The Joint Crediting Mechanism (JCM) Workshop in Cambodia 27 th January 2016 Cambodiana Hotel, Phnom Penh Key Considerations on JCM Development and Project Registration in Cambodia Ms. Khlok Vichet Ratha Deputy Director, Department of Climate Change, GSSD, MoE
Presentation Outline What is JCM methodology? Steps of JCM implementation Who makes the methodology? Process for methodology approval in Cambodia Key considerations on JCM methodology development in Cambodia Example Concept of emissions under the JCM in Cambodia Process for project registration in Cambodia Key Considerations on JCM Project Registration in Cambodia 2
What is JCM methodology? JCM methodologies are sets of technical document which are developed to determine: Project s eligibility criteria, Monitoring method, Emission reduction measurement method of a JCM project JCM project methodology is design based on the implemented technology, so that a project with the same implemented technology can use the same methodology. 3
Steps of JCM implementation Project Participant / Each Government Submission of Proposed 1 Approval of Proposed 2 Can be conducted by the same TPE Can be conducted simultaneously Project Participant Third Party Entities Project Participant Third Party Entities decides the amount Each Government issues the credit Development of PDD * Validation Registration Monitoring Verification Issuance of credits 3 4 5 6 7 8 *PDD: Project Design Document 4
Who makes the methodology? Project Participant / Each Government Submission of Proposed Approval of Proposed 1 2 JCM methodology is approved by the based on JC member s own proposal or inputs from other entity. Government, technical experts, field assessment, and public comment are involved in the review of proposed methodologies Without the approved methodology, the measurement of emission reduction in a project cannot be verified. 5
Process for methodology approval in Cambodia Preparation of Proponent (Project Participant/Government) Prepare a draft methodology (supported by Secretariat) Discussion and review Submission of Proposed Completeness Check Public Comment Prepare a proposed methodology Submit the proposed methodology Notify the receipt of the submission Communicate the result of completeness check Completeness check [7 days] (secretariat) Public comment through JCM website [15 days] (secretariat) Continuous process from preparation to approval: Site visit to assess appropriateness Consultation with local experts Discussion meetings between JC ministries Approval of Proposed Notify the outcome of consideration to methodology proponent Assessment of the proposed methodology [60 days or up to 90 days] Approval of the proposed methodology 6
Key considerations on JCM methodology development in Cambodia Technical Aspect Reference data source Compliance Relevance Ease of understanding Consistency Examples Conservativeness of reference emission (case-by-case) Reference to available standards for default values and regulations [CNS (Cambodia National Standard), ISO, and JIS (Japanese standard)] Scientific principles and references Consideration of Cambodia circumstances: The level of technology widely used in Cambodia Interviews with relevant resource persons Collection of real data and field survey Source of available data (IPCC, national data, public data) Compliance to international and national regulations (e.g. control of refrigerants, hazardous materials) Compliance to JCM agreed rules, guidelines, and principles Applicability to real project situation Use of various energy sources at project locations Improvement from business as usual Use of simplified diagram Simplified language Terms and reference used consistent with other methodologies applied in Cambodia 7
Example: High Efficiency LED Lighting Utilizing Wireless Network Project Name: Introduction of High Efficiency LED Lighting Utilizing Wireless Network Project Participants Name: Minebea Co., Ltd. Shukaku Inc. Overseas Cambodian Investment Corporation(OCIC) Siem Reap Provincial Hall APSARA 8
Concept of emissions under the JCM in Cambodia Cambodian domestic emission reductions Emission reductions that may be credited under JCM Emission reductions = reference emissions project emissions 9
Process for project registration in Cambodia Project Participant Third-Party Entity (supported by Secretariat) Government Development of PDD Validation Validation and verification can be conducted simultaneously or separately. Registration Develop a PDD including a monitoring plan Complete an MoC Submit the validation report, and the validated PDD and MoC Complete a registration request form Submit the PDD and MoC, and request for validation and public comments Notify the receipt of the submission Validate a project Prepare a validation report Request for registration Notify the receipt of the request Notify the conclusion Public comments [30 days] (secretariat) Completeness check [7 days] (secretariat) Continuous process from project development to registration: Confirming the reference data used Confirming environmental impact assessment needs Confirming local stakeholders consultation result Confirming capacity building Confirming project implementation Notify the registration Registration Notify the registration 10
Key Considerations on JCM Project Registration in Cambodia Positive conclusion of overall validation opinion by Third-Party Entity (TPE). TPE team who conducted validation include Cambodian personnel (JCM Guidelines for Designation of a TPE). Project meets all requirement determined by the relevant methodology. Project meets the national requirement for conducting environmental impact assessment. Positive opinion from local stakeholder consultation conducted with appropriate representatives. Required capacity building are conducted. Project implementation is confirmed (by site visit, project meeting). Consistency and accuracy of data, information, and evidence. Understanding of JCM and its responsibilities by all parties involved in the project. 11
