All Managers shuld ensure that the plicy is readily available t all emplyees fr which they hld respnsibility. The Handbk is intended as a wrking dcumented t be used by emplyees t assist in health and safety management, and as such includes a number f prfrmas, mdel risk assessments, checklists and references. In rder t ensure that these essential tls fr health and safety risk management are readily available t all emplyees they can nw be accessed n the CYPS Health and Safety Matters Intranet site. Additinal specific Nrth Yrkshire Cunty Cuncil and Children and Yung Peple s Service guidance and prcedures which are referred t in this handbk, must be read in cnjunctin with this Health and Safety Plicy and Guidance Handbk. This Handbk refers t the Children and Yung Peple s Service (CYPS), and incrprates the plicy, prcedures and guidance f the previusly named Educatin Service, and Children and Families Unit frm Scial Services. Octber 2007 CYPS Health and Safety Plicy Part 1: Statement f Intent This statement supplements the Cunty Cuncil s Crprate Health and Safety Plicy Statement the aim f which is; t be an rganisatin where everyne can fulfil their ptential free frm wrk related injury r ill health; this includes emplyees, service users, pupils, partners and thers wh may be affected by ur wrk activities. The Crprate Directr f Children and Yung Peple s Service and Leadership Team recgnise and accept the duties and bligatins placed n the emplyer by the Health and Safety at Wrk etc Act 1974 and assciated legislatin. In particular we will ensure the health, safety and welfare f all emplyees and thers affected by ur activities as far as is reasnably practicable. We are cmmitted t placing health and safety as an verriding pririty within the Children and Yung Peple s Service and see health and safety as a key management respnsibility equal t that f any ther management respnsibility. Whilst accepting the minimum standards set by legislatin, it is the Children and Yung Peple s Service cntinuing aim t prmte and maintain a psitive safety culture thrughut it s establishments as well as develp high standards f health and safety management. The Leadership Team believes that achieving these high standards will make a significant psitive cntributin t the verall quality f service. As part f the cmmitment t high standards f health and safety management as well as t meet the requirements f the Management f Health and Safety at Wrk Regulatins 1999, the Children and Yung Peple s Service is prvided with a cmpetent persn s service frm the Cuncil s Health and Safety Risk Management Unit. Nrth Yrkshire Cunty Cuncil as the emplyer accepts that it has verall and final respnsibility fr health and safety. Hwever, the success f the Cuncil Plicy and ur Children and Yung Peple s Service respnsibilities in relatin t it, depend upn all f us taking persnal respnsibility t fulfil the requirements f the Plicy and assciated prcedures. I encurage emplyees t be vigilant in the interests f the health and safety f all emplyees, pupils, service users, the public and thers, and t reprt t management any hazards which they believe are nt effectively cntrlled whether it relates t premises, equipment r systems f wrk. The Leadership Team will mnitr and review the effectiveness f this plicy and arrangements as and when necessary, but at intervals nt exceeding 12 mnths. Octber 2007 CYPS Health and Safety Plicy Part 2: Organisatin & Respnsibilities Overview As a large and cmplex rganisatin, the Children and Yung Peple s Service has in place a structure that ensures that respnsibilities fr health & safety are clearly defined. The rganisatinal structure nt nly reflects the Cuncil s legal duties as an emplyer under the Health & Safety at Wrk etc. Act 1974 and assciated regulatins, but als the bjective f develping a psitive safety culture thrughut its establishments. The Directr f Children and Yung Peple s Services exercises the Cuncil s functins fr health & safety within the Directrate, schls and ther settings in line with the general Health & Safety Plicy f Nrth Yrkshire Cunty Cuncil. Where necessary this functin is carried ut in cnsultatin with the relevant Executive Members. The Directrate Management Team accepts and is cmmitted t implement this Health & Safety plicy. The Health & Safety Executive (HSE) enfrces health & safety legislatin relating t the activities f Nrth Yrkshire Cunty Cuncil which includes the Children and Yung Peple s Service and all maintained schls and settings. Respnsibilities regarding the CYPS Directrate The emplyer has verall respnsibility fr health & safety under the Health & Safety at Wrk etc. Act 1974, but in additin all emplyees including managers have separate and distinct respnsibilities and duties. The directrate cmprises a number f service units. In additin t the Directr all emplyees including staff, line managers and senir managers/heads f service have specific health and safety respnsibilities which are detailed belw. Respnsibilities regarding Schls The Lcal Authrity, as the emplyer, has verall respnsibility fr health & safety in Cmmunity and Vluntary Cntrlled Schls. In Vluntary Aided and Fundatin Schls, the Gverning Bdy is the emplyer and as such must ensure cmpliance with all requirements f health & safety legislatin. This dcument can be used as infrmatin and guidance fr the Gverning Bdies f such schls where the Lcal Authrity is nt the emplyer as is required. In Private Funded Initiative (PFI) Schls, the prvider is respnsible fr the premises, its maintenance, grunds maintenance, utility services, cleaning and, nrmally catering. Cnsequently, the Prvider has respnsibility fr health & safety fr these services and the staff they emply. Hwever, verall respnsibility fr health & safety in relatin t teaching and day t day peratin f PFI schls is with the schl management, gverning bdy and Lcal Authrity.

