ISLE OF MAN DEPARTMENT OF HEALTH CONSULTANT RADIOLOGIST Job Description and Information Sheet A. General The Isle of Man is an independent Crown Dependency lying within the Irish sea with a population of approximately 85,000 and an area of 220 sq. miles. The Isle of Man Health Service was introduced in 1948, in the same year as the UK NHS. It is administered by the Isle of Man Department of Health and Social Care, with similar services to those provided in the United Kingdom. A particularly beneficial salary package has also been negotiated with regard to the new Consultant Contract (England) to reflect the unique circumstances pertaining to the Island. Toprate Income Tax is 20%, with generous tax allowances and no inheritance or capital gains taxes. The post is pensionable through membership of the Isle of Man NHS Superannuation Scheme. Depending upon age and personal circumstances, there may be advantages to these new arrangements, particularly compared to proposed public sector pension changes in the UK. The Island is renowned for its natural beauty and has excellent facilities for a range of leisure activities disproportionate to its size and population. The Island is famous for motorcycle events (including the TT races) but is also an ideal base to pursue quieter activities such as golf, hill walking, sailing and fishing. Noble s Hospital is a modern 318-bed District General Hospital situated on the outskirts of Douglas, the Island s capital. The Hospital is equipped to the very highest standards and incorporates a well-appointed Private Patient Unit. There is a smaller local hospital in the north of the Island (Ramsey & District Cottage Hospital, (RDCH), which hosts some out-patient and theatre sessions. A Combined Education & Training Centre is situated in the grounds of Noble s Hospital, with a large lecture theatre and a range of training and seminar rooms. There is an excellent library with a medical librarian and secretarial staff, and a simulation centre. Clinical meetings are held throughout the year covering a wide variety of subjects with outside guest speakers. B. Title of the Post - Consultant Radiologist Based at Noble s Hospital, Strang, Douglas, Isle of Man, IM4 4RJ Consultants also cover work at Ramsey and District Cottage Hospital remotely via PACS link. C. Replacement Post Replacement Post D. Job Summary This is a replacement post for a General Radiologist with a specialist interest appropriate to the needs of the department. E. The Department An integrated Philips RIS/PACS (XIRIS/iSite) has recently been installed (2012), replacing an older Philips Vision system. The current PACS system is due further upgrade to Intellispace to include workstations. The other equipment and resources available include: GE Lightspeed VCT 64-slice (2010) Screening mammography is currently performed offsite, however, a new onsite purpose built Breast Centre is currently under construction. Philips Integra 1.5T MRI (upgraded to Achieva (2013) Siemens Artis Zee Interventional Unit (2010) 3 x Toshiba Aplio MX general ultrasound rooms (2010) (there are also separate obstetric ultrasound facilities) GE Legacy digital under couch screening room 3 x Philips general radiography rooms, including one sited in the A&E resuscitation room; all due to be replaced this year with DR Philips Digital Diagnost general room Philips Forte dual head Gamma Camera (Philips Brightview XSPECT replacement due late 2014) Intellispace portal will be installed to enable image fusion facilities (SPECT/CT). Hologic mammography room within department, Selenia plus opdima and corevision breast biopsy cabinet (2012) Mammography room. Screening mammography is currently performed offsite, however, a new onsite purpose built Breast Centre is currently under construction utilising Hologic. Selenia Dimensions (2010). The Radiology Department now lies within the Diagnostics and Professional Services Division which also includes the departments of Pathology and Pharmacy. There is a videolink to the Oncology unit in Clatterbridge for the breast, lung & colo-rectal MDT s. Nobles Hospital encourages appropriate network links to U.K. hospitals. F. Duties of the Post 1. The job plan for this post consists of 10 Programmed Activities of which 7.5 are allocated to Direct Clinical care (DCC) and 2.5 allocated to Supporting Professional Activities (SPA) as follows: The following is a sample timetable and it is intended that the Consultants Job Plans will be reviewed annually. Following appointment the post holder will be offered the opportunity to work additional hours in keeping with the work patterns of the existing substantive consultants in radiology. These additional hours, if accepted, will be incorporated in the job plan as Additional PA s. 2. The successful candidate will be part of a team of five WTE Consultant Radiologists and will be expected to undertake an equal share of general radiological work with them, participating in a 1-in-5 on-call rota. 3. Any unplanned absence of any Consultant will be covered by their colleagues up to a maximum of three days, after which a locum will be sought. 4. Annual and study leave absences are covered internally, which will require all post holders to maintain service provision including on-call duties. Payment for prospective cover is included in the job plan and reflected in the 8% on call availability allowance. 5. The post holder will be a member of the Diagnostics and Professional Services Division and will be expected to work with the Clinical Director and Departmental Manager to maintain and develop the service. 6. To participate in meetings of the Radiology Department and carry out those administrative duties which arise within the hospital and are relevant to the provision of general radiological services, as well as other administrative duties which occasionally fall to all Consultants. 7. The post-holder will be required to maintain their Continuing Professional Development (CPD), participate in audit activities and Clinical Governance and undergo annual appraisal resulting in the formulation of a Personal Development Plan (PDP) to identify training and development needs.

