TMCSC Meeting Minutes Week 4, Winter Quarter 2016 Thursday, January 28th 2016, 6:30 PM I. Call to order a. 6:32pm II. Roll Call III. Approval of the Minutes a. Approved IV. Public Input a. Provost Havis: Come to Lunch with the Provost program and lunch with the council at the Faculty club! He is leaving after July 1 st as a provost but he will hopefully still teach the Marshall First Year Experience class. The new provost will probably do a Marshall council seminar in the fall so we can meet him. Every part of the campus has had an architectural plan and Marshall College s plan is being set so it will change a lot in the next three to four years. The planning will all be done by May. Even though we will not be here when the changes happen, we can have input on what happens. Also within a year DOC will be in the timeline for new leadership and faculty. It may be a full time position by June of 2017 for the director of the program. Our input will really help decide what the future of DOC will be. Financially our college is very stable right now so we will be looking for a great speaker for our commencement this year. a. SFAC: Thank you so much for everything you have done for our college, we really appreciate all that you do! b. Senator Vahdani: At Dine with the Provost last year we talked a little about Marshall having a sister school in Mexico. Do you have any ideas on how we can execute that idea? i. We should have a sister college in Mexico to do projects and that could come out of council because we just have to identify a college in Mexico that is comparable in size to Marshall and we could do an exchange program. We would have funds to send 5 students to go there by the end of this year. It would be diplomacy and we would have a sister town and college. ii. International Rep: Her concern is the language requirement for students who would not know Spanish. 1. There is still an allowance for English to be spoken in Mexico or other countries. For the Saturday health clinic you don t have to speak Spanish. 2. Int. Rep: Volunteer abroad programs seem to mostly be Spanish speaking. 3. You may be able to do an immersion program where you would only take one quarter and then be immersed to learn the language.

iii. SFAC: For an exchange program when would you foresee it happening? 1. It could be missing one week of classes plus Spring break and a lot of Professors might let you have the week off. There should be creative solutions to that. iv. Chair: Last year there were so many changes to the FYE program will they continue those changes or change it even more? 1. We added the transfer program but made it too similar to the FYE program so next year we will make it more focused on grad school and after graduation. 2. Also we will not try to grow it by doubling each year. We want quality discussion leaders and transfer students did not enroll nearly as much as first years but they may see the need for it in the winter. We will have 12 classes next year as well and will look at stats to change the curriculum. v. Senator Vahdani: The Senators created a back funding survey, what do you think about the ideas? 1. Remember when we acquired the pool table and piano and students from other colleges were using them? The whole campus wants UCSD to be a 7 day experience to make a community. There are not enough study spaces but we want the funds to go toward all the students not just 40 or so. Not everyone lives on campus so if we could get more people to use the weekend experience that would be better. We need to try something out and make sure to care for it and then see how it works. V. Icebreaker a. With your group, plan a dream month-long vacation VI. Issue Discussion a. Director of Public Relations is Qiqi! Congratulations!! b. Sun God kits: 1. What do we want to get for Sun God? Angela the AVP of College Affairs is thinking of pulling together the budget for each college to get something in bulk. 2. VCI: In internal we talked about some sort of hat, and buying in bulk would probably be a good idea 3. STUD S&C: Some older students were saying it got really hot so maybe those fan things that also spray water might be good. 4. ASCE: Sun God is tropical themed so the gifts could go with the theme. 5. Dir. of PR: Fanny packs could be $2.25/piece without shipping and tax so that could be affordable. 6. ASCE: It could be cool to have something unique for Marshall and something sustainable would be good.

7. LSAC: Sunglasses could be nice for the heat. 8. VCI: How much do we spend usually? i. Last year it was $800, usually around $600 9. Dir. of PR: Since Marshall has the lowest student fees then it would be nice to be able to combine with them to get more for our students. 10. STUD Justice: Having a unique item for Marshall would be a memento specifically for Marshall students 11. SFAC: We could do snapbacks with different colors that are blank so people could decorate their own and have ones customized for their college. 12. STUD Justice: It could be snapback Saturday! 13. Dir. of Prog.: Are we doing floatee training still? i. Yes but unsure when ii. ASCE Lopez: What are floatees? a. They have responsible bystanders who are trained to look out for everyone. 14. Straw poll: yes: 5, no: 8, no preference: 4 15. Dean Wendy: A cost estimate would be helpful. 16. Senator Vahdani: We should see what the other colleges want to do. 17. Dir. of Admin: Agrees, would have more of an opinion if we knew what everyone else was doing. c. Food Pantry Collaboration: A.S. is thinking of having an MOU for each of the six colleges to pay $1,000 to help out the food pantry this year. 1. VCI: Supports it and is it only for this year? i. The MOU would only be in effect for this year. 2. STUD Justice: We have the most students going there so we should contribute. 3. ASCE Custodio: Is in favor of it, but how would we pay for it? i. We have a little in unallocated or we could use back funding. We could ask for a little more from each org next year too. 4. Senator Vahdani: On Monday there was very limited food and about 20 people came in and about 18 left with no food so the more money they have the less that this will be a problem. It could be really hard for students to need the resource and then to not have food. 5. VCI: We should use the back funding it is probably the best way to help the students. 6. Dir. of Admin.: Her tour guide group is all talking about the Triton Food Pantry when they give tours so if people went in and then saw there was no food that would be a bad representation for the efforts our school goes to in order to protect food insecurity. 7. Straw Poll: Yes, take the money from unallocated: 1 Yes, take it from back funding: 14, Yes, decrease the amount from unallocated: 0 Yes, decrease the amount from back funding: 2 No:0 Abstain: 3 8. Senator Vahdani: About how much is in unallocated? i. About $3,000 but last year we ran out in the spring. ii. Is it possible to just give money to the food pantry?

