The City of Piedmont The City of Piedmont is a charter city of approximately 11,000 residents located in the beautiful Oakland Hills, overlooking the San Francisco Bay. Piedmont is centrally located within a few minutes from Oakland and San Francisco on the West and Concord and Walnut Creek on the East. Within Piedmont's 1.7 square-mile area there are five parks and numerous landscaped areas which offer wooded paths, tennis courts, children's playgrounds, and picnic facilities. The City, which is virtually built out, consists of established, high-quality single family homes on quiet tree-lined streets. A large percentage of the population consists of long-time residents, while younger families are bringing an increased diversity to the community. Although the commercial district is extremely limited, the city has an estate zone in which lot size must be at least 20,000 square feet. Many of the homes in this zone date from the turn of the century and are important both historically and architecturally. A significant portion of the city is located in canyon areas where urban areas and wild land mingle. The residents of Piedmont take pride in their community and enjoy many city sponsored events such as movies and concerts in the park, the annual Martin Luther King Day celebration, the well-known 4th of July parade and the grand Harvest Festival. The City of Piedmont was incorporated in 1907 and is a full-service city operating under a City Council/Administrator form of government. Five Council members are elected at-large on a nonpartisan basis to staggered, four-year terms. The Council chooses a Mayor and Vice Mayor from among its members, and city officials are appointed by the City Council. Departments within the City include Administration, Finance, Planning, Public Works, Police, Fire, and Recreation. The City also operates KCOM-TV Channel 27, a government/educational access station. The City employs approximately 94 full-time employees and operates with an annual budget of $26.9 million.
Piedmont Fire Department The Fire Department currently has 24 full-time employees, who are split amongst three different shifts of eight personnel per day in addition to the Fire Chief. The Department also currently has one part-time administrative staff member. The Department's FY2013/2014 budget is $5.4 million. Dispatch services are provided through the Police Department. The Department staffs one Advanced Life Support engine, one Advanced Life Support truck, and one Advanced Life Support ambulance. To complement the Department's activities, a variety of services and classes are offered including those in CPR, first aid, safety inspections, and disaster preparedness training. The Fire Department also has a mutual aid agreement with the City of Oakland Fire Department. Mission Statement - The mission of the Piedmont Fire Department is to provide a high level of life and property safety through the extension of quality fire prevention, fire suppression control, advanced life support services, and public educational programs. The members of the Fire Department dedicate their individual and collective energies, talents, and resources to provide the best professional service to all. The Department currently responds to approximately 900 calls for service each year.
The Fire Lieutenant Position This is a promotional examination. Only internal candidates may apply. Fire Lieutenant is the first supervisory level in the sworn fire series, responsible for all activities on an assigned shift and for assisting with specified department administrative and multi-agency activities as assigned. Responsibilities include both shift command and the performance of a variety of emergency response, non-emergency maintenance and basic administrative duties. Incumbents may serve as a Fire Captain on a relief or as-assigned basis. This class is distinguished from Fire Captain in that the latter is a mid-manager with responsibilities for a number of administrative functions in addition to performing shift staff supervision. Under direction of the Fire Chief or a Fire Captain, the Fire Lieutenant deploys, supervises and reviews the work of Firefighters, Firefighter/Paramedics and Fire Engineers on an assigned shift; takes command of fires and other emergency incidents within the City unless relieved by a Captain or the Chief, performs the full range of emergency response duties as a member of a response team; coordinates and participates in non-emergency inspection, training, maintenance and related activities; assists Fire Captains in providing administrative support for specified departmental programs; and performs related work as assigned. Pay and Benefits MONTHLY / ANNUAL SALARY Fire Lieutenant Monthly: $8,334 Annual: $100,008 Incentives: Fire Officer 4%, Paramedic 12% Fire Captain Monthly: $7,929 to $9,633 Annual: $95,148 to 115,596 Incentives: Fire Officer 4% or Chief Officer 6% (not cumulative); Paramedic 12%. An assessment center involves a series of job-related exam problems, simulation exercises and questions. You will be assessed on your ability to perform key aspects of the Fire Lieutenant and/or Fire Captain job. For both ranks, you can expect four to six separate assessment exercises, involving such issues and formats as: emergency simulators, supervisory problems, station / shift supervision problems, problem analysis exercises; including such formats as direct a role play, an oral exam; written response to a problem; an oral presentation; or an interactive job simulation exercise.
