Ths is to certify the validity of the figures used to evaluate the economic impact of the loss ofjobs and spending regarding recommendations of DoD base closures in the Pittsburgh region. The Pittsburgh MSA overall employment figure is based on information from the Department of Labor 2005 statistics that lower the MSA number to 1,137, 600. b. A 1.2 employment multiplier used in the task force evaluation is a manufacturing multiplier obtained fiom Role of Manufacturing in Economic Future of the Pitt&urgh Region. This multiplier is appropriate to the nature of employment by DoD employees as basic industry jobs for analysis of a region like the Pittsburgh MSA. c. Average regional income was obtained from Pennsylvania Labor Market Infoilnation News Releases. d. Both the multiplier and average regional income figures are those used in the most recent (2004) economic impact report of the 171 Air Refueling Wing of the Pennsylvania,4ir National Guard, stationed at Pittsburgh International Airport. These figures give a conservative estimate of impact in today's economic climate, but are used by the task force to give consistency to military economic impact information for the Pittsburgh MSA. e. The 99"' RSC and the Kelly Support Center payroll and spending figures are conservative estimates due to the necessity of estimating amounts appropriate to the Pittsburgh MSA as a portion of state wide 99"' RSC figures. 2. I certify that these data are valid and appropriate based on the nature of DoD job FTE's (including part time reserve positions) and are consistent with other local units providing infomation to DoD for evaluation in the BRAC process.