VII. VII. IX. a. Yes, we often have line items that are not just for activities. Business a. Finance 1. No report. b. Internal 1. Polos: He will start collecting money for the shirts and needs it by Sunday for $23.68 in venmo, cash, or check. We will get it by Feb. 20 th at the latest. 2. Constitutional Changes: We will discuss but cannot vote without 2/3 voting members. The changes are on If a voting member is requesting funds but then cannot vote in finance committee on their own funding request, quorum can still be present if a different voting member replaces them for that specific vote. The second is for an optional external committee which will be in place of a missed committee meeting for that week only. And the third is for policies for members who resigned. To fill these positions we will have three weeks, the first two weeks will be advertising for the position and the third week will have interviews at the next council meeting and then we will have a new person appointed. 3. SFAC: look up the old external committee language 4. Dir. of Admin: Is there any language about who will make up the interview committee? i. The chair has the power to create a specific committee so it could go under that. ii. UCAB: For the finance part would we just need one more member than usual? 1. Yes so for example if there was a Senator who could not vote we could have a STUD vote instead. c. External 1. No report. Happy Thoughts Reports a. Director of Programming 1. Thanks to everyone who came out to the all council retreat! Let her know if you have any feedback and get excited for the all council dodgeball game! b. Director of Public Relations 1. The website is updated with the minutes and the constitution as well as finance information. She is also going to work on the Facebook page staying updated. Director of Administration

1. So sorry for missing the last two meetings. I will not miss anymore for sure! 2. Congrats to Audrey for reading the minutes the last three weeks and Ellen, Tara, and Kim for reading last week! 3. A lot less people have been reading minutes and attending meetings this quarter so please don t fall into the winter quarter slump! I will be emailing people who are approaching their 5 absences soon. d. Senators 1. For the Back Funding survey: Book lending program had the most people who chose it as their first choice. If we could get more students from off campus to vote, that would be great! The blog was created over the summer and their Chief of Staff is updating it each week so if there is ever an event you want to advertise let them know and they can post it. 2. Bagels and Board Games is on Sunday! Can anyone bring games? Or a toaster? 3. In A.S. there is an open campus wide senator position and a position open for the AS Advocate General. The election manager position is still open as well so please apply! The D1 referendum passed last night with 29-0-0. There will be graphics to go along with the referendum so from there it will go through a bunch of people but if any changes are made along the way it will have to go back through each person. The BRC and the Raza Resource Centro each got a new staff member. A new resource center may be created soon also. i. WCSAB: Are we as council members allowed to fill out the survey? 1. No. ii. Food Pantry: Is the language you posted on Facebook the new language for the D1 referendum? 1. Yes 2. Food Pantry: It is still not very different and it is not reflecting the language that all needs to be there. 3. The major points do capture what the current student fee is and what it will become. There will be a graphic of how the money in athletics will be used on the ballot. So let s all try to make information available to people in the next couple of months. e. Dean 1. Apply for the $10,000 scholarship for students in student government! As long as your credits make you a junior you are qualified. 2. Go to college bowl! You can go cheer everyone on if you do not want to participate also. f. Chair 1. Thanks to everyone who went to the all campus retreat!

2. For the Assassin game! There are only 4 people left! If people have feedback let him know! 3. He has heard that some people are interested in elections so let him or anyone else know if you have any questions! 4. What is happening with the bulletin board? Carlos is the new RA for L house so he will be our new RA Liaison. 5. Kevin will have a gospel choir final so he will not be at meeting week 8 and the VCI will be acting as chair that week. 6. Anyone considering the elections manager should talk to Kevin after meeting. i. VCI: Can we know who the potential candidates are for election manager? 1. Let s wait for a little bit. ii. Me: What do you all think about seeing who will run next week by naming off the positions and seeing who is interested? iii. Dir. of PR: That might be good to help form a slate. iv. VCI: It might be a little early now. v. Chair: We could have a motion to have a discussion on it whenever people want to do that. vi. Senator Vahdani: Filing deadlines are coming up and when you run as a slate you all should have goals and similar platforms in addition to your individual goals for your position. vii. SFAC: Feel free to talk to her or Kevin who have seen multiple election cycles. g. Other TMCSC Members 1. ASCE Lopez: Next Wed. there is an event with Robert Delong who is performing in Coachella this year. It is only $10 on next Wednesday. 2. WCSAB: Every 7 years or so there is a survey that goes out to 7,000 randomly selected students about mental and physical health so if you get the email around Feb. 7 th please fill out the survey. CAPS is thinking of relocating to a central building with the Zone and CAPS and the Student Health services center all being located together. i. Senator Vahdani: If you want to make a blurb about the survey she can post it on the Senator page. 3. ACT is making care packages from 6-7pm on Wednesday in fireside lounge. They will distribute them at res life at 7pm. 4. UCAB: Taco Villa finally has their permit so they will start construction. They are working on space allocation and they passed a motion to raise the tech fee to $500 max because of the UCEN referendum. X. Question Time/Announcements 1. Senator Vahdani: Gender buffet is tomorrow and the topic is women in engineering. 2. ACT Rep: There is a mini soccer game by the Dean s interns with goodie bags at the admin building from 12:30-2pm tomorrow. 3. Food Pantry: There is a climate action plan presentation and they would be interested in giving a presentation to us if we are

Senator Vahdani: At the A.S. retreat some people talked about how the campus planning committee came and gave them a presentation so we should try to get them to come into our meeting too.
