1. Introduction The Hong Kong Science and Technology Parks Corporation (HKSTP) is looking to establish a partnership with reliable, professional, and efficient IT vendors with proven track record in providing IT application system quality assurance and testing services. HKSTP often engage external software development companies (Developer) to help it develop business software applications (e.g. online workflow, mobile app, facilities booking system, online job bulletin, etc.). Although user representatives would take part in the User Acceptance Test, often the user testing is not throughout enough and sometime undiscovered software bugs slipped through to Production. Hence HKSTP plan to engage third party consultant to conduct independent testing of the business software applications as part of the project s quality assurance process. In view of the Corporation s diverse application system quality assurance (SQA) service needs, HKSTP intends to shortlist TWO companies as the corporation s qualified SQA vendors. Companies selected as HKSTP s qualified SQA vendors will primarily work with HKSTP on per project basis. The purpose of this RFP is to shortlist two qualified SQA vendors. Separate Purchase Order will be issued for each SQA testing exercise. During the contract term, HKSTP may select either one of the two qualified SQA vendor to perform the software application testing. For each testing exercise, HKSTP will issue a Purchase Order to one of the selected qualified SQA service provide based on a mutually agreed estimated number of mandays. It is intended for the accredited SQA vendor partnership to start in January 2018 and shall last for one year, while HKSTP retains the right to extend the contract and the partnership with the selected companies for two more years (i.e. second year and third year). Should such extension happens, the professional rate as well as terms and conditions pertaining to the contract or partnership shell remain the same. The retainer contract will be subject to a performance review every year. If the selected SQA vendor fails to deliver satisfactory services, HKSTP may terminate the services by giving one (1) month prior written notice to the SQA vendor and the payment will be subjected to the extent of the work completed as determined by HKSTP. 3. Project Objectives The main objective of the SQA project is to perform system quality assurance and testing services on various HKSTP s systems with the following goals, Review system functionalities to ensure they are in line with business requirements described by the users Seek possible improvement on operational flow 4. Scope of Work The vendor shall provide the following SQA services under designated environments within the agreed project period to ensure the system performs according to documented requirements. The testing may include: Functionality tests Against the functional specification document User interface and usability tests Based on end-user s perspective Abuse & security tests E.g. Session Timeout test, SQL Injection test, etc. Browser compatibility test Mobile app in different form factor Browser compatibility test shall be performed on the latest version of the following browsers and OS platforms, Windows: Chrome, IE, Edge, and Firefox OS X: Safari and Chrome ios: Safari Android: Default browser Flexibility is allowed for the engineers/testers to work either on-site in HKSTP s office or offsite. However it is prefer that the engineers/testers performing the testing service to be fulltime engage in the exercise rather than working on a part-time basis. Page 5 of 14
5. Project Deliverables Each Testing exercise shall be completed within the agreed project period. The documentation shall at least include but not limited to the following: Testing Plan Describe the detail planning and test strategy for the testing Progress Report Provide area of features tested and bug listing recorded in JIRA SQA Report Include issue summary, observations, and improvement recommendations The softcopy of documentation should be in either Microsoft Office 2010 or above or PDF format. 6. Submission of Response to RFP The response to this RFP shall include a technical proposal for the proposed solution details with project requirements compliance, and a price proposal for the price offering respectively. 6.1. Technical Proposal Technical Proposal (separate sealed envelope without price information) shall include at least the following: Company Profile e.g. company size, years of establishment, etc. Suitable vendor should have business software project implementation experience. Proposed Solution Details, including (but not limited to): Test strategy Test approach (e.g. test plan creation, test case design, set up testing environment, etc.) Test methodology (e.g. Boundary Test, URL Injection Test, etc.) Any Optional items Description on how to comply with Hong Kong s Personal Data (Privacy) Ordinance. Project management and implementation methodology Page 6 of 14
Proposed project team composition with profile of the project team members. Ideally the team should have solid experience in implementing software system in roles such as project manager, business analyst, system analyst, tester or developer. Reference site (use the format as shown Annex A which contains a detailed description of vendor s recent three years job reference of same kind or similar SQA service) 6.2. Price Proposal The pricing scheme should be in Hong Kong Dollars. Price Proposal (separate sealed envelope) shall use the format as shown Annex B Sample Price Table. 6.3. Requirements for Submission Vendors should submit a response to this RFP for HKSTP consideration in 2 separate sealed envelopes:- First envelope is for ONE set of Technical Proposal (in hardcopy and softcopy) marked Vendor Name submission for RFP on Application System Quality Assurance (Ref: RFP/IT/2017/12/001) Technical Proposal. The Technical Proposal softcopy (in MS-Word or PDF) together with Annex A (in Excel format) are required to be burned into CD/DVD, or portable USB flash drive. The Technical Proposal must NOT contain any price information and HKSTP reserves the right to disqualify any vendor violating this requirement. Second envelope is for ONE set of Price Proposal (in both hardcopy and softcopy Excel table format burned to CD/DVD, or portable USB flash drive) marked Vendor Name submission for RFP on (Ref: RFP/IT/2017/12/001) Price Proposal. Please specify your offer according to the Annex B Excel format and give precise breakdown. The proposal should be sent to the address shown below and submitted into the Tender Box on or before the closing date. The assessment of proposal is 70% based on technical assessment and 30% based on price element. The bid