Octber 2007 CYPS Health and Safety Plicy Part 2: Organisatin & Respnsibilities Executive Members Statutry respnsibilities f the emplyer under the Health and Safety etc Act 1974 and all duties impsed by regulatins made under this Act are the respnsibility f the Executive. Executive members shall ensure that all decisins they make are in accrdance with bth statutry prvisins and Nrth Yrkshire Cunty Cuncil plicy and prcedures fr health and safety. Executive members will seek t ensure the fllwing; That the declared statement f health and safety plicy is achieved, s far as is reasnably practicable, fr the health and safety at wrk f all emplyees and thse persns wh are affected by the Children and Yung Peple s Service activities. That health and safety items receive apprpriate attentin and that sufficient resurces are made available t implement necessary measures. That adequate mnitring f the effectiveness f this plicy is carried ut. Main Respnsibilities: Crprate Directr CYPS The Directr f the Children and Yung Peple s Service takes verall respnsibility fr health & safety within the Directrate. In particular the Directr is required t; Ensure that adequate resurces are available t successfully manage health & safety within the Children and Yung Peple s Service. Ensure implementatin f crprate health and safety plicy and prcedures. Ensure the develpment and implementatin f a health & safety actin plan fr cntinuus imprvement in health & safety. Ensure the develpment, implementatin and review f the Children and Yung Peple s Service health & safety plicy including statement f intent, rganisatin and arrangements in line with the risk prfile. Uphld the guiding principles fr health & safety and require the same frm managers, supervisrs and all emplyees within the service. Ensure the develpment, implementatin and review f structures and systems within the Children and Yung Peple s Service t prmte management cntrl, cperatin, cmmunicatin and cmpetence n health & safety matters. Use the appraisal framewrk t measure perfrmance f senir managers against health & safety targets and bjectives. Ensure effective practive and reactive mnitring f health & safety at all management levels.

Octber 2007 CYPS Health and Safety Plicy Part 2: Organisatin & Respnsibilities Measure and review Children and Yung Peple s Service perfrmance against indicatrs, targets and health & safety actin plans and take actin t imprve standards in areas f lw perfrmance. Advise the Children and Yung Peple s Service Management Team n new regulatins and any prpsed changes t existing regulatins. Seek advice and guidance frm the Nrth Yrkshire Cunty Cuncil s Health & Safety Risk Management Unit. Give directin t the Gverning Bdy and Head teacher at any Cmmunity r Vluntary cntrlled Schl where the health and safety f persns n site r engaged n ff site schl activities, is at risk Ensure implementatin f an Children and Yung Peple s Service health & safety audit prgramme and mnitr prgress in remedial actins CYPS Health and Safety Champin The Health & Safety Champin fr the Children and Yung Peple s Service is a senir manager appinted by the Directr t c-rdinate the health & safety effrt acrss the Service and t lead in health & safety planning, reprting, mnitring and review. Champins are required t meet n a regular basis with the Directr and Health & Safety Risk Manager and t chair the Directrate and Schls Risk Management grups and t ensure health & safety plans and perfrmance are cntinually reviewed. Currently the Children and Yung Peple s Service Champin hlds the psitin f Assistant Directr Main Respnsibilities f Senir Managers /Service Unit Heads Senir Managers and Service Heads are respnsible fr ensuring that the Directrate Health & Safety plicy and guidance is implemented within their areas f respnsibility. In particular they are required t; Mnitr the applicatin f plicies, prcedures and actin plans within their area f respnsibility. Ensure that the requirements f the Health & Safety Wrk etc Act 1974 and ther relevant legislatin are adhered t. Apply and supprt the plicies f Nrth Yrkshire Cunty Cuncil and the Children and Yung Peple s Service s as t ensure a safe & healthy wrkplace fr emplyees and anyne affected by their activities (including pupils/service users). Ensure managers and staff are prvided with sufficient training and resurces t carry ut their respnsibilities.

