CAMP RUDDER JROTC CADET LEADERSHIP CHALLENGE SAFETY SOP 1. REFERENCES: a. CCR 145-2 (1 Feb 2012). b. 2014 Camp Rudder JROTC Cadet Leadership Challenge SOP c. 2014 Camp Rudder JROTC Cadet Leadership Challenge Medical Support Plan 2. PURPOSE: This SOP provides guidance and instructions for implementation of the safety programs and procedures utilized at the 2014 Camp Rudder JROTC Cadet Leadership Challenge (JCLC). 3. APPLICABILITY: a. This SOP is applicable to all operations and training events conducted at the 2014 Camp Rudder JCLC. b. This SOP supplements the references listed above. The primary reference for all JCLC safety matters and concerns is CCR 145-2 (1 Feb 2012). c. Safety is the primary, shared responsibility of all personnel attending JCLC. All staff and cadre members must read and familiarize themselves with all safety SOPs and procedures. Any staff or cadre member can shut down an activity and take immediate corrective action if an unsafe act is observed. Any cadet can call for the halt of any training activity if he/she observes or feels that an unsafe action or situation exists. 4. SAFETY OFFICERS: a. The JCLC Safety Officer (IAW the Camp Rudder JCLC SOP) is responsible for overall site supervision and implementation of safety procedures at JCLC. In coordinating with the Operations Officer and Training Event OICs. He will prepare a Risk Management/Risk Assessment and conduct daily safety inspections (IAW CCR 145-2) for all training activities and events conducted at JCLC. (See Enclosures 1-2) Daily results, along with those 1

from the Company/Platoon Safety Officers, will be used to determine the Safety Platoon for JCLC, and will be included in the JCLC Honor Platoon Competition calculations. (See Para 7d., Honor Platoon Selection Criteria) The JCLC Safety Officer will instruct and mentor the Company/Platoon Cadet Safety Officers in their responsibilities and execution of duties. He will also develop and execute the Platoon Safety Knowledge Quiz detailed in Paragraph 14, Enclosure 4 and in the Camp Rudder JCLC Honor Platoon Selection Criteria. Results will be considered in the selection of the Safety Platoon for JCLC.. b. Training Event OICs are the primary safety officers for their particular events. They must make a risk assessment daily and when conditions change, and will make recommendations to the JCLC Commandant and Operations Officer on whether an activity should be conducted that day. They will maintain a written training & safety plan for their event IAW CCR 145-2 and the Camp Rudder JCLC SOP at their training sites. A copy will be maintained in the JCLC Operations office. c. The JCLC Commandant will make a determination on all safety concerns and recommendations from the JCLC Safety Officer, Operations Officer, and Training Event OICs. The JCLC Commandant is the decision authority for medium risk activities. Under no circumstances will extreme or high risk activities ever be conducted. d. The JCLC Operations Officer/NCO will provide daily weather forecasts and recommendations on its training impact. No outdoors training will be conducted under severe weather conditions or moderate conditions when lighting is occurring or probable. The JCLC Safety Officer and Training Event OICs will establish lightening protective areas on or near training sites to be occupied whenever lightening is expected or present and training is suspended on the order of the US Army Camp Rudder Operations Office. e. Company and Platoon Cadet Safety Officers will monitor all safety procedures and concerns within the training company under the supervision and direction of the Training Event OICs, Company 1SG, Platoon Evaluators, and the JCLC Safety Officer. Company and Platoon Cadet Safety Officers will conduct daily safety inspections utilizing the checklist in Enclosure3. Enclosure 4 outlines specific duties and responsibilities of Cadet Safety Officers appointed to serve for the duration of JCLC. 5. SAFETY AWARENESS: a. All staff and cadre will insure all participating cadets are made aware of the safety precautions, requirements, and procedures for camp. 2

