One-Guam Pillar: Utilities Signed Memorandum on Understanding with GPA & GWA Navy and GWA agreement for Tumon Maui Well Navy provided GWA a license to operate and extract/treat water GWA will operate the plant and pay for all O&M cost. GWA is responsible for all repairs and recap cost. GWA must sell 200 GPM to Navy for USMC Base equal to the Navy's rate when selling water to GWA in the south.