Octber 2007 CYPS Health and Safety Plicy Ensure that arrangements are in place t intrduce, c-rdinate and mnitr suitable standards f health, safety & welfare within activities under their cntrl. Part 2: Organisatin & Respnsibilities Main Respnsibilities f Service Unit Lead Officers Service Unit Heads assign Service Unit Lead Officers (SULOS) t take a lead rle fr health & safety within their Service Unit. Lead Officers are required t undertake and participate in health & safety management activities n behalf f their Service Unit (SU) and in partnership with their Service Unit Head (SUH) and in particular; Serve as a member f the Children and Yung Peple s Directrate Health & Safety Risk Management (DH&S/RM) Grup. Serve as a member f any sub-grup r wrking grup frmed by the DH&S/RM Grup as required. Wrk in partnership with their SUH t develp an annual health & safety actin plan fr the SU based n the Directrate actin plan. C-rdinate the implementatin f the Children and Yung Peple s Directrate and SU actin plans within their SU. Represent and champin the views f their SU at all meetings, particularly during the frmulatin f the Directrate s annual health & safety actin plan. Act as a pint f cntact in the SU t facilitate taking items t the DH&S/RM Grup and t facilitate cmmunicatin between the SU and the Health & Safety Risk Manager. Ensure effective cnsultatin takes place within the SU n any prpsals, new prcedures r plicy prduced by the DH & S/RM Grup. Mnitr thrugh the SU s Management Team, the implementatin f all health & safety prcedures. Be aware f the apprpriate cmmunicatin channels in the Children and Yung Peple s Service Directrate t facilitate reslutin f ad-hc issues. Cnsider trends f ad-hc issues and bring t the attentin f the DH/SRMG. Knw the structure and cntent f the Directrate health & safety plan, and be aware f the actin plans f any wrking grups and /r sub-grups. T cntribute t, and engage in, the develpment f Directrate and Crprate plicies an prcedures relating t health and safety. Be aware f legislatin relevant t the Directrate and SU, particularly when assciated with the intrductin f new plicies. Participate in health & safety training prvided fr Lead Officers.

Octber 2007 CYPS Health and Safety Plicy Part 2: Organisatin & Respnsibilities Main Respnsibilities f Cntrllers f Premises, Heads f Dept, Managers, Supervisrs and Respnsible Officers* (*Scial Care). Belw are the main respnsibilities; a Manager/Supervisr/Respnsible Officers (Scial Care) is required t undertake within their wrk place; Familiarise themselves with the relevant Crprate/ Children and Yung Peple s Service /Schl/Scial Care Units health & safety plicies and guidance and establish means fr effective implementatin within their area f respnsibility/premises at a designated lcatin*. Ensure all staff are made aware f their health & safety respnsibilities and are prvided with the necessary infrmatin, instructin, training and supervisin t enable them t carry ut their wrk safely. T ensure all staff are familiar with the Children and Yung Peple s Service /Schl/Scial Care Units health & safety plicies, guidance and prcedures. Ensure pupils/service users and visitrs are made aware f their health and safety respnsibilities and ensure they are prvided with necessary infrmatin, instructin and supervisin t enable them t c-perate with all emergency arrangements and safe wrk systems. Ensure all new emplyees and pupils/service users (includes transferees, prmted staff, temprary emplyees and thse given new tasks) are given adequate health & safety inductin training. Arrange fr all staff t be prperly trained in accrdance with Children and Yung Peple s Service, training prgrammes. Liaise with health and safety c-rdinatrs, internal and external services/rganisatins n premises issues. Ensure that risk assessments and, where necessary, safe wrking prcedures are carried ut, implemented and regularly reviewed within their area f respnsibility. Develp actin plans where necessary fr addressing risks identified in the risk assessment prcess f wrk activities in their premises r designated lcatin. Carry ut regular safety inspectins t identify hazards and take remedial actin as necessary. C-perate in safety inspectins/safety turs carried ut by Service Unit Lead Officers, emplyee health & safety representatives and Gvernrs, health & safety c-rdinatrs. Cmmunicate and c-rdinate arrangements with ther rganisatins/service prviders within shared premises r multi use sites.

