Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The project was approved on December 9, 2015 and became effective on January 15, 2016. The project has already disbursed $28 million in July 2016 in addition to the $50 million advance. An additional disbursement of around 26 million is scheduled for June 2017, following the successful completion of the verification mission pertaining to the related prior results by the IVA (IGAT). Technical assistance to support the Program and the sector has been mobilized using trust funds, enabling the definition and adoption of a Priority Program of Corridors (linked to DLI 6 and 7). The mission focused on result framework, technical assistance and validation of results triggering disbursement (DLI). Sustained and visible progress was made by the counterpart for the achievement of institutional results as well as infrastructure improvements (notably in Marrakesh where the Massira BRT corridor is scheduled to be operational by the end of FY17, after a few months of delay due to institutional coordination and technical capacity of the city to install equipment and systems needed for electric buses following the COP22). The strengthened system is in the process of being deployed in Agadir as a pilot before its implementation in at least 2 other cities in the next 6 months as planned. PHDLIPDOTBL PHDLIPDOTBL PHDLIPDOTBL MoI and MEF. Number of Operational Associations of Urban Aglomerations (Number) Value 0.00 -- 2.00 Comments Several Associations of Urban Agglomerations (ECI) that cover urban transport have been created in the past few years, notably in Greater Rabat, Casablanca, Nador and Agadir. Both the ECI of Agadir and Casablanca have been assessed to be operational, as verified by IGAT, which has enabled a disbursement of USD 8.33 million for this DLI in July 2016 (for Agadir) and is expected to allow a disbursement of another USD 8.33 million (for Casablanca) for this DLI before the end of FY17. Number of urban mobility masterplans prepared using a structured process and participatory approach (Number) Value 3.00 -- 6.00 Comments Several urban mobility masterplans (PDU) have been prepared (or are under preparation) in past few years in Morocco. In 2016, the PDU of Agadir and Oujda have been verified by IGAT in terms of structured process and participatory approach followed, which has enabled the disbursement of USD 15 million for this DLI in July 2016. The PDU of El Jadida has recently been confirmed as adequate in the last verification mission by IGAT and will be included in the next disbursement request before the end of FY 2017. Number of operational municipaly-owned urban transport enterprises (Number) Value 2.00 -- 2.00 Comments Several municipally-owned urban transport enterprises (SDL) have been created (or are under creation) in the past few years, notably in Greater Rabat, Casablanca, Agadir and Marrakech. Aside of the ones that have been in existence before the start of the Program, the SDL of Marrakech is the most advanced one in terms of operationalization (it still however lacks proper funding which hinders the recruitment and compensation of human resources that are necessary for its adequate functioning). It is likely to be included in the next disbursement request by the GoM (subject to verification by IGAT in its next mission) if its shows significant progress in this regard by then. Page 4 of 8
