North and West Metro Alcohol and Other Drug Service Intake and Assessment: Service Provider Update This is the first of a series of updates for service providers in Melbourne s north and west on the significant changes to the delivery of key alcohol and other drug (AOD) treatment services. This document provides information about: the new Intake and Assessment model; & an outline of the recommissioned services to be delivered in the Inner North, North Melbourne, North West Melbourne and South West Melbourne catchments by ReGen, Odyssey and our service partners. Further updates will follow as more information about this and other services becomes available. As the lead providers of AOD treatment services in the Inner North, North Melbourne, North West Melbourne and South West Melbourne catchments, UnitingCare ReGen (ReGen) and Odyssey House Victoria (Odyssey) are currently working with partner services and other AOD providers to ensure a smooth transition from existing service systems to the new model from September 1 st. We are committed to ensuring treatment accessibility throughout the four catchments and are working together with the Department of Health, other contracted treatment providers and referring services to support the development of an integrated Intake and Assessment system. There is still much that needs to be done, both before the commencement of the recommissioned services and in the coming months. We will work together with all affected service providers to implement, review and refine the new service system. Intake and Assessment Model Our centralised Intake and Assessment model for the four catchments has been utilised successfully by some consortium members in the past. It is comprised of three key components: 1. Triage; 2. Assessment; 3. Clinical Review. Diagram One (see next page) provides an example of a client s clinical pathway through the Intake and Assessment structure and into agreed AOD treatment. Diagram One: Clinical pathway through Intake and Assessment model The first step for clients will be contacting the Triage workers via our new 1800 number (1800 700 514). The Triage worker will ascertain what the caller is looking for and either provide information and/or referral or facilitate an AOD screening, which will determine the callers eligibility for AOD treatment and assign clients to classification tiers according to the mandated tool developed by Turning Point. All contacts with the Triage worker will receive a response within 24 hours. Face-toface and online screening is also available. In time, clients will also be able to book appointments online via the ReGen and Odyssey websites. A comprehensive AOD assessment (or, if appropriate, a brief counselling intervention) will be arranged for eligible clients at a location and time that is most convenient for them. Clients not assessed as eligible for AOD services will be provided with the following: Information and Advice Psycho-education Telephone Brief Intervention If appropriate, they may also be referred to other providers offering mental health, family, children and housing services. The daily Clinical Review meeting is central to our model. It enables the multidisciplinary review of all assessments and draft treatment plans undertaken that day (or late the previous day) from across the whole catchment. It is coordinated by the catchment Clinical Consultant and is attended (in person, or via video-conferencing for offsite staff) by the workers who have completed the assessments under review, and other specialist staff as appropriate: depending upon the presenting issues identified at assessment. Clinical Review will be facilitated by senior clinicians and involving workers from across AOD and including the capacity to involve other relevant services (e.g. AMHS, MHCSS, Primary Care Partnerships and Child FIRST). Clinical Review utilises the mandated classification tiers model with assessment information to confirm the complexity of clients needs ( standard or complex ) and provides a co-ordinated, multi-disciplinary approach to treatment planning.. Catchment Services Recommissioned services will commence at the following locations on September 1 st (see chart on following page). Further key contact details for clients and service providers will be provided when confirmed. ReGen and Odyssey will continue to liaise with the Victorian Department of Health and catchment service providers to confirm the location of new service locations, based on local demand and the accessibility of existing services. New service locations will be established in the coming months. Clients and service providers will be kept fully informed of any changes to service delivery in their catchment.
