FCSS Program and Services Criteria What is FCSS? FCSS is a partnership between the Province, Municipalities and Metis Settlements that develops locally driven preventative social initiatives to enhance the well-being of individuals, families and communities. What programs and services may be offered through FCSS? Services under the program must: a. Be of preventive nature that enhances the social well-being of individuals and families through the promotion or intervention strategies provided at the earliest opportunity, and b. Do one or more of the following: Help people to develop independence, strengthen coping skills and become more resistant to crisis Help people to develop an awareness of social needs; Help people to develop interpersonal and group skills which enhance constructive relationships among people; Help people and communities to assume responsibility for decisions and actions which affect them; Provide supports that help sustain people as active participants in the community What programs and services cannot be offered through FCSS? Services provided under a program must not: a. Provide primarily for the recreation needs or leisure time pursuits of individuals b. Offer direct assistance, including money, food, clothing or shelter, to sustain an individual or family, c. Be primarily rehabilitative in nature, or d. Duplicate services that are ordinarily provided by a government or government agency What are the prohibited uses of FCSS funding? Expenditures of the program shall not include: a. The purchase of lands or buildings b. The construction or renovation of a building c. The purchase of motor vehicles d. Any costs required to sustain an organization that do not relate to direct service delivery under the program e. Municipal property taxes and levies f. Any payments to a member of a board or committee other than reimbursement for expenses approved.
FCSS Grant Application Process 1) Application Deadlines: January 15, March 15, May 15, September 15, November 15 2) Complete an FCSS Grant Application Form. Your application must include a projected budget and a detailed project description, and be authorized by the legal and/or financial signing authority for your organization. Incomplete application forms will be returned to the organization. Completed application forms may be submitted to: Lac Ste. Anne County Box 219 Sangudo, Alberta T0E 2A0 3) Review Process: a) Step 1 Administration will review the application to ensure the form is complete and includes all required information. As well, the project will be initially reviewed to ensure that it meets the FCSS mandate. b) Step 2 The Local Recreation & FCSS Board will meet to review the application. This board will make a funding recommendation (approval or denial) regarding the application, which will be presented to the applicable Municipal Councils. Region 1 and Region 4 request a representative from applicant organizations attend the local meeting to answer questions or provide further information regarding the application. Your organization will be requested to depart the meeting for the decision making portion of the meeting. Although attendance at the meeting is not a mandatory requirement, you are strongly encouraged to comply with this request to prevent the inability to make a funding recommendation due to lack of information. c) Step 3 The applicable Municipal Councils will review the recommendations from the Local Recreation/FCSS Board, making the final decision. FCSS can provide grant funding to not-for-profit agencies, community groups, associations and committees. FCSS will not provide funding to individuals or commercial enterprises.
FCSS Grant Evaluation Process 1. Evaluation Form: Successful organizations will receive an FCSS Grant Funding Evaluation Form with your approval letter and payment. Your organization must complete this form within 30 days of your project completion date (which you have provided on the application form). Overdue and outstanding reports can affect future applications. 2. Receipts/Invoices: Your organization is required to submit copies of all receipts/invoices and/or additional proof of expenses pertaining to your project. 3. Declaration: Your Evaluation Form and Final Accounting Documentation must be signed by one person with legal and/or financial signing authority for your organization. This signature indicates the organization s understanding of, and commitment to, the funding terms and conditions. 4. Change of Project / Project Extension: If your organization requires a change of project or a project extension, it must be requested in writing and is subject to approval. All funding must be expended prior to December 31 st of the year in which you receive funding. Final Documentation or Change Requests should be submitted to: Lac Ste.
