Definition The program manager is a staff member with overall responsibility for the day to day delivery of training and support services to participants of the tenant support and residential program. The program manager is responsible for overseeing daily operations at the residence by maintaining a clean, healthy environment, ensuring basic and medical needs are met, direct program services, program development, and that activities occur which promote a high quality lifestyle. The program manager is the direct supervisor for the residential instructors in all areas, which includes areas of formal and informal training, integrated activities and behavior management. Qualifications A sincere desire to work with adults with intellectual / developmental disabilities if the most critical qualification for the program manager. Experience with intellectually / developmentally disabled adults and/or experience in a residential training facility is preferred. o Applicants with supervisory experience and/or education in a related field are given extra consideration. Commitment to the concept of community integration for persons with intellectual / developmental disabilities and a desire to maintain positive relationships with program participants. Complete knowledge of instructional and behavior management for adults with intellectual / developmental disabilities is required. Ability to communicate and work positively with intellectually / developmentally disabled adults and their families, other community members, and program staff. An Oregon or Washington driver s license, automobile insurance, an acceptable driving record and access to a car is required. Obtaining a standard first aid card, CPR training, TB test and food handler s permit is required during the first 30 days of employment. Description of Duties Ensure a basic knowledge of behavior management techniques behavior management plans are implemented emergency procedures and policies are implemented ensure knowledge of individuals ISPs and all medical, behavioral and additional supports required for individuals are implemented Ensure community/social integration for all program participants locate community resources ensure that individual and small group activities are planned and occur. ensure that visits are documented Ensure participant medical/health needs are met ensure that participant medical emergencies are met schedule and attend participant medical appointments; ensure documentation is completed according to agency timelines. monitor medications stored at the residence assist participants in ordering medications prepare medication sheets ensure administration and documentation of participant medications/treatments ensure weight of program participants is monitored Ensure dietary and nutritional needs are met plan menus to meet participant needs purchase groceries and household supplies assist in meal preparation ensure appropriate hygiene ensure adequate rest maintain a sanitary environment ensure a safe environment ensure adequate, appropriate clothing Page 2 of 5
Communicate participant needs with other individuals and involved agencies coordinate support services with other program staff members maintain communication with families, advocates, and work programs ensure communication with supervisor Coordinate financial systems in the residence supervise management of participant funds ensure participant benefits are maintained review monthly change reports are completed ensure that client billing for room and board occurs, and that client bills are paid reconcile residential phone bills maintain petty cash fund and reconcile monthly Supervise subordinate staff in the residence on-duty staff members are assigned specific work responsibilities interview applicants and make hiring recommendations orient instructors to residential procedures ensure that all shifts are covered at all times ensure that instructors successfully complete designated staff training courses provide commendations and disciplinary actions complete employee timekeeping Coordinate new participant entry review and file entry information ensure medical services evaluate participant skills document critical information Develop, implement and review formal training within the residential program Complete participant assessments Schedule and participate in team meetings Develop participants individual service plans Establish training schedules for each participant Page 3 of 5
Train instructors in strategies of implementation Ensure consistent implementation of training Observe and evaluate quality of training by staff Provide training to participants Formally review progress on training on a weekly basis Do semi-annual reviews of all programs Coordinate the planning and execution of informal training within the residential program Establish informal activities Ensure consistent occurrence and documentation of incidental informal training Formally review implementation of informal training on a regular basis Coordinate behavior management procedures (formal, informal and emergency) within the program. Review general event reports and behavior tracking forms Ensure implementation of emergency procedures Develop formal or informal strategies to consistently deal with behavior problems Coordinate the planning and execution of socially and physically integrated activities for participants. Conduct weekly house meetings for participants Ensure that advocates plan meaningful activities with the participant for whom they advocate Coordinate planning of logistics for the occurrence of planned activities Ensure that activities occur and are documented Work with instructors to ensure appropriate services Orient new staff in areas related to skill training, integrated activities, and behavior management Provide ongoing staff training Review status on programs, activities, etc., with other staff Page 4 of 5
Other duties Maintain confidentiality Assist in the development of new procedures Provide on-call services Meet with executive director and provide updates Carry agency emergency cell phone approximately 6-8 weekends a year as assigned & scheduled. Comply with all Oregon Administrative Rules and agency policies and procedures.
