Project IEE-12-708/SI2.661214-Primes D6.9 Report twinning activities Summary Task 6.9 describes the planned twinning activities which divides into three sub actions: Training of regional collaborators Training of national twinning partners Case studies sent to all twinning partners The regional collaborators are the organizations receiving task force interventions (listed in schedule 4a). The training and actions are reported in D4.1. The national twinning partners are described in schedule 6c in Annex1, and below follows reports of the activities, successes and deviations per country. There has been 13 national twinning partners in total. All twinning partners has received case studies per mail or newsletter. The original plan was to let the twinning partners have access to the intranet section for the project, but as the procurement forum turned out less easy to use than expected, regarding file sharing and organization of files, the consortium reverted to use mail as the main document sharing method. Therefore the twinning partners were never given access to the procurement forum, and received information and documents via mail instead. The results from the twinning activities shows not only an increased awareness and knowledge of GPP, but also a willingness to develop further GPP projects or collaborations, and aims of incorporating GPP in strategic sustainability processes. Activities per country France - Rhônalpénergie-Environnement Previously AACT (the old name of AAP today) was thought to be the twinning partner who would benefit of trainings. In fact it clearly appeared that they doesn't need any more information about GPP because that's definitively one of the most well informed organisation about this. As said in the AF : "The partners will train their regional collaborators and thereby enable them to subsequently train the staff at public authorities in their own areas. The purpose behind the twinning concept is to ensure efficient replication in organisations which are not covered by the PRIMES project but nevertheless have a strong self-interest in replicating the project activities." That's why we have rather chosen to train staff of RAEE who are experts in their field (renewable energies, energy efficiency, biogas, green electricity,...) so that they can become some new experts about GPP and convince politicians and municipalities to go ahead on these topics. During project implementation phase cooperation with all 3 twinning partners were excellent, very tight and supportive from all of them. All 3 twinning partners participated almost in all PRIMS activities starting with national kick off, all 6 trainings organised, Energy days, round table discussions with suppliers, seminars, participation in common stand in exhibition Environment and Energy and participation in PRIMES national final event with presentations and panel discussion. Twinning partner MoEPRD organised GPP work group meetings, as they are responsible form GPP regulatory frame work development at national level, where quite often PRIMES partners were invited to give presentations about planned activities, trainings, GPP calculators, case studies and experience to develop national GPP guidelines. LALRG also invited PRIMES experts to participate in different side events for municipal mayors to explain LCC approach and implemented case studies. PMB participated in all trainings to give support and explain GPP approach if any doubts about possible complains will raise up from suppliers and share experience about implemented GPPs and most often asked questions. The first part of event was organised as event, topics discussed seminar with presentations and best practice example from region where GPP is already implemented. Ergli municipality presented its implemented School dormitory, which was renovated after passive house principles and green criteria. Deputy State secretary introduced with GPP legislation and planned activities in Latvia. Training session was organised about GPP in transport sector. Presentations, practical exercises during training course. Case studies disseminated (name, serial number) 1 case study about passive house building in Latvia, Vidzeme region, but not yet PRIMES case studies. Place, date Kurzeme 13.11.2015. The first part of event was organised as event, topics discussed seminar with presentations and best practice example from region where GPP is already implemented. The best practice example was presented by Liepaja municipality, which is one of pilot-municipalities in Latvia and have developed GPP for building renovation with help of PRIMES Task force team. Two training session were organised in Kuldiga, Kurzeme region at the same time as parallel sessions. After training common presentation about results and what was discussed during it was presented for other audience. Presentations, practical exercises during training course. Case studies disseminated (name, serial number) 1 case study about energy efficient renovation implementing GPP criteria for higher energy efficiency and better indoor environment, Kurzeme region. Tukums municipality presented its implemented sustainable catering strategy, how they procured catering service for municipal buildings using GPP criteria, organised discussions with potential suppliers etc. Two training session were organised at the same time as parallel sessions. After training common presentation about results and what was discussed during it was presented for other audience. Presentations, practical exercises during training course. 