Octber 2007 CYPS Health and Safety Plicy Actively encurage staff t reprt accidents, incidents (including near misses) and hazards in accrdance with Children and Yung Peple s Service prcedures, Mnitr accident and sickness reprts. Investigate any accident, dangerus ccurrence, industrial disease which causes injury t an emplyee, pupil r visitr and ensure the apprpriate reprting Ensure suitable and sufficient first aid prvisin, including suitably trained staff are allcated apprpriately including shared designated lcatins, r multi use sites. Ensure fire drills, take place t a minimum f twice a year, reviewed and remedial actins identified and cmpleted. Ensure alarm systems are suitably maintained tested and recrds maintained. Ensure an annual fire risk assessment is cmpleted and dcumented. Actively encurage staff cnsultatin n health & safety matters and ensure health & safety is placed as an agenda item n meetings with staff Ensure that their manager s r safety risk manager s advice n health & safety matters is sught when necessary. Supprt their Service Unit Lead Officer/ Safety C-rdinatr by prviding and disseminating infrmatin as requested and participating in reviews f health & safety plicies and wrking practices. Ensure health surveillance where apprpriate is identified in any risk assessment, and resurces are allcated t ensure staff are able t access Occupatinal Health supprt and guidance. Ensure that any machinery r equipment is adequately installed and maintained and staff, pupils, service users are prperly trained in its use. Ensure that adequate welfare facilities are prvided such as; rest areas fr pregnant wrkers, fresh drinking water, clean sanitary cnveniences etc. Ensure that there are sufficient fire marshals/first aiders and appinted persns within their area f respnsibility and ensure that emplyees, visitrs, cntractrs and thers are aware f wrkplace safety/emergency arrangements. Prmte and supprt healthier and safer wrking practices and set a gd example by wrking in a safe manner. C-perate and assist c-rdinatin f health & safety matters with managers and staff frm ther Service Units/rganisatins that share the same wrkplace. In additin t the abve, t adhere t main duties f all emplyees.

Octber 2007 CYPS Health and Safety Plicy Part 2: Organisatin & Respnsibilities Respnsible Officers and Health & Safety C-rdinatrs (Childrens Care nly). The health and safety c-rdinatr shall be the mst senir member f the Administratin supprt team at the designated lcatin. The respnsible fficer, as referred t abve, shall be the mst senir manager/member f staff at the designated lcatin. Fr clarificatin f the respnsible fficer rle in multi-ccupancy sites cntact yur health and safety risk manager. The duties f the health and safety c-rdinatr are; Maintain an update cpy f the Children and Yung Peple s service health and safety plicy manual. T supprt the respnsible fficer in recrding inspectins, assist in safety inspectins/turs and maintain dcumented recrds apprpriately. Mre cmprehensive guidance n thse arrangements is cntained within Sectins 2 & 3 f this handbk r in separate publicatins which are referenced belw, all this infrmatin is als available n the CYPS intranet site via Health & Safety Matters. Accident and Incident Reprting and Investigatin All accidents and incidents (including vilence and near misses) invlving emplyees and nn-emplyees are t be recrded n apprpriate frms. Emplyees shuld use an accident frm, available at all wrkplaces, t recrd (r have recrded by anther persn) any accident invlving injury. In nrmal circumstances, the accident frms will be held centrally i.e. in the general ffice. The Head teacher r Manager f the area is respnsible fr ensuring that an Accident/Incident Frm is cmpleted as a sn as practicable after the accident/incident, whether it invlves an emplyee, pupil, service user, visitr r ther persn. If the accident/ incident is an event that cmes within the parameters f the Reprting f Injuries, Diseases and Dangerus Occurrences Regulatins (RIDDOR) 1995, it will be reprted t the Health and Safety Executive (HSE) by the Health & Safety