EU Cluster policy in perspective of Economic Transformation Clusters as micro-systems (cluster policies are 'systemic') Agglomeration economies, using positive externalities + (tacit) knowledge spillovers. Does it still drive productivity gains? Role of open Innovation? Changing patterns of specialisation and (dis)integration in global value chains Secular stagnation: clusters as part of the problem or/and part of the solution? Cluster initiatives (functions for business services, networking, brokerage): can reinforce lock-in but also change management Challenges for transformation (system innovation / transition) Strategic cluster initiatives are geared towards opportunities for diversification, but conditions of uncertainty and coordination failures requires experimentalist governance Role of public authorities (new industrial policy) is to enable strategic learning in concrete investment projects to favor emergence of new value chains/emerging industries Role of strategic cluster partnerships as part of the 'entrepreneurial discovery process'
