French higher education system Since 2002: implementation of the 3 cycle system (cf. Bologna process) Since 2006: L-M-D (3-5-8) and ECTS in almost all institutions and fields of study 2007: LRU (loi relative aux libertés et responsabilités des universités)/ «Freedom and responsibility for universities»: autonomy of universities, new responsibilities for rectors, new competencies in human resources management and financial aspects Since 2009: development of excellence clusters and topics (Opération Campus, Initiatives d Excellence, Laboratoires d Excellence ) 2013: New law for Higher Education and research better competitivity and visibility at international level

French higher education system Wide diversity of institutions: different types, status (public/private), under responsibility of various ministries - Universities - Engineering schools - Management and business schools - Specialized schools: paramedical/social/veterinary/ art/architecture/ journalism/accounting Around 4000 Higher Education Institutions (including short cycles) and 2.4 million students More than 1000 HEI s hold an Erasmus charter

French and Tunisian cooperation under Erasmus+ programme: opportunities - Strong cooperation between France and Tunisia : bilateral cooperation, research networks, EU cooperation projects (I.e former Tempus and Erasmus Mundus actions), cotutelle de thèse - cooperation facilitated by mutual understanding (i.e language, good knowledge of HE system..) and common priorities (i.e internationalisation of higher education, link university entreprise, quality assurance) - New opportunities since 2014: - important funds for the Erasmus+ international credit mobility projects : 2,8 M for mobility between France and South Med countries + 900 000 only for Tunisia in 2016 - important numbers of capacity projects selected for the ENI south

French and Tunisian cooperation under Erasmus+ programme : challenges - Develop new mobility projects with Tunisian Higher education institutions : - not only with the same higher education institutions (from both side) - Encourage teaching and staff mobility - For a more balanced flows (incoming versus outgoing) - Develop qualitative projects : management issue, mobility recognition, administrative requirement, transparent selection of students..etc - Strengthen the cooperation under the capacity building projects and develop synergies with ICM projects - Attract students to the Erasmus Mundus master courses coordinated by French institutions (more than ½ of the Erasmus Mundus Master courses) https://eacea.ec.europa.eu/erasmus-plus/library/scholarships-catalogue_en

French and Tunisian cooperation under Erasmus+ programme : figures International Credit mobility : 2016 ENI South Budget 2016 (FR): 2,9M Demand : 7, 7 M 55 applications for ENI south countries 21 applications for Tunisia ( 2M ) 19 projects selected for ENI south countries 10 projects selected for Tunisia ( around 0,9 Million ) : 2 nd position after Morocco in the region and 3rd position among all the regions Capacity Building projects: 2016 36 projects selected for ENI south 5 projects in common with FR and TN Higher Education institutions
