The audience of approximately 130 is comprised of youth ages 18-24 who are out of school and are foster youth and youth in the juvenile justice system. BACKGROUND Southwest Key Workforce Development, LLC administers Workforce Solutions Cameron, the workforce development system in Cameron County, Texas, providing employment, training, and educational services to meet current and future workforce needs. These services which are authorized by the Texas Workforce Commission are group and individual activities designed to improve the quality of our future workforce. Southwest Key Workforce Development, LLC administers two full-service One Stop Centers (Harlingen/Brownsville) and one satellite (Brownsville) office in Cameron County. II. SERVICE REQUESTED The purpose of this RFP is to obtain proposals from speakers to deliver motivational and workshop presentations focused on career development at a youth-centered event. The event is on August 17, 2017 at Texas State Technical College in Harlingen, Texas. The program will begin at 9:00 am and continue until 2:00PM. There will be one or two keynote speakers and multiple workshops offered during this period. Each presentation will be approximately 45 minutes in length. Southwest Key Workforce Development, LLC is seeking speakers to who can share knowledge, experience, and best practices with students on the following topics: Help students make the connection between the choices they make today and how it will affect their future career prospects Life experiences that have created barriers and ways to overcome them Career Development Financial Literacy Soft skills Presentation Details Length will be determined by SWK and the presenter prior to each event; The number of presentations and workshops will be determined by SWK and the presenter prior to each event; The content should be practical and applicable for youth; The youth will be able to apply the information in their daily life. Proposal must contain A brief description of the speaker s topic and methodology for presenting, including at least three (3) takeaways that audience members will gain from your presentation. Identification of the topic as a Keynote or Workshop presentation. A brief description that demonstrates the quality of service provided and value that the service will bring to Southwest Key Workforce Development, LLC. Limit response to 1 page. A brief description that demonstrates the reasonableness of cost in relation to the quality of services proposed. Any financial consideration that would become part of a formal agreement must be listed. Page 2 of 16

Limit response to 1 page. At least three references, preferably from similar speaking engagements. Each reference should include company name, point of contact, address, phone number, and email. Any AV and other special requirements. The proposal will be considered non-responsive if any of the information listed above is not included. III. ELIGIBLE PROVIDERS Proposers are eligible to respond to this RFP if they are able to meet the specifications required under this RFP, and are not debarred and/or suspended from conducting business with Federal and/or State funded agencies. Speakers that have experience as a foster youth or a youth in the juvenile justice system are encouraged to submit a proposal. IV. ADMINSTRATIVE INFORMATION A. ISSUANCE This RFP is issued on June 16, 2016, by Southwest Key Workforce Development, LLC. Copies of the RFP are available by contacting Beejay Williams, at bjwilliams@swkey.org, Phone 361-537-9358 during normal business hours (Monday thru Friday, 8:00 A.M. to 5:00 PM (CST)) or on our board website at www.wfscameron.org. B. AGREEMENT TYPE/ PROGRAM PERIOD The proposer who provides the best value and can provide the services required will be invited to negotiate an agreement of services. If an agreement cannot be reached, Southwest Key Workforce Development, LLC will begin negotiation with the next highest rated proposer. Final agreements will be subject to any changes needed as a result of changes in federal and state regulations. The agreement will be in effect from August 1, 2017 - July 31, 2018. Southwest Key Workforce Development, LLC may vary the program, change or extend the agreement period, as it deems necessary. Southwest Key Workforce Development, LLC intended to negotiate an agreement which may amended to expand the scope of work. C. RFP SCHEDULE OF EVENTS The following schedule of events is subject to change at the discretion of Southwest Key Workforce Development, LLC. All requestors of this RFP will be notified of any and all changes on our board s Workforce Solutions Cameron website at www.wfscameron.org. D. RESPONSE DEADLINE Proposals are due NO LATER THAN 5:00 p.m. (CST) July7, 2017. Proposals are to include one unbound original and three (3) exact copies complete and fully assembled and must be officially received by Beejay Williams, 7606 Lake Bolsena, Corpus Christi, Texas 78413. Electronic proposals are to be submitted to Beejay Williams at bjwilliams@swkey.org. Amendments to a proposal (i.e. one already submitted prior to the deadline) must also comply with the above requirement and the response deadline. Any proposals or amendments delivered/received after the deadline will be deemed late and non-responsive to this RFP. Proposals that are mailed or service delivered should be addressed/externally labeled as follow: E. Proposals will be evaluated and scored based upon the following criteria: Criteria Weight Factor Proposer must have experience providing the services requested under this RFP including the capability of providing interesting and informative presentations related to career development to youth. SELECTION PROCESS Southwest Key Workforce Development, LLC reserve the right to have the evaluation process conducted by an external/independent evaluation review team or have the evaluation process conducted by an evaluation review team consisting of Southwest Key Workforce Development, LLC Staff or any combination thereof. meeting a score of at least 70 will not be given further consideration. Proposals received which do not provide the required forms, documentation nor contain the elements as required by the RFP shall be determined to be non-responsive and will not be eligible for further consideration in the evaluation process. V. INSTRUCTIONS FOR SUBMITTING PROPOSAL A. General Instructions 1. Format Bidders must use Attachment A as format for proposal. B. Number of Copies If mailed or delivered - One Complete original, unbounded with original signature of the authorized signatory authority, plus three (3) exact copies must be submitted. If emailed - The email will be considered as the original. The original and copies must include all items listed in section B - Application Order of Submission. All documents submitted must be legible, complete and fully assembled. Any lacking sufficient copies may be ruled unresponsive, and may not be considered in this procurement. 2. Proposals Modifications/Amendments Any modifications or amendments to a proposal must also comply with above requirements and the response deadline. Any proposal or amendment delivered/received or post marked after the deadline will be deemed late and non-responsive. C. Application Order of Submission In addition to the Proposal Cover Sheet, proposals must be inclusive of the following: Attachment A - Proposal Form Attachment B - Certification of Applicant Attachment C- Certification Regarding Debarment Attachment D - Certification Regarding Lobbying Attachment E - Conflict of Interest Attachment F - Texas Corporate Franchise Tax Certification Attachment G - HUB Certification if applicable C. Proposer Inquiry and Appeal Process Southwest Key Workforce Development, LLC is the responsible authority for handling complaints or protests regarding the procurement and selection process. No protest shall be accepted by the grantor (State) until all administrative remedies at the local level have been exhausted. This includes, but is not limited to: disputes, claims, protests of award or non-selection for award, source evaluation, or other matters of a contractual or procurement nature. Matters concerning violation of law shall be referred to such authority, as may have proper jurisdiction. Request for Debriefing Page 6 of 16

