect to the systematic approach. This evaluation will be conducted by a member of or by an authorized FMOQ-appointed member, at the expense of the organization wishing to promote the program. If the evaluation is conclusive, the program will be added to the list of programs recognized by the FMOQ on its Web site. Terms and conditions Starting July 1, 2013, all turnkey programs must be validated by the FMOQ s Professional Development. The validation process for each program will be conducted in the following order: 1- Organization that has developed the program If the program has been developed by an approved training organization in Québec, it is instantly recognized by our organization. Aside from the FMOQ, the following are approved organizations in Québec: o Collège des médecins du Québec (CMQ) o Québec College of Family Physicians (QCFP) o Fédération des médecins spécialistes du Québec (FMSQ) o The four faculties of medicine in Québec: Montréal, McGill, Laval, Sherbrooke o Médecins francophones du Canada (MFC) o Please note that the College of Family Physicians of Canada (CFPC) is not an approved organization in Québec If the program has not been developed by an approved training organization in Québec, it must be evaluated by.

2- Program evaluation To proceed with the program evaluation, must have the following information: the target population; the needs assessment (methods, number of participants, representativeness of Québec); o For a survey conducted solely in Québec, the minimum number of participants must be 75 family doctors. o For a survey conducted in Canada, the minimum number of participants must be 150 family doctors, of which at least 30% are from Québec. composition of the scientific committee (specialty, practice setting); specify the medical organization responsible for the program; indicate who is compensating the members of the scientific committee; disclosure of potential conflicts of interest of the members of the scientific committee and organizing committee; the learning objectives; the structure and content of the program; absence or not of commercial bias; the planned evaluation of the program (the FMOQ evaluation form must be used); respect of the CQDPCM s code of ethics. Upon receiving the required documents, the will proceed with evaluating the program based on its adherence to the systematic approach. If needed, additional information or clarifications may be requested until all requirements are met. When all requirements are met, an authorized FMOQ- appointed member will conduct an external validation. Ideally, the date of the external validation should correspond to the first activity of the program held in Québec. 3- External validation The authorized FMOQ-appointed member will attend the first activity of the program. S/he will then complete a detailed and uniform evaluation grid. S/he may at times suggest certain changes. The entire content of the program submitted must be validated. If, for the same program, an abridged version and an unabridged version exist, the unabridged version must be validated externally by an authorized FMOQ-appointed member. In accordance with the new Code of Ethics of the CQDPCM, resource persons must be compensated by a medical organization.

4- List of turnkey programs In light of this evaluation, the program is deemed validated if it meets all criteria of the systematic approach. The decision is sent to the applicant. Validation is effective for a period of two (2) years. Our network is informed of all turnkey programs, whether validated or not. The validated turnkey programs are added to the list on our Web site. No activity of a turnkey program will receive accreditation from our network s associations unless the validation process has been completed. For each subsequent activity of the validated turnkey program, an application for certification must be made with the local or regional person responsible where the activity takes place. The certification fees for this activity must be paid to the association in question. Once a program has been validated, we will allow presenters to add a few of their own slides, up to a maximum of 10% of the content. Presenters must then use a slide theme different from the one used for the program and must inform the audience that this is a personal addition that is not part of the initial program. The cost of the overall process for evaluating a turnkey program is indicated in the fee schedule (excluding applicable taxes) attached to this document. If the FMOQ is the medical organization responsible for compensating resource persons at the time of external validation, supplementary costs must be determined in advance above those listed in the validation fee schedule. If you wish to have an education program validated, please submit the required information. We will proceed to analyze your program within a maximum of four (4) weeks. Specifications: 1- Any organization that submits a program to be validated without a needs assessment that meets the criteria described in Section 2 above, if it wishes to pursue the process, meet one of the following conditions: a. Have a needs assessment conducted by the FMOQ: additional cost (for more information, please contact ). or b. Conduct a needs assessment itself. The content and the evaluation process must be approved FMOQ s Professional Development. 2- *Additional fees will be charged for: Any program containing more than 90 slides, on a pro rata basis for the extra slides. Program revision in the two (2) languages: 50% of the initial fee. Online programs: Any turnkey program containing an online version must comply with the FMOQ s Policy on the Recognition of Educational Activities described in Section 2.2 (https://fmoq.org/formation/politiques/reconnaissance-des-activites-educatives/). The supplementary cost associated with revising the online version of the program is $1500. The FMOQ offers the service of a bridge application, allowing the automated registration of our members credits. Members who successfully complete the entire online program will have their credits recorded on their FMOQ credit transcripts. This service is offered in two options: Basic fee, or Flat fee for one (1) year. Any online program format that is in direct competition with our education portal Caducée will not be accredited by the FMOQ. Program revalidation: If you wish to renew your program validation, the following information must be submitted one month before the expiry date of that validation: o An updated needs analysis; o Adapted program, if applicable, to meet the updated needs; o Changes to the content material must not exceed 20% of the original content. Beyond that ratio, the program will be considered a new turnkey program. Cost:. 2016/02/10