Risk Manager. In rder t facilitate the necessary reprting t the HSE, all categries f events that cme under RIDDOR 1995 shuld be reprted withut delay. Full infrmatin cncerning reprting f accidents and incidents including thse invlving pupils is cntained in Sectins 2 & 3 f this handbk. Reprting, recrding and investigating f adverse safety events (accidents, incidents, reprtable diseases r dangerus ccurrences) shuld be carried ut by immediate line managers, respnsible fficers r Supervisrs. Other Senir Managers, Service Unit Heads, Head teachers r the Safety Risk Manager may becme invlved in investigatins as is necessary. The Health & Safety Risk Manager will prvide any necessary assistance in preparing reprts and determining remedial actins/measures required t prevent reccurrence f the accident, incident r dangerus ccurrence. First Aid The Children and Yung Peple s Service ensures the prvisin f first aid cver and facilities fr emplyees t meet the requirements f the Health & Safety (First Aid) Regulatins 1981. Managers are respnsible fr ensuring that a suitable number f Trained First Aiders and Appinted Persns in their areas f respnsibility. This shuld be enabled thrugh a risk assessment taking int accunt lcal prvisin including that needed fr pupils and service users. Octber 2007 CYPS Health and Safety Plicy Training Health and safety training, instructin and infrmatin frms an integral part f the verall training prvided t emplyees within the Children and Yung Peple s Service. Emplyees shuld have sufficient knwledge, skills and infrmatin t carry ut their wrk in a safe and healthy manner. Managers, Service Unit Officers and Supervisrs shuld assess the health & safety training needs f all staff and ensure apprpriate training and refresher training is carried ut. The Children and Yung Peple s Service has an established prgramme f health and safety awareness training which is designed t meet the needs f managers, head teachers, gvernrs, safety c-rdinatrs and ther emplyees. Infrmatin n training can be fund n e-learning, Quality & Imprvement services r Persnnel Services. Inductin training including the prvisin f necessary health & safety infrmatin and instructin fr all new emplyees entering the Cuncil is arranged thrugh lcal managers. Further infrmatin can be fund n the NYCC Intranet, Schls Learning netwrk, Quality & Imprvement Services r Persnnel Services pages. Cnsultatin With Emplyees The Children and Yung Peple s Service cnsults emplyees n matters affecting their health and safety, via their trade unin appinted safety representatives as required by the Safety Representatives and Safety Cmmittees Regulatins and representatives f emplyee safety as required by the Health and Safety (Cnsultatin with Emplyees) Regulatins 1996. Frmal cnsultatin at a Directrate level takes place thrugh Directrate and Schls Safety Risk Management Grups. Infrmatin n the risk management grups is detailed later in this sectin f the handbk. Unsafe Wrking N emplyee will be expected t carry ut tasks where the risk t their health & safety and welfare is cnsidered t be unacceptable. Equally, n emplyee will be expected t carry ut any task that wuld impse a similar such risk t thers. All emplyees shuld bring such wrk activities t the attentin f the persn in charge f the wrk. Health & Safety Mnitring including Audit Schls and ther settings will be subject t peridic health and safety auditing by the Children and Yung Peple s Service t ensure satisfactry standards f safety perfrmance are achieved. As part f an effective safety management system ther practive and reactive mnitring shuld be carried ut by managers and thers with cntrl f premises and activities. The frequency and levels f mnitring, fr example safety inspectins, will depend upn the size and cmplexity f the establishment and the nature f activities carried ut there. These mnitring measures assist in ensuring that the Cuncil s, Children and Yung Peples Service safety plicy is being effectively implemented and t determine the standard f safety perfrmance. Remedial actin shuld be initiate where health and safety deficits are identified.

