Supplemental Narrative Supplemental Narrative A. Provide a brief narrative describing pertinent features of the proposed project or target groups that are not addressed elsewhere in your proposal. This could include for example, characteristics of the dislocated worker population that require special services, innovative service strategies, etc. The individuals in training and supportive began services in a recessive economy and sought services at higher levels than previous years. To help combat this, Workforce Connections, Inc. is adding a OJT component to this request.. B. New grants. Please provide the following information at the time your WDA makes the first request for Special Response funds in a program year. Provide updates to this information at the time of a grant modification if significant changes have occurred. 1. Describe how Special Response funds are coordinated with and used to supplement the resources and services available through the local formula allocation funded dislocated workers program and how the need for Special Response funds is determined. Local formula allocations are used throughout the program year to fund services to dislocated workers affected by layoff. Once a dislocated workers enters the program, the Employment Coordinator works with the worker to outline an employment re-entry and retraining program. Projections of spending are made for the program year for dislocated workers in a re-training plan and/or job search plan. Funds are then allocated to the participant to cover his or her plan. Special response funding is used to cover workers from larger layoffs, when local formula funding is not sufficient to enroll all affected employees in the local grant. This is done to ensure that all affected employees from the dislocation can access the same level of services. 2. Description of local policies and processes: a. That ensure that all available sources of funds for training and supportive service are identified and used before the expenditure of WIA funds (Pell, TAA, veteran s benefits, etc.); WIA funding is used only after all possible avenues of funding have been explored. Employment Coordinators are reminded to look for other sources of funding. Coordinators need to verify that other sources of funding were used first or that other sources of funding were not available and include this in writing on training vouchers and within the participant files. Training and supportive assistance is provided only to WIA individuals who are registered for services and enrolled, or in WIA follow-up services. Supportive services are provided based on activities that have been pre-approved within the WIA Individual Employment Plan. 17

b. For determining local eligibility for and prioritizing services to dislocated workers, including how any local waiting lists for services are established and managed; Local eligibility and services are prioritized using the WIA local plan and the direction that was provided by the (WDB) via the planning committee. Priority preference should be given to veteran s and veteran s spouses. Additional direction includes: 1. An individual meeting low income or recipient of public assistance who is also a veteran or veteran s spouse would receive the highest priority; 2. Recipients of public assistance would receive the next priority of services; 3. Eligible veterans and spouses have priority over non-veterans for the third priority; Other local discretionary target population groups or weighted criteria process. Waiting lists are established when funds to serve current enrollees are obligated or exhausted. Names and phone numbers are will be entered into a spreadsheet so that individuals can be contacted if funds become available either through special response or other initiatives.. c. How labor market information is used to determine that dislocated workers are unlikely to return to the previous industry or occupation and to determine appropriate service options. Identify in-demand and targeted occupations in your WDA. Employment Coordinators and front line staff are trained on using current local labor market information to assess the growing and in-demand occupations. Publications from the Office of Economic Advisors and projections on WorkNet are used. The WDB also produced a Regional Innovations Grant Asset Mapping report (AIM2WIN) that outlines the demand industries and occupations in the tri-state area. The AIN2WIN report as well as State of the Workforce Reports on-line through both the WDB and Workforce Connections, Inc. websites. Occupations in the following industries are in-demand in the area: o Advanced Manufacturing (equipment and metal manufacturing; food manufacturing and furniture manufacturing) o Life Sciences (Biotechnology and healthcare) o Renewable Energy o Business and Professional Services. The WDB uses industry data, including those on growing industries, to plan strategies for workforce development. The AIM2WIN Report has outlined the current in-demand industries as well as the emerging industries. This information is used by economic developers as well as workforce professionals to steer job seekers toward in demand training. In addition, Workforce Development Consultants use labor market information when speaking with employers about wages in the area and current and future training needs. 18

Identify what services this project will provide that are not available through the TAA program. Describe the process for coordinating services across the WIA Local Dislocated Worker Program/Special Response Grant and TAA programs. Include a description of customer flow and the role of each program in providing assessment, employability plan development, case management, placement services, training and follow-up. TAA funding will be utilized when applicable for TAA eligible participants. The TAA program is coordinated with WIA in the service delivery area. Referrals are made to the TAA program, when a dislocation is certified for services. Case managers from both programs provide cooperative case management. TAA funds are used for qualified training, with the WIA program providing support services as necessary. The coordination is effective. 3.