b. The following daily safety slogans will be utilized during camp: (1) Day 1 - Leaders are always Safety Officers. (2) Day 2 - Safety is a habit, get hooked on it. (3) Day 3 - Safety thrives, mistakes take lives. (4) Day 4 - Safety leads the way every day. (5) Day 5 - Don't be sorry, be safe. (6) Day 6 - Safety first, second, and always 6. CADET BUDDY SYSTEM. A "Training Buddy" system (IAW the Camp Rudder JCLC SOP) will be implemented during company administrative and organization time on the first day of JCLC and will continue through the closing ceremonies on the last day of JCLC. The Buddy System is the first line of safety defense at Camp Rudder JCLC. 7. ADDITIONAL SAFETY CONCERNS: a. All medical concerns and MEDEVAC procedures will be followed as outlined in the Camp Rudder JCLC Medical Support Plan. b. There will be as a minimum one radio, working cell phone, or regular phone at each training activity site. The Operations Officer will publish a list of available phone numbers. No training activities will be conducted unless there are working, reliable communications available at the site. c. No training activity or event will be conducted unless the JCLC Nurses or other qualified medical personnel are available on site. d. Water hydration of all participants is the responsibility of all cadre members. Every training site will have canteen/water refill capability. The recommended hydration goal is one quart per hour during training requiring moderate to heavy physical activities. e. Each training site will have the minimum required number of personnel to safely conduct training IAW that training event/activity s Training & Safety Plan. e. Training Company cadre will insure that cadets are in proper uniform to conduct training and that the uniform is modified according to the heat category. The Operations Office will put out daily heat advisory guidance, but the Training Company Cadre and Training Event OICs can make on-the-spot uniform decisions based current weather conditions. 3

g. Company cadre will insure cadets know how to protect themselves from biting and stinging insects such as ants and ticks, and how to avoid any dangerous animals such as snakes or bears in the training areas. Cadets will also be briefed on protective measures to take in the event of serve weather, especially actions to take in the event of lightening. h. All cadre will continuously conduct visual inspections of their area of responsibility for any poisonous flora and fauna, and for any other harmful objects or conditions that may cause injury or disrupt training. i. All cadre and cadets will familiarize themselves with the Hot Weather Safety Techniques (See Enclosure 5) and implement them throughout training at JCLC. 4

CAMP RUDDER JROTC CADET LEADERSHIP CHALLENGE CADET SAFETY OFFICERS The Company and Platoon Cadet Safety Officers are responsible for assuring that all cadets maintain a high level of safety awareness to prevent injury while participating in the JROTC Cadet Leadership Challenge. Specific duties include, but are not limited to, the following: 1. Stay with the cadet company/platoon while it is engaged in any training, transporting to and from any training, and when it is engaged in any company/platoon activity in the company area. 2. Advise the cadet chain of command of safety issues and practices to be followed and the safety motto for the day. Make sure the motto is passed on to and known by every cadet. 3. Hold daily safety meetings as required to pass on safety instructions and concerns. 4. Insure Cadet Safety Officers are designated in a way to be easily recognized. 5. Maintain any safety equipment issued for use in training or other activities. 6. Motivate cadets in the unit to observe safety measures at all times. Safety can be contagious. 7. Become familiar with and ensure the heat mitigation procedures are followed and advise the cadet chain of command of any violations. 8. Evaluate the safety level of all JCLC training and activities by using the checklist in Enclosure 3. 9. Make sure the Training Buddy System is established and adhered to at all time during JCLC. Reinforce the following reasons for having a training buddy with all cadets. Enclosure 4 a. To ensure my safety. b. To help build my confidence. c. To share ideas with. d. To help the team. e. To help me stay motivated. f. To have someone to talk to. g. To help me get ready for tomorrow. h. To help my buddy succeed.

10. Take positive corrective action whenever safety hazards and/or unsafe conditions are observed. Notify company and platoon cadre of any hazards and recommend corrective action. 11. Ensure cadets with previous heat injuries, on medication, or have life threatening allergies are properly identified and kept under closer observation at all times IAW the JCLC Medical Support Plan, Paragraph 4. 12. Upon his/her arrival at each training site, coordinate with the JCLC Safety Officer for any updates on safety hazards or procedures. 13. Assist the JCLC Safety Officer in maintaining a safety and healthy environment at JCLC. 14. Serve as Team Captain and select one cadet from each squad to compete in the Platoon Safety Knowledge Quiz outlined in the Camp Rudder JCLC Honor Platoon Selection Criteria. Enclosure 4, continued