8. Ensure at all times that you meet the General Medical Council s standards described in Good Medical Practice including the Duties of a Doctor. 9. To take personal responsibility for risk management in your work and undertake to review practices and learn from mistakes. 10. To undertake an annual job plan review with the Clinical Director of Division in conjunction with the Hospital Manager and Medical Director as outlined in the hospital guide to Job Planning. G Continuing Medical Education The Department of Health and Social Care recognises the need for all medical staff on the Island to maintain connections with medicine in the United Kingdom and encourages links with other units as well as providing study leave with pay and expenses to attend approved conferences and workshops. H Terms and Conditions of Service 1. The contract issued by the Department of Health and Social Care will be substantially in accordance with the Terms and Conditions for Consultants (England 2003), subject to beneficial locally agreed variations, approved by the BMA. Local variations include: Award of automatic annual incremental points (discretionary points 1-5) and biannual (discretionary points 6-9), replacing the first nine CEAs in the English contract. Arrangements for access to higher CEAs remain as in the UK. This local agreement currently results in automatic progression, subject to satisfactory annual job plan review, to a maximum basic salary of 130,569 at point 20 on the Isle of Man pay scale. Category A on-call supplement is payable to all Consultants in the Isle of Man undertaking non-resident on-call duties. 2. The person appointed shall be a Medical Practitioner properly registered with the General Medical Council, and must be included (or eligible for inclusion) on the Specialist Register. 3. The post-holder will be indemnified by the Isle of Man Department of Health for all National Health Service work undertaken as part of his/her Contract of Employment. The provision of indemnity cover for any other medical activities will be the responsibility of the post-holder. 4. The post is full time. The automatic increment scale is 75,249 to 130,569 (April 2014/15). Assimilation rules to the appropriate IOM pay point apply, when transferring from the UK NHS. 5. It is a condition of employment that the successful candidate is medically fit to undertake the duties of the appointment. He/she will therefore, be required to either produce a satisfactory medical certificate or agree to a medical examination by the Occupational Health Department at Noble s Hospital. 6. The post holder will be required to co-operate with his/her employers on any safety matters and to act is such a way as not to endanger the health and safety of either the post holder or others.

7. The post-holder will be expected to comply with the Restrictive Smoking Policy operated by the Hospital. I. No Capital Gains or transfer tax No death duties No stamp duty on house purchases High quality of family and individual life Wide variety of child care facilities First class education Very low crime rate Attractive relocation package Cost of living benefits - insurance, road tax etc. The unique location, geography and constitution of the Island means that the Department provides a much wider range of services than would be expected in a comparative health authority or Social Services in the United Kingdom. Domestic rates are much lower than in the United Kingdom. In addition, personal tax allowances are very generous, and are fully transferable between husband and wife. There is a wide range of urban and rural housing. Property prices are comparable to the more expensive parts of the United Kingdom. There are no restrictions to residence or property purchase for British and Irish Nationals. Minor additional formalities apply to nationals of other countries. Some limited tax relief is available on mortgage and loan interest. Isle of Man Social Security schemes are presently similar to those in the United Kingdom and there is presently an agreement with the United Kingdom under which contributions paid in one country can count for benefit in another. It should be noted though that a residential qualification needs to be satisfied in order to qualify for income-based benefits. Many public and other services are better and cheaper than in the UK. For example, car insurance and registration are cheaper than in the United Kingdom, though fuel is slightly more expensive. K.
