GLASTONBURY TOWN PLAN AND ZONING COMMISSION REGULAR MEETING MINUTES OF TUESDAY, JUNE 7, 2016 The Glastonbury Town Plan and Zoning Commission with Jonathan Mullen, AICP, Planner, in attendance held a Regular Meeting in Council Chambers of the Town Hall at 2155 Main Street, Glastonbury, Connecticut. PUBLIC HEARING 1. Application of the Town of Glastonbury for a Section 12 Special Permit with Design Review 1,000 square foot± addition to Youth & Family Services 295 Hubbard Street Reserved Land Durlene Mikkelson, Director of Human Services Stephen Braun, Assistant Town Engineer, representing the Town, appeared before the Commission to present the proposal to construct a ~1,000 square foot addition on the northwest corner of the existing Youth and Family Services building. The proposed addition will be constructed to match the existing building's material and design, and will have a handicap-accessible ramp located on the eastern side. Mr. Braun reviewed the proposed parking which will be shared with the building at 321 Hubbard Street; a total of 24 spaces are proposed inclusive of 2 handicapped spaces. Durlene Mikkelson, Director of Human Services, described the art-related programs that the addition will be used for. She noted that the parking requirements are met, and Glastonbury High School's lot can be used for overflow parking when they have larger programs scheduled (usually 1-2 times per year). Chairman Purtill noted that the proposal was reviewed by the Plans Review Subcommittee and has been approved by the Fire Marshal, Town Engineer, Chief Sanitarian and Chief of Police. She then called for public comment but no one spoke so she closed the public hearing on this matter. Page 1 of 8

Discussion: Vice Chairman Low acknowledged the great programs offered by Youth & Family Services and said she is happy to support their application. Result: Motion passes unanimously. (6-0-0) 2. Application of Angelo Sullo for subdivision approval & approval of a Section 6.8 Rear Lot Special Permit Golf Ridge Resubdivision 6 lots; 4 rear Country Lane Rural Residence Zone Jonathan Sczurek, Megson, Heagle & Friend, C.E. & L.S., LLC, representing the applicant, appeared before the Commission to present the proposal for a rear lot subdivision to create 4 rear lots, resubdivision of 2 existing lots to create new frontage lots, extension of the roadway, and a new cul-de-sac at the northern end of Country Lane. The Conservation Commission provided a favorable recommendation for the cul-de-sac extension, and the plan has been reviewed by the Plans Review Subcommittee. The Chief of Police, Fire Marshal, and Town Engineer have approved the proposal with certain conditions, and the Water Pollution Control Authority has approved a waiver of capped sanitary sewers. Mr. Sczurek reviewed the proposed stormwater management plan, noting that there is an access drive that will provide access to the Town for maintenance of the detention pond. He concluded his presentation with a review of the proposal's consistency with the Town Plan of Conservation and Development. Chairman Purtill called for public comment. Kris Fleming, 242 Country Lane, stated that she opposes the proposal and urged the Commission to deny it as she feels that it will negatively impact her general welfare as well as the market value of her property (lot 7). She said there was no indication that the cul-de-sac would be further developed when she purchased her property and she doesn't believe the proposal meets the regulatory requirements. Mr. Sczurek responded that he worked with the Town regarding the reconfiguration of the lots and reviewed the other options that were explored, including a plan with side-by-side 40' wide driveways to access the lots. Mr. Mullen commented that staff agrees that all of the lots meet the regulatory requirements of the Rural Residence zone, and additional lots are not being created due to the culde-sac extension or resubdivision. Regarding the Town Engineer's memo, Secretary Botelho inquired about the maintenance plan/schedule for the proposed stormwater management facilities and Mr. Sczurek described the plan for annual maintenance and inspection. There being nothing further, Chairman Purtill closed the public hearing on this matter. Discussion: Chairman Purtill said she finds that the application meets the regulatory requirements and though the reconfiguration of the lots allows the lots to be accessed, they could be accessed in an alternate way. She said she understands Ms. Fleming's concern but noted that the abutting property could be developed and she doesn't feel that the proposal will affect her welfare or property value. Application of Glastonbury Retail, LLC for a Section 12.9 Minor Change expansion of parking lot and driveway for CVS 2615-2639 Main Street Town Center Zone Attorney Peter Alter, representing the applicant, appeared before the Commission with an update on the proposal that was previously heard at their regular meeting of May 3, 2016. A copy of the parking agreement between CVS and Katz Hardware has been provided. Regarding the Town Engineer's memorandum dated June 3, 2016, Attorney Alter submitted a memo into the public hearing record from the project engineer, Dana Steele, P.E., verifying that the raised island locations and adjacent space occupancy will not prevent vehicle turning into the reserved parking space. Attorney Meghan Hope presented a breakdown of the existing parking on the site and a justification for the requested amount of parking spaces, noting that five spaces are not assigned and can be used exclusively by Katz for storage. Attorney Hope confirmed that employees will be told to use the rear parking lot. Bob Krieger, owner, Katz Hardware, testified to the Commission that he supports the current proposal and said he appreciates the spaces that have been allocated to his business and he will work with the Town on an appropriate plan for storage. Attorney Alter briefly reviewed the landscape plan, noting that the plants which were removed will be replaced. Mr. Mullen stated that the Town Engineer would like to see a further reduction of the island in the vehicle turnaround area and suggested adding a condition to the motion regarding this. Chairman Purtill thanked the applicant for providing the information the Commission had requested and said she is happy to see that these businesses are thriving and working together so well.