Proposers not selected by this procurement process may appeal the decision by submitting, within 10 days of the receipt of Southwest Key Workforce Development, LLC notification of the procurement decision, a written request for Debriefing to obtain information on the procurement process and how their offer was received and ranked. SWK shall acknowledge receipt of the Request for Debriefing in writing within 10 days of receipt, along with the date and time of scheduled Debriefing. The Debriefing shall be scheduled, as soon as possible, and no later than 10 days from the receipt of the Request for Debriefing. VI. GOVERNING PROVISIONS AND LIMITATIONS This RFP is not to be construed as a purchase agreement or a commitment of any kind; nor does it commit SWK to pay for costs incurred in the preparation of a response, or any other costs incurred prior to the execution of a formal agreement, unless such costs are specifically authorized in writing by SWK. 1) Southwest Key Workforce Development, LLC reserves the right to accept or reject any or all proposals received, to cancel and/or reissue this RFP in part or its entirety. 2) Southwest Key Workforce Development, LLC reserves the right to award the agreement for any item/services or group of items/services or group of items/services via this RFP in any quantity Southwest Key Workforce Development, LLC determines is in its best interest. 3) Southwest Key Workforce Development, LLC reserves the right to correct any error(s) and/or make changes to this solicitation as it deems necessary, and will provide notifications of such changes on our board s website at www.wfscameron.org. 4) Southwest Key Workforce Development, LLC reserves the right to waive any defects in this procurement process or to make changes to this solicitation as it deems necessary. SWK will provide notifications of such changes on our board s website www.wfscameron.org. 5) Southwest Key Workforce Development, LLC reserves the right to negotiate the final terms of any and all agreements or agreements with Proposers selected. Any such terms negotiated as a result of this RFP may be renegotiated and/or amended in order to successfully meet the needs of the SWK. 6) Southwest Key Workforce Development, LLC reserves the right to contact any individual, agency, employer, or grantees listed in a proposal and to contact others who may have experience and/or knowledge of the proposer s relevant performance and/or qualification; and to request additional information from any and all proposers. 7) Proposers shall not, under penalty of law, offer or provide any gratuities, favors, or anything of monetary value to any SWK officer, member, staff employee, or agent of SWK, for the purpose of having an influencing effect toward their own proposal or any other proposal submitted hereunder. 8) No staff employee, SWK officer, member, or agent of Southwest Key Workforce Development, LLC shall participate in the selection, award or administration of an agreement supported by federal funds if a conflict of interest, real or apparent, would be involved. 9) Proposers shall not engage in any activity, which will restrict or eliminate competition. Violation of this provision may cause a Proposer to be disqualified. This does not preclude joint ventures or subcontracts. Page 7 of 16

10) The contents of a successful proposal may become a contractual obligation if selected for award of an agreement. Failure of the Proposer to accept this obligation may result in cancellation of the award. No plea of error or mistake shall be available to successful Proposer(s) as a basis for release of proposed services at stated price/cost. Any damages accruing to the SWK as a result of the Proposer s failure to contract may be recovered from the Proposer. Page 8 of 16
