Completing the Online Application Welcome to our online grants management system. Grants applications, reports and other requirements will be completed on this system. Refer to this page of our website for technical instructions, including how to retrieve a saved application. There are five sections to the 2017 Public Grants application, and all sections are required: 1. Executive Summary 2. Performance Measures (make sure you complete the correct tab according to your grant category) 3. Proposal Narrative 4. Certification 5. Attachments There is a sixth section, Strategic Plan (SP) Data Collection, that is not required. Refer to instructions throughout the application to assist you in completing the application. Applying for a Joint Project If you are applying for a joint project, each organization must submit a separate application. The only section that must be identical is the Proposal Narrative. Copy/Paste the same answers into each section of the Proposal Narrative. The Executive Summary (exception is the Project Name), Performance Measures and all attachments (exceptions may be Letters of Support, Memorandums of Understanding and Reports) will differ from organization to organization. Overview of the Access to Justice Grants Program The DC Bar Foundation (DCBF) is pleased to announce that it will award grants to nonprofit legal aid providers located in the District of Columbia to fund direct civil legal services to low-income DC

DCBF will award at least $4,500,000 due to a public grant, the Access to Justice (ATJ) Grants Program, from the District of Columbia Office of Victim Services and Justice Grants (OVSJG). Eligible civil legal aid providers can apply for a grant, that covers May 1, 2017 to December 31, 2017, in the following three areas: (a) underserved areas in the District of Columbia; (b) housingrelated matters; and (c) to support a shared legal services interpreter bank. Applications may be submitted for new projects and renewal of previously funded public projects. Organizations may apply for funding for multiple projects. Submit one project per application. DCBF defines the following terms for the purpose of determining eligibility for the ATJ Grants Program: 1. Direct civil legal services must include: (1) individual representation of District residents; (2) the supervision of such representation; (3) appellate advocacy on behalf of District residents; and (4) policy advocacy in the District that is associated with the representation of individual clients. 2. Low-income is calculated by using the U.S. Department of Housing and Urban Development (HUD) income limits that determine the eligibility for DC residents for HUD s assisted housing programs. 3. District resident is defined as any individual with a residential address in the District of Columbia. DCBF may accept an organization s reasonable functional alternatives to this definition to the extent that DCBF determines such functional alternatives are consistent with the goal of increasing access to justice in the District for special populations, including but not limited to individuals in correctional facilities, individuals living in or fleeing from violence, and homeless individuals. 4. Underserved is defined as those residents of the District of Columbia who share a common neighborhood, geographic area, language, culture, ethnicity, religion, life situation or lack of adequate and affordable access to legal services. 5. Housing-related matters is defined to include projects to address a broad range of issues associated with shelter, including tenancies, home ownership, homelessness, housing affordability and housing conditions. New Project Interviews Representatives of new projects must interview with staff and members of the Foundation s leadership. The interview will last approximately 45 minutes and take place on: February 13, 14, or 15, 2017. DCBF staff will contact the organization s executive director by Friday, February 3 to schedule the interview. New Project Interview Dates: Select the date(s) that are best for an interview with DCBF. Note, only essential employees of the project need to attend (one to three representatives). Complete this tab ONLY if you are applying for a grant in the category of underserved areas or housing-related matters. If you are applying for a grant in the category of shared legal services interpreter bank, please complete the next tab "Performance Measures - Int. Bank." The DC Bar Foundation uses performance measures to gauge the project s impact when evaluating the project s application and to track the performance of the project throughout the grant year. If the project is granted funding, the performance measures are then placed in your grant agreement, and you must report on your progress in achieving the performance measures in semiannual programmatic reports. As you see in the examples below, these are meant to be brief one- or two-sentence goals for the project this year. That is why they are capped at 75 words each; most will be under 30 words, though. All of the performance measures you complete here must be explained in the corresponding section of the Proposal Narrative. Please note you DO NOT need to have a performance measure for each statement below. Only answer the ones that are applicable to your project and will be incorporated into your activities for the year. Most organizations have six to ten performance measures for the year. The performance measures for organizations applying for joint projects will vary. For example, you may have the same performance measure for staffing the project's office, but you may maintain a different number of FTEs. For legal staff (for example: staff/senior/supervising attorneys, pro bono coordinators and legal directors): The number of attorneys who will staff this project. EX: Two attorneys will staff this project. The number of attorneys you plan to hire to meet the demands of the project. Include the full-time equivalent (FTE) amount. EX: Hire one attorney at 0.5 FTE. The number of full-time equivalent (FTE) attorneys who will be working on the project. Include new hires. EX: Maintain 1.13 attorney full-time equivalents. Other Non-Legal Staff Performance Measure B. Legal Services Describe the volume and type of legal services that the project intends to provide to low-income DC residents. Please be specific. The total number of DC residents you plan to provide legal assistance to during the grant year. EX: Provide legal assistance to at least 100 DC residents this grant year. The total number of matters you plan to accept for