Octber 2007 CYPS Health and Safety Plicy Health Surveillance The Cuncil prvides an Occupatinal Health Service fr its emplyees. This service will prmte and maintain high standards f physical, mental and scial well being fr emplyees wrking in all ccupatins. The Occupatinal Health Service is respnsible fr prviding suitable health surveillance where required fr example fr emplyees expsed t the hazards f nise, vibratin r repetitive tasks such as using cmputers. Line managers r supervisrs can assist by identifying emplyees and thers expsed t activities that may require health surveillance and refer them as necessary t the Occupatinal Health Service. See Sectin 2 fr further guidance. Risk Assessment The prcess f risk assessment is central t the management f health and safety. The Children and Yung Peple s Service is cmmitted t ensure that a prgramme f dcumented risk assessments are in place in all establishments and fr all activities that require such assessments. In line with the requirements f the Management f Health and Safety at Wrk Regulatins 1999 these assessments will be suitable and sufficient s as t ensure the identificatin, assessment and cntrl f risks t emplyees and thers affected. Risk assessments must be made available in a suitable frmat t all emplyees and ther interested parties affected by the assessment. Risk assessments must be reviewed n a regular basis and if circumstances change r an adverse event has ccurred. See Sectin 2 fr guidance. Safe Wrking Envirnment The Children and Yung Peple s Service will ensure the wrking envirnment cmplies with the requirements f the Wrkplace (Health, Safety and Welfare) Regulatins 1992. Fr wrkplaces under the cntrl f the Children and Yung Peple s Service this means a healthy and safe place f wrk fr all its emplyees and thers wh enter thse premises. Managers and Cntrllers f Premises are respnsible fr ensuring regular (E.g. mnthly, quarterly, 6 mnthly) safety inspectins are carried ut within their area f respnsibility. The frequency f inspectin will depend n the nature f the wrk carried ut. Guidance and further infrmatin including a Pr Frma fr Managers Health & Safety Inspectins fr Directrate Establishments can be fund in Sectin 2 r n Health & Safety Matters Intranet site. Wrk Equipment Wrk equipment includes all equipment that is used at wrk e.g. frm PE equipment t phtcpiers, ladders and circular saws. The Children and Yung Peple s Service is cmmitted t cmplying with the requirements f the Prvisin and Use f Wrk Equipment Regulatins 1998 (PUWER) and Lifting Operatins and Lifting Equipment Regulatins 1998(LOLER). Furthermre, all wrk equipment hired r wned will be registered and inspected in accrdance with any statutry requirements. Every Manager r Supervisr, fr the wrking area under their cntrl must ensure that; Any hazardus equipment r machinery has been adequately assessed befre purchasing, n installatin and whilst in peratin.

Octber 2007 CYPS Health and Safety Plicy Emplyees and thers e.g. pupils/service users receive suitable and sufficient infrmatin, instructin and training n the crrect use f wrk equipment befre they are permitted t use it All wrk equipment is registered and prperly maintained and tested as required. See Sectin 2 fr mre guidance. Manual Handling The Children and Yung Peple s Service is cmmitted t meeting the requirements f the Manual Handling Operatins Regulatins 1992. Where reasnably practicable, manual handling tasks that create a significant risk f injury shuld be avided. Where nt avided, manual handling activities must be subject t a frmal risk assessment by a cmpetent persn. Managers must ensure; that all manual handling activities within their area f respnsibility are identified and where necessary assessed All staff carrying ut manual handling tasks have the necessary infrmatin, and training t d s safely. Hazardus Substances The Children and Yung Peple s Service will ensure cmpliance the fllwing legislatin relating t hazardus substances; Cntrl f Substances Hazardus t Health Regulatins 2002 (COSHH) Cntrl f Lead at Wrk Regulatins 2002 Cntrl f Pesticides Regulatins 1986 In particular, managers will ensure that any substance r prcess that is hazardus t health will be adequately assessed befre purchasing the substance, using r allwing a prcess t start. Managers must ensure that Material Safety Data Sheets are available fr COSHH assessments t be carried ut and the results f assessments are made available t emplyees and thers using the substance. Electrical Appliances The Children and Yung Peple s Service will ensure that cmpetent persns are appinted t carry ut testing f all prtable appliances within premises under Cuncil cntrl. The frequency f testing will be based n HSE Guidance and use f equipment. Last date tested and next test due dates shuld be displayed. The Manager respnsible fr the area/ premises shuld; retain back up recrds f testing carried ut by the cmpetent persn ensure all emplyees