Support to Air Transport Sector and Satellite Navigation The Programme includes 4 projects and two of them (SAFIR and TREGA) are specifically created to support the development and introduction of GNSS/EGNOS services in Sub-Saharan Africa. The EGNOS Africa Joint Programme Office (JPO) - created under the SAFIR project as a regional structure responsible for coordinating the GNSS/EGNOS programmes in sub- Saharan Africa The programme is funded by the European Commission through the 10th EDF, managed by ACP and SAFIR implemented by a consortium led by ASECNA, and including EgisAvia, PILDO Labs and ESSP 7

SAFIR The SAFIR overall objective is to build a core Team of technical competence within relevant ACP organisations able to define and oversee the development and deployment of GNSS/EGNOS in Sub- Saharan Africa. Aviation as the driver but non aviation is considered as well. SAFIR is a two-year project and has two main activities to achieve: Activity 1: Set-up, staffing and Operation of an EGNOS-Africa Joint Programme Office (JPO) Activity 2: Set-up and support for GNSS/EGNOS Working Sessions (WSs) comprising JPO staff and representatives of stakeholders concerned with GNSS/EGNOS. 9
SAFIR Activity 1 EGNOS-Africa Joint Programme Office (JPO) Main objective of JPO to define the baseline and to oversee the subsequent implementation phase for the specification and procurement of the development and the deployment of GNSS/EGNOS in Africa. The goal - to manage future programmes related to GNSS/EGNOS in Africa for all types of applications with a particular attention given to aviation as a main driver. 10

TREGA The TREGA (TRaining for Egnos in Africa) Project aims to support the implementation of GNSS/EGNOS in Sub- Saharan Africa by: providing training on space project management, GNSS and EGNOS technology, SBAS (Satellite-Based Augmentation System) service provision and user support, and applied legal and regulatory matters to members of the EGNOS-Africa Joint Programme Office; selecting, procuring and using a testing platform and software simulator as a preliminary backbone infrastructure for the implementation of SBAS services in Sub-Saharan Africa; training a core number of African professionals to be able to address technical problems related to the conditions of Sub- Saharan Africa, making use of the testing platform/software simulator. 18

Conclusion SAFIR and TREGA facilitate the implementation of Africa-EU Strategic Partnership on extension of EGNOS to Sub- Saharan Africa. Establishment of EGNOS-Africa Joint Programme Office is a concrete step towards EGNOS implementation in Sub- Saharan Africa. 20
