2016 TOSSD WORK PLAN, INCLUDING AN ACTIVITY ROADMAP 1. Since the 2014 DAC High Level Meeting (HLM), considerable work has been undertaken to advance the TOSSD measurement framework. The scope and specifics of this work were detailed in room document [DCD/DAC/RD(2016)3/RD4] prepared for the 2016 DAC HLM. At that meeting DAC members agreed to further develop, with the participation of representative external stakeholders, a proposal for a comprehensive TOSSD measurement and monitoring mechanism for endorsement at the DAC Senior Level Meeting in October 2016 1. 2. This paper presents a work plan for TOSSD for the year 2016, including a roadmap detailing work tasks and relevant timeframes and outputs that will be implemented in order to deliver on the 2016 HLM mandate. 3. The proposed TOSSD work plan is built around the following three components: Continuous refinement of the TOSSD policy narrative and possible future monitoring/management arrangements, in close collaboration with the DAC. Technical development of the measurement framework through expert workshops, WP-STAT consultations, working partnerships with other institutional players, pilots in provider and recipient countries, and web-based consultations with a broader stakeholdership on the basis of a compendium detailing specific features of the TOSSD framework. External engagement and communications designed to ensure that relevant material is made publicly available (including through a dedicated TOSSD website). 4. The critical path for the work plan to develop a sound, feasible and comprehensive TOSSD measurement and monitoring mechanism will involve the following sequence of steps: 24 March DAC meeting: approval of the proposed work plan. From March to September 2016: regular updates and discussions regarding work progress at all DAC meetings (April, May, June, and July). 16 September DAC meeting: discussion of the draft proposal to be considered at the DAC SLM Meeting, followed by informal DAC meetings organised as appropriate in the run-up to the DAC SLM. 10-11 October: DAC Senior Level Meeting: consideration of the draft proposal for endorsement. Subsequent to the 2016 SLM: a possible High Level Policy Dialogue on TOSSD could be organised in 2017, ideally linked to a UN event (such as the annual Financing for Development Forum - FfD - in April or the ECOSOC High-Level Political Forum - HLPF - in July). This event would be the occasion to secure broader endorsement of the TOSSD measurement standard by sovereign states and international development actors and institutions, and to launch the follow-on process for drafting international directives (due by end-2017). 1. 5. The outlined roadmap of activities will enable the Secretariat to ensure that the proposal for the SLM is sound, feasible and comprehensive. As it stands, the resources available from the current PWB are not adequate to cover the expanded scope of work on TOSSD. In this regard, members are invited to volunteer additional support in the form of budgetary resources, leadership on country pilots including to recipient countries, hosting of workshops and engagement events and/or technical expertise through consultancies or secondments (in particular for the development of a high quality and comprehensive compendium and subsequent directives). The activities in the roadmap that are not highlighted are those for which additional support will be needed. 6. Members are invited to provide feedback on the proposed work plan and indications of their support for the activities detailed in the roadmap. 3

TOSSD: Technical development With the aim to progressing conceptual and methodological work through technical workshops, DAC/WP-STAT meetings, TOSSD pilots and consultations TOSSD compendium for public consultation End March : Initial annotated outline of the draft TOSSD compendium May: 1 st draft of the compendium for discussion by the DAC September: Revised compendium incorporating feedback from DAC members and others issued for discussion by the DAC. 10-11 October: DAC Senior Level Meeting Updated version of the compendium issued. 4
