Nationa Pubicity Requirements European Regiona Deveopment Fund (ERDF) Programme 2007 2013 Version 1: 1st Apri 2012

Introduction to the Requirements The European Regiona Deveopment Fund Programme aocates funding to different regions throughout the European Union to boost economic deveopment in ess prosperous areas. To hep promote and pubicise the impact that the funds are having, strict pubicity requirements have been set by the European Commission which must be foowed by anyone deveoping and deivering projects, or managing the Programme. Meeting the pubicity requirements set by the Commission is part of the forma Funding Agreement, and faiure to pubicise the European Regiona Deveopment Fund support coud resut in projects having to repay grant. This has happened in the past, so meeting the pubicity requirements shoud be taken very seriousy. The European Commission s rationae for its pubicity requirements are expained in paragraphs 2 to 4 of its Impementing Reguation 1828/2006 and the detaied requirements for projects part financed by the Fund is found in Artices 8 and 9. The reguation is avaiabe from the European Commission s website at http://ec.europa.eu/regiona_poicy/information/egisation/index_en.cfm. This document has been deveoped by the Department for Communities and Loca Government to expain the pubicity requirements set by the European Commission to anybody invoved in the deveopment, deivery and management of projects part financed by the European Regiona Deveopment Fund. It refects the reevant Reguations and their interpretation and appication in the outcomes of project and Programme audits. The document states the minimum pubicity requirements which must be foowed by projects that have been approved to receive funding through the European Regiona Deveopment Fund after 1st Apri 2012. Projects approved prior to this date shoud contact their oca Programme Deivery Team to discuss separate requirements. 2

Using the Logo The European Union ogo is the primary visua representation used for the European Regiona Deveopment Fund Programme and one of the most important communication toos. It is mandatory that it is used and appied correcty, prominenty and consistenty on a pubicity materias and project documentation produced by a project supported by the Fund. The Rues The ogo consists of a number of key eements which must be used: The standard European Union embem (Tweve five-pointed god stars in a circe on a bue background) Reference to the European Union Reference to the European Regiona Deveopment Fund The statement Investing in your future The Versions There are two ogo options in coour and back and white which can be used to suit your document. Option 1 Landscape: Option 2 Portrait: 3

Seecting the Version The preference is to use the coour version of the ogo however we understand that sometimes this is not an option. If any part of the materia is produced in coour, then you must use a fu coour version of the ogo with the standard coours: Pantone Refex Bue 100% process cyan and 80% process Magenta Pantone Yeow 100% process yeow If the materia is printed ony in back (on a white background) then you have the option of using the back and white version of the ogo. Background Coour The ogo works best in coour on a white background. However if it appears on a cooured background the back text of the ogo may be hard to read. In those cases it is permitted to change the text to white to improve carity. The important thing to remember is that the background shoud be uncuttered and provides enough contrast to ensure carity. See Page 9 for an exampe of the use of this ogo on a pubication. 4

Location and Size The ogo shoud be paced in a prominent and suitabe position, on a materias. If used aongside other funders ogos as acknowedgements, then the ERDF ogo has to be of an equivaent size and appropriate to the scae of the materia and documents being used. As a minimum, the ogo, incuding the embem and the wording, shoud be used at 40mm width (andscape ogo) and 25mm height (portrait ogo). 40mm 25mm For use on sma items such as business cards or promotiona items, the ogo can be made smaer and just incude the EU embem and reference to the European Union. There are separate size requirements for use of the ogo on paques and biboards see separate section for detais. Cearance Zone To prevent any visua interference the ogo must be positioned in its own cear space, standing apart from other images, text and ogos, and shoud not be paced immediatey against a document edge. The cear space surrounding the ogo depends on the size of the ogo used and shoud not be ess than the etters EU in the word EUROPEAN. Incorrect Logo Use The ERDF ogo must not be stretched, squashed or reproduced in coours other than those stated in these guidance. Nor shoud it be reproduced in a different typeface or be rotated. When resizing the ogo you must ensure that it stays in proportion and does not become distorted. YOU MUST use Aria typeface DO NOT use any other typeface (Aria) DO NOT distort the ogo when resizing. Biboards Biboards must be erected on the sites of projects where infrastructure or construction projects are being financed by the European Regiona Deveopment Fund and the tota pubic contribution to the project exceeds 500,000. Biboards must be erected at the start of the work, be of a size appropriate to the scae of the operation and incude a space reserved for the ERDF ogo as acknowedgement. When the project is competed, the biboard shoud be repaced by a permanent paque within 6 months. See detais for paque requirements. Biboards must incude the foowing information: Name of the project Dispay the ERDF ogo The information above shoud take up at east 25% of the tota biboard size. 7

