1. Welcome & Apologies Martin Gregg welcomed everyone to the meeting. ACTION 2. Declarations of Interests None declared. 3. Minutes of the previous meeting Minor amendments were made to the minutes of the previous meeting and subject to these amendments were approved as a true record. 4. Matters Arising Recruitment The PPI manager updated the meeting on recent recruitment to the PPI team. Pennie Jones and Carole Sales will now both be working as part-time Patient and Public Involvement and Equalities officers. Primary Care Strategy - AE thanked everyone for their feedback on the Draft Primary Care Strategy and confirmed that all feedback received was passed to the BNSSG co-ordinator. An update on the consultation will be brought back to a future IPEF meeting. Sustainability & Transformation Plan (STP) The STP in its current form is available on Bristol, North Somerset and South Gloucestershire CCG public websites. During this final quarter of 2016/17 the collective focus for the STP is on: Developing a detailed programme and timetable for a range of projects and programs of work across the three themes Agreeing how this work will be resourced, including identifying clinicians and managers to be involved and lead the work, as well as ensuring appropriate programme and project management to organise and support the work Developing plans for communication and engagement with the wider workforce, local people and other stakeholders Agreeing robust governance arrangements that will enable us to be effective in working together to deliver change and be held to account by our workforce and the people that rely on our services Updated plans will be shared with IPEF when they are available. The following points were raised regarding information being sent out to the public: Questions around whether sufficient information is available to the public other than via our websites. The style / format should be in Plain English so it can be easily 2
understood. Need to promote the work being done in order to make it better Does there need to be a focus on the materials that are already being used / about to be used i.e. different formats e.g. easy read and distribution of information should be sent out more widely not just via the website as not everyone has access to a computer. MG asked for members to look at the website and send any comments back to the IPEF team. ALL 5. GP Practice-based Minor Injury Service Pilot Evaluation Dr Ann Sephton attended the meeting to provide an update on this pilot project which is running for two years from April 2016. Items raised:- All patient feedback is welcome The service should be advertised further as it is not well known Different methods of communication could be used to get message out to everyone about the service being available i.e. texts, info to schools, signs outside GP practices Do the surgeries have capacity and suitable training to offer this service AE briefed the group on Healthwatch s plans to undertake a study of attendance at NBT s Emergency Department (ED) in the week commencing 20 th March with a particular focus on evaluating the impact of GP practice based minor injuries services on ED. It is hoped that this can be replicated next year to provide a good analysis of data. MG thanked AS for attending the meeting. 6. Spotlight Issue Mental Health Kate Archibald gave an update on Children s Mental Health & Emotional Wellbeing Services. Kate Archibald provided a brief overview of: Children s Community Health Services Procurement process and status CCG and national children and young people emotional health and wellbeing investments and service developments including provision of Off the Record counselling service for secondary school age children and training opportunity for schools and mental health professionals Collaborative work with NHS England on improving mental health provision for CYP involved with criminal justice services including speech and language therapy, multi-agency trauma and recovery training Bristol and South Gloucestershire CCG business case for additional resources to meet Mental Health Five Year Forward View requirements 3
MG asked members to think about any specific issues that need to be brought back to future meetings. Action: Learning difficulties to be added to the Forward Plan. PJ/AE Chris Mills gave a brief overview of the Improving Access to Psychological Therapies service and explained that in South Gloucestershire there are 19 providers, all who are part of the AQP Contract with the main providers as Avon Wiltshire Mental Health Partnership and Oasis Talk. He stated that the CCG is moving towards a new plan for the STP and there is a view by NHSE to look at plans overall at providing services throughout the BNSSG as one area. IAPT will fall within that remit. Chris emphasised that the voice of South Gloucestershire patients would still be heard. Chris explained that the pilot has been running for the last 12 months with the University of Chester through Oasis Talk, where patients from the Cluster 5 area have received high intensity interviews and a more intensive assessment of their needs. The pilot has now come to an end and is currently being evaluated by the University of Chester although this model of care is still being continued. Once the evaluation is published at the end of this month, it will be reviewed taken forward as appropriate as part of the South Gloucestershire Offer Action: Send Cluster Maps out to members for information PJ/AE Chris informed the members that a consultation will take place for the IAPT procurement across BNSSG and that IPEF members will have a chance to make their views heard. AE informed the group that an interim PPI report which helped shape the pilot is available on South Gloucestershire CCG Get Involved website. Action: Add Mental Health Strategy to the Forward Work Plan. PJ/AE 7. Equalities AE gave a brief overview of the CCG s duties and responsibilities with regard to the WRES (Workforce Race Equality Standard), EDS (Equality Delivery System) and PSED (Public Sector Equality Duty). She explained that all three areas interlock; covering slightly different areas and seen as a whole are a helpful means to take stock of how we are working on equalities as a CCG. WRES Action Plan from 2015/16:- PJ and AE reported on progress on the WRES Action Plan from 2015/16. All actions have now been addressed and key points include: Further development of our software provision to enable us to record training which is in addition to statutory and mandatory 4
courses. Communications team members are working to ensure greater representation of BME and other equality groups in CCG published materials including the website. EDS Update AE updated members on the work in progress on our Equality Delivery System report for 2016/17. A sub-group of IPEF members have been selected and will meet 1 st March 2017 to look at the first draft. This draft will be taken to the April IPEF meeting seeking comments / feedback and approval to send out to our stakeholders. PSED Update IPEF members reviewed our PSED Report for 2016 which is published annually and approved it for publication. This will be uploaded onto the website. AE/PJ 8. Reflection of meeting and Forward Plan MG stated that it was an interesting meeting and that all contributions were valuable. MG asked members how the meeting went and enquired whether there was too much content:- Points raised:- Positive actions Happier to speak up now more experienced in attending the meetings 9. Any Other Business IPEF members reminded of the need to undertake an annual selfassessment exercise. PJ to circulate self-assessment form. It was requested that this be returned by Thurs 30 th March.