proposal must meet all essential requirements and achieve required minimum technical score (60 out of 95 Points) before continuing for consideration. Buy HK Innovation Preferred To show HKSTP s support for the Hong Kong innovation & technology SME community, up to 5% of the technical assessment score will be given to any SME Vendor who could show their proposed solution contains HK Innovation. The vendor needs to furnish the relevant information to HKSTP in this RFP response in order to be eligible for the preferential scoring A HK Innovation is any product/solution designed, researched or developed in Hong Kong by a Hong Kong SME company with head quarter in Hong Kong. HKSTP s judgment will be final in determining whether a vendor s proposal contain HK Innovation and to what extent. The vendor warrants that the content of HK innovation nominated in its quotation / tender will be met in full. Failure to achieve this will render the termination of the goods / service by HKSTP at its sole discretion with no compensation to the vendor. Score Calculation Methodology Technical Score Tenderer Technical Score = (Tenderer Point Score / Highest Point Score) x 70% Price Score Tenderer Price Score = (Lowest Price / Tenderer Price) x 30% Overall Score Page 9 of 14
Overall Tenderer Score = Tenderer Technical Score + Tenderer Price Score Tenderer price will be calculated using the tenderer supplied price table. The vendor price is for assessment purpose and does not equal to the eventual contract price. The two selected vendors usually would be the two with the highest overall vendor scores. Page 10 of 14
General Conditions of RFP Acceptance / Rejection of Proposal Any response to this RFP submitted by a vendor represents a firm offer to contract on the terms and conditions described in this RFP. HKSTP will evaluate proposals in strict confidential. Vendor acknowledges that HKSTP may elect at its sole option to accept all or any item or items of the vendor s offer and that HKSTP has sole discretion whether or not to accept any of the vendor s proposals irrespective to its prices. If a quote is submitted on the basis of an overall acceptance of all the services offered, this must be clearly stated in the proposal. HKSTP reserves the right to negotiate with any vendor about tender offer. It shall be noted that HKSTP would not be responsible for the reimbursement of any cost incurred by vendor for the preparation of the submission. Accuracy of RFP Prices Vendor shall make certain that the prices quoted are accurate before submitting its quotation. Under no circumstances will HKSTP accept any request for price adjustment on the ground that a mistake has been made in the RFP prices. Validity of RFP Prices Vendor shall make certain that the prices quoted in Hong Kong Currency and to precise breakdown. All quotations shall be valid for a period of 3 months. Alteration and Assumption No unauthorized alternation or erasure to the text of the RFP document will be permitted. No unauthorized assumption will be entertained. Competitive Bidding Page 11 of 14
HKSTP encourages free and open competition among vendors. Vendor s signature on its proposal guarantees that the prices quoted have been established without collusion with other eligible vendors or informed parties and without effort to preclude HKSTP from obtaining the lowest possible competitive price. Award At no time shall HKSTP be considered to be under any obligation or commitment to purchase any product or service from any respondent to the RFP unless after a written contract or purchase order has been entered into with such respondent. The award is intended to be made to the vendor whose overall proposal is determined by HKSTP at its sole discretion to be the most advantageous to it. Assignment of Contract or Sub-Contracting Vendor shall not assign or otherwise transfer this contract or any of its rights and obligations hereunder whether in whole or in part without written consent of HKSTP. Liquidated Damages If vendor fails to deliver the goods or complete the services, then it shall follow up all related activities without any extra cost to HKSTP. HKSTP may without prejudice to any other methods of recovery, deduct the sum of such damages from any monies due or to become due to the vendor under this and/or any other contract valid at the time between HKSTP and the vendor. The payment or deduction of such damages shall not relieve the vendor from the obligations to deliver the goods or complete the services or from any other of its obligations under the contract. Work Site Damages Vendor shall make sure that there is no damage to the existing system during and after the service assignment. Any damage to existing utilities, equipment or system resulting from the performance of works during the service assignment shall be repaired to HKSTP s satisfaction at the vendor s expense. Confidentiality Page 12 of 14
Vendor is under an obligation to protect the interest of HKSTP by not divulging confidential information to any parties. The vendor is required to sign a Non-Disclosure Agreement before commencement of contract. Insurance Vendor shall be responsible to provide Employees Compensation Insurance coverage for those employed for the execution of the services under this contract. The vendor shall indemnify HKSTP against all losses and claims in respect of injuries or damage to any person, equipment or installation whatsoever which may arise out of or in connection with the services. Anti-collusion The tenderer shall not communicate to any person other than HKSTP the amount of any tender, adjust the amount of any tender by arrangement with any other person, make any arrangement with any other person about whether or not he or that other person should or should not tender or otherwise collude with any other person in any manner whatsoever in the tendering process until the tenderer is notified by HKSTP of the outcome of the tender exercise. Any breach of or non-compliance with this clause by the tenderer shall, without affecting the tenderer s liability for such breach of rules and laws or non-compliance, invalidate his tender. This clause shall have no application to the tenderer s communications in strict confidence with his own insurers or brokers to obtain an insurance quotation for computation of tender price and communications in strict confidence with his consultants / sub-contractors to solicit their assistance in preparation of tender submission. Termination If vendor fails to deliver the goods or complete the services to the satisfaction of HKSTP, HKSTP may terminate the contract by giving one (1) month prior written notice to the vendor and the payment will be subject to the extent of the work in progress as determined by HKSTP.