are aware f the requirement t carry ut visual checks and inspectins befre using any appliance and the means fr reprting defects. Octber 2007 CYPS Health and Safety Plicy Display Screen Equipment (DSE) The Health & Safety Display Screen Equipment Regulatins 1992 (DSE) gvern all users f cmputers and ther similar display screen equipment. It is imprtant nt nly t cmply with the requirements f these regulatins but t ensure that all wrkstatins are set up t meet the latest ergnmic standards as far as is reasnably practicable. Managers shuld ensure wrkstatin assessments are cmpleted fr each wrkstatin, and that all users have the necessary infrmatin and training and that health surveillance is in place fr all users. See Sectin 2 fr mre guidance. Fire and Emergency Arrangements Senir Managers/Service Heads and Head teachers will ensure that a fire safety risk assessment is carried ut fr all Cuncil cntrlled premises, as required by the Regulatry Refrm (Fire Safety) Order 2005. The frequency f inspectin and review f assessments is dependent upn the building s risk classificatin. Cntrllers f Premises will ensure peridic evacuatin drills are carried ut in all premises fr which they are respnsible. The results f such evacuatin drills shuld be recrded in the building s Fire Lgbk. Specific arrangements are required fr the evacuatin f all persns with disabilities wh use the building e.g. the cmpletin f the Persnal Emergency Evacuatin Plan (PEEP) see sectin 2. Furthermre, Cntrllers f Premises are respnsible fr the adequacy f all means f escape, fire detectin/alarm systems and maintenance f fire fighting equipment and any ther emergency equipment such as Evac-chairs. The appintment f Fire Marshalls were apprpriate. Identifying training needs and ensuring apprpriate resurces available t meet training needs. Fire and emergency prcedures must be in place fr all Children and Yung Peple s Service cntrlled premises. See Sectin 2 fr mre guidance. Emergency Planning. All establishments shuld ensure a rbust plan in event that their establishment needs t be evacuated at shrt ntice, e.g. lcal flding, gas leak, release f asbests, structural building issues, infectius disease alerts. This plan shuld be cmmunicated t relevant staff t ensure it can be implemented in the event that managers are absent. Establishment may be able t make lcal agreements with ther NYCC establishments e.g. between schls t enable temprary relcatins in the event f emergency. Managers shuld ensure the availability f apprpriate equipment, persnal prtective wear is available. Cntractrs and Authrisatin T Wrk n Site Scheme The appintment and management f cntractrs is a majr health and safety respnsibility. When appinting a cntractr it is imprtant t ensure the cmpetence f the cntractr t carry ut the prpsed wrk. CYPS Managers shuld cnsult Crprate Prperty Landlrd Unit (CPLU), fr guidance n the selectin and management f cntractrs. Sufficient checks n cmpetence and ther relevant matters must be carried ut befre selectin and mnitring is required whilst wrk is underway. Cntract wrk invlving ccupied premises carries dual respnsibility. Emplyees rganising such wrk

A task specific permit t wrk frm may be required fr activities such n wrk in cnfined space r ht wrks, cntact CPLU fr guidance. Management f Asbests The Children and Yung Peple s Service appreciates the risks t health psed by expsure t asbests and has in place a cmprehensive management system t cntrl thse risks. Thse emplyees wh may be expsed t asbests whilst carrying ut their duties will be prvided with suitable and sufficient infrmatin, instructin and training. All emplyees wh may discver asbests r suspected asbests in the wrkplace are required t stp wrk until the material as been crrectly identified r analysed. In particular, Nrth Yrkshire Cunty Cuncil prvides Cntrllers f Premises (respnsible fficer) with a training prgramme t appreciate the risks assciated with asbests and the steps required t effectively manage any asbests that may be fund in the premises. The Children and Yung Peple s Service will ensure cmpliance with the Cntrl f Asbests Regulatins 2006. Management f Leginella The Children and Yung Peple s Service is cmmitted t ensuring the implementatin f a Cuncil plan t effectively manage the risk f leginella in water systems thrughut Nrth Yrkshire Cunty Cuncil establishments. A majr prgramme f risk assessment, training and maintenance is in place t identify and eliminate r effectively manage the risk presented by the leginella bacterium. Wrk Placements The Children and Yung Peple s Service will ensure that effective prcedures are in place in respect f the health and safety f pupils sent n wrk placements by schls and ther establishments where it has a respnsibility. T this end an agreement has been made with the Nrth Yrkshire Business and Enterprise Partnership (NYBEP) t prvide an effective management f health and safety service t thse schls and establishments.