Paques Projects are required to put up a permanent paque in an appropriate visibe pace and ideay accessibe to the genera pubic, no ater than six months after competion of the project. This is appicabe where the tota pubic contribution to the project exceeds 500,000 and the project consists in the purchase of a physica object or in the financing of infrastructure or of construction projects. Paques shoud be of a significant size and incude a space reserved for the European Regiona Deveopment Fund ogo as acknowedgement of the roe payed by the fund in part-financing the project. Paques must incude the foowing information: Name of the project Name of the Programme: European Regiona Deveopment Fund Description of the activity supported by the project Dispay the fu ERDF ogo The information above shoud take up at east 25% of the tota paque size. Eectronic Materias A eectronic materias produced by projects supported through the Fund must acknowedge and reference the ERDF funding received by dispaying the fu European Regiona Deveopment Fund ogo. This extends to a variety of materias incuding, but not restricted to: Websites E-Newsetters Presentation Sides Emai footers and signatures Audio visua materia incuding fims, video, DVDs, CD Roms Socia media toos incuding Face book, Twitter and SMS Messages The ogo is to appear on the homepage for a project specific websites and within the website of the project sponsoring organisation the ogo is to appear on project reated pages. Facebook Page Website If it is not possibe to dispay the ogo on materias or there are space and size restrictions, a text reference indicating the support received shoud be used. 11

Exampes of other materias are shown beow: European Focus The Newsetter of Yorkshire and Humber s ERDF Programme 2007-2013 2013 Apri 2011 Managing Authority appoints Lucy Makinson as chair of Loca Management Committee The Managing Authority for Engish ERDF programmes, the Department for Communities & Loca Government (CLG), has appointed Lucy Makinson, Director, Loca Government Poicy & Productivity at CLG, to chair the Yorkshire and Humber Loca Management Committee. This repaces the Programme Monitoring Committee (PMC) and aims to ensure that, within the parameters aready agreed with the EU, oca peope and businesses can infuence the shape of the programme. These Committees give strategic direction to the Operationa Programmes, ensure that they are deivered compianty and that outputs are deivered. The LMC wi comprise ocay nominated representatives from across the appropriate pubic, private, vountary and oca authority sectors. Speaking to European Focus Lucy said: "I am deighted to be taking over as chair of the Yorkshire and Humber ERDF Loca Management Committee. Feicity Everiss wi be a very hard act to foow, but I am sure that I can count on the hep and support of the Loca Deivery Unit and programme partners to ease me into the roe. As I ive in Yorkshire, I have seen at first hand the benefits that ERDF has brought to the programme area and the wide range of projects it has supported, bringing increased empoyment and growth. There are a number of chaenges facing the programme, in particuar ensuring that the fow of good quaity projects continues and that the programme achieves its spend targets. The Yorkshire and Humber PMC has decided to have two deputy chairs, one for each financia aocation. Regiona Director of Government Office, Feicity Everiss has written to partners to seek their views on future committee membership and suggestions for individuas who woud be wiing to become a deputy chair. Fina decisions on the membership of the LMC wi be made by PMC in advance of the meeting at Bridington through written procedures. Feicity is stepping down from chairing the Committee. The current members of PMC, the ERDF secretariat, and other partners, wish her we for the future and woud ike to record their appreciation for her eadership, commitment, support and guidance in managing European funds in this region for many years. Events, Conferences, Seminars and Workshops Conferences, seminars, exhibitions and events are an idea way to promote a project supported by the European Regiona Deveopment Fund. A materias and documents produced for an event in advance, on the day and after the event must acknowedge and reference the funding received by dispaying the fu European Regiona Deveopment Fund ogo. In some circumstances it maybe possibe to provide a Minister, a representative from the European Commission or an ERDF spokesperson for an event. Media and PR Activity A cost effective way to promote projects is through the oca media. A press reeases produced on projects supported by the European Regiona Deveopment Fund shoud incude a text reference to the ERDF support and when initiay aunched shoud state the amount of funding awarded. Press reeases shoud be deveoped for the aunch of the project, and additiona reeases announcing key miestones and achievements. Your oca Programme Deivery Team 1 in the Department for Communities and Loca Government wi be abe to provide advice and guidance on press reeases deveoped. Quotes to show the support for the project from the Department for Communities and Loca Government or a member of the Loca Management Committee may aso be avaiabe. The foowing wording shoud be incuded in the editor s notes for a press reeases concerning projects part financed by the European Regiona Deveopment Fund: The [INSERT NAME] project is part financed by the [INSERT NAME OF PROGRAMME] European Regiona Deveopment Fund Programme 2007 to 2013. The Department for Communities and Loca Government is the managing authority for the European Regiona Deveopment Fund Programme, which is one of the funds estabished by the European Commission to hep oca areas stimuate their economic deveopment by investing in projects which wi support oca businesses and create jobs. For more information visit www.communities.gov.uk/erdf Pease note that the European Regiona Deveopment Fund Funding Agreement for the project shoud be in pace before any media or PR activities are competed. If projects are interviewed by the media (print or radio), with the aim to produce a news story about funded activity, or produces a radio or TV advertisement to promote the project, reference shoud be made to the European Regiona Deveopment Fund support provided. 1 In London, projects shoud contact the Greater London Authority 14