1 case study about sustainable catering strategy for municipal buildings (schools, kindergartens, hospitals, etc.) using GPP criteria, Zemgale region. The first part of event was organised as event, topics discussed seminar with presentations and experience sharing between municipalities about barriers and solutions. Two training session were organised at the same time as parallel sessions. After training common presentation about results and what was discussed during it was presented for other audience. Presentations, practical exercises during training course. Case studies disseminated (name, serial number) 1 case study about energy efficient LED street lighting in Preiļi municipality using GPP criteria, Latgale region. Place, date Central region 04.12.2015. Latvian Environmental Investment Fund, Ministry of Environmental Protection and Regional Development, Latvian Association of Local and Regional Governments, Procurement Monitoring Bureau and municipal representatives from Central region and other region municipalities. The first part of event was organised event, topics discussed as seminar with presentations and best practice example from Carnikava municipality was presented, where GPP is applied for school renovation integrating RES technologies. Two training session were organised at the same time regarding GGP in construction sector, which were most visited in all regions and second about green electricity procurement. After training common presentation about results and what was discussed during it was presented for other audience. Presentations, practical exercises during training course. Decisions at meeting evaluation of meeting Follow up of results (to be completed at the end of project) It s better to work on real case and ask municipalities what exactly they plan procure in next period and develop criteria in groups for real cases not show general examples. As well between training staff is important to have procurement specialist or lawyer, who maybe are not expert about green criteria, because task force team is, but know very well procurement law and procedure. Otherwise could be not very comfortable situation, when trainer suggests some criteria which are not in line with local laws or rules. As well construction procurements are one of the most difficult, but at the same time most interesting ones. Yes, questionnaires were distributed and collected See attached files (also reported in D6.6 and D6.8). The follow up was made during PRIMES national final event in Riga in October 19, where different participants form municipalities (in total 34 municipalities were represented from 119) supplier associations, experts, policy makers and state companies as well. All case studies were presented and municipalities gave presentations about their implemented GPP, problems, barriers, benefits and solutions. For project result sustainability video about GPP where Latvian municipalities mayors are explaining their opinion, why GPP is important and why they are implementing in in their municipalities and suggest to others to do the same. In schedule 6c we specified two twinning occasions but in total there has been 7 twinning occasions with Kalmar. In order to meet the needs and provide information tailored to the already high level of knowledge, the Swedish taskforce held TFI for several actors at the same time. By doing so that it became possible to invite experts, consultants, other municipalities, authorities, suppliers, etc. In total the TFI interventions shifted from personal trainings/information on GPP, to phone/web meetings, webinars, seminars and workshops with invited experts and knowledge exchange between key actors and they included training modules, exchange of experiences, practical information about how GPP criteria may be used, tools and support, etc. The approach led to participation of a larger number of municipalities that originally foreseen, benefiting from the actions within the scope of PRIMES. As this is the case, the actions of WP4 and WP6 are entwined, as the seminars are both TFI interventions regarding the original municipalities, and twinning/dissemination/replication regarding the additional municipalities. Klimatsamverkan Kalmar län (between 15-40 participants in the events) About twinning partner The twinning partner listed in Schedule 6c is Kalmar county, which we reach through the climate network (Klimatsamverkan) where municipalities from the region meet together with the Kalmar County board and Kalmar Region. Short description on event, topics discussed The areas where support were discussed were mainly within lighting, vehicles and IT, though other topics also were discussed, like legislation, good practises, information about the common GPP (SPP) criteria s used to day, based on The National Agency for Public Procurements criteria library as well as PRIMES findings and actions and BuySmart+ information. Case studies disseminated All the published case studies has been sent out to all participants in Klimatsamverkan, as well as links to the training material and a summary of the PRIMES findings. See attachment 2. Follow up of results The interest for the support PRIMES supplied has been high, and the municipalities now know where to ask for help in future green procurements. The Croatian twining partners changed from the ones listed in 6c as more suitable partners for twinning were found during the course of the project. One of those partners is North-West Croatia Regional Energy Agency (REGEA) and the other is Medjimurje Enegy agency. With each twinning partner one meeting was held where case studies and training materials from the Primes project were presented.