legal assistance during the grant year. Break this number down into the number of matters involving only legal advice or counsel, brief services and extended representation. EX: Provide legal assistance on at least 150 matters this grant year: 100 for legal advice/brief services and 50 for extended representation. Identify from which wards you expect to receive a majority of your clients. If possible, provide the number of individuals from each ward. EX: Continue to advise and/or provide extended representation, with a particular focus on individuals residing in Wards 7 and 8. Other Legal Services Performance Measure C. Outreach and Training Describe the types and number of outreach efforts and/or trainings your organization will conduct. Please be specific. Address all of the following that are applicable to your project: The number of individuals to whom you will conduct outreach in the project s issue area. EX: Conduct at least 10 outreach efforts to inform over 500 residents of Ward 7 and 8 about their legal rights. The number of trainings to be held (trainings covering legal topics for community, legal organizations, and/or non-legal organizations). EX: Conduct four trainings in DC on special education this year. The number of DC residents who will attend each of the trainings you described above. EX: Educate at least 60 DC residents at the trainings on special education. The number of literature distributed, number of individuals accessing website or online materials, and/or other ways to distribute information to public. D. Pro Bono Describe how you will maintain and/or increase your pro bono efforts. Please be specific. Address all of the following that are applicable to your project: The number of trainings conducted for pro bono attorneys. EX: Conduct four in-person substantive trainings for pro bono attorneys at DC law firms. The number of pro bono cases placed. EX: Identify and place at least 10 cases with pro bono attorneys. The number of pro bono cases co-counseled. EX: Co-counsel three cases with pro bono attorneys. Other Pro Bono Performance Measure (1 of 2) Describe the role that pro bono services will play in realizing the goals of the project. Please be specific. Address all of the following that are applicable to your project: The firms with which you currently partner. EX: Maintain pro bono relationships with Smith & Smith LLP and Jane Johnson LLP. Collaboration Describe how the project will utilize collaborative relationships to best meet its aims. Please be specific. Address all of the following that are applicable to your project: The names of legal aid organizations with which you plan to continue or begin formal partnerships. These are the ones with which your organization would have a memorandum of understanding that you have included in this application. The names of legal aid organizations or other agencies or organizations with which you plan to continue or begin informal partnerships. You may or may not have a memorandum of understanding with these organizations or agencies. EX: Collaborate with the DC Department of X, DC Agency of Y, US Office of Z, the East of the River Legal Services Casehandlers and Student Achievement for All. The number of workgroup meetings with organizations and/or agencies of common interest. EX: Participate in one meeting each quarter with other housing advocates in housing preservation activities. EX: Provide interpreters and/or translation services to at least 29 nonprofit, civil legal aid providers in the District of Columbia. The number of DC residents you plan to provide with interpretation and translation services. EX: Provide interpretation and translation services to at least 2,000 DC residents. C. Outreach Describe the interpreter bank's plans for conducting outreach on the scope of its services. Please be specific. The number of DC organizations that you plan to inform about your services. EX: Inform 16 DC organizations about the interpreter bank s services. The names of regional and national organizations that you plan to inform about your services. EX: Inform the National Legal Aid Alliance, Virginia Legal Defense Fund, and Maryland Center for Justice about the interpreter bank s services. Renewal Projects: Please address Sections A-E in your narrative, but in the context of describing your ongoing project. For Section A, address any changes that may have occurred in your organizational mission and purpose. For Section B, include: (a) the needs that were identified for the prior year of funding, (b) the outcomes that have been achieved thus far, (c) any changes in the needs of the people this project serves, and (d) how the project will be conducted during the current year of funding. Please answer Section C as asked. A summary of the qualifications and responsibilities of the staff and volunteers who will be working on the project. 2. A hiring plan describing how new staff will be integrated into the organization, including training and supervision. 3. The approximate total number of DC residents who will be served by the project in the year for which funding is sought. Where applicable, state the organization s reasonable functional alternative definition of District resident that is proposed to apply under the grant. 4. How the services will be coordinated with existing legal services programs. 5. Whether and how pro bono lawyers will be used in carrying out the project. 6. If relevant, how technology, including case management software, will be used to support the project and provide services. If you are applying for a grant in the Shared Legal Services Interpreter Bank category, the Project Description should include: 1. Development and/or identification of a cadre of interpreters qualified to assist individuals in their interactions with legal services providers. 2. Coordination of the provision of interpreter services among the various legal services providers and across the range of client interactions for which interpretation would be needed. 3. Determination of the level and nature of translation services needed and proposed mechanisms for meeting those needs, including software and other translation tools. 4. Identification of languages in which services would be offered, with an explanation of the basis for selecting the identified languages. 5. Provision of training necessary to develop and/or enhance the capacity of the legal services provider organizations to both use interpreter and translation services and to interact with client populations with differing language needs, such as cultural competency training.