Informing Beneficiaries of ERDF Projects A projects must provide beneficiaries who are taking part in activities associated with the project, cear notice that the project has been funded under the European Regiona Deveopment Fund Programme. Projects must ensure that they have provisions in pace to notify those taking part in the project activity that it benefits from the Fund. Ideas of how to achieve this incude: Mention during induction sessions as part of a training course Note the support in any contracts or paperwork given to beneficiaries State the support in interna newsetters and buetins Provide the beneficiary with a eafet expaining European Regiona Deveopment Funds investment in your project Paques, posters and dispays The Department for Communities and Loca Government are aso required to pubish a ist of a the projects who have received support through the European Regiona Deveopment Fund. Pease be aware that acceptance of your Funding Agreement is aso an acceptance of incusion on the ist. The ist is made avaiabe on the ERDF website at www.communities.gov.uk/erdf. 15

Pans and Poicies It is important that everyone invoved in deivering a project, not just the project owner, understands and foows the European Regiona Deveopment Fund s pubicity requirements. Appicants shoud demonstrate how these wi be deivered by the project as part of the appication through a Communications Pan, Project Management Pan; or produce this separatey. This may be caed upon during assessment of the project. The pan shoud be proportionate to the scae, scope and nature of the project and contain as a minimum: Aims of the project and target groups Strategy and content of the information and pubicity activities to be deivered by the project, aimed at potentia beneficiaries, stakehoders and the genera pubic An indicative budget for deivering the pan Peope and companies invoved in deivering the pan and its activities Detais on evauation of the activities 16

Evidencing Pubicity Activities During the ifetime of the project, reguar monitoring activities and audits wi take pace where a projects wi be required to evidence how they have met the pubicity requirements. Therefore it is essentia that you keep evidence of a project pubicity materias. Typica types of evidence coud incude, but are not restricted to: Press reeases Press cuttings indicating pubication and date Photos from events Literature such as eafets and brochures Presentations and speaker notes View the paque and biboard or photographic evidence Website materias Project documentation and correspondence Audits can take pace a ong time after the project has been competed. Therefore ensure a evidence is kept unti advised by the Managing Authority that it is safe to dispose of it. Guidance about document retention is avaiabe from your oca Programme Deivery Team and in the Nationa ERDF Handbook for the Engish Convergence and Competitiveness Programmes 2007 2013. If a project is unabe to evidence adherence to the pubicity requirements, it coud resut in the cawback of the funding. When fufiing the pubicity requirements it is important to remember that any pubicity materias produced and services used, must adhere to the European Commission procurement rues and reguations. Faiure to provide appropriate evidence is identified as one of the most common audit faiings and is subject to a high degree of attention from UK and European Commission verification and audit visits. 17
