Glossary for the Information Society Questionnaire 2002 Definitions and methods of calculation

GENERAL NOTES Scope of the data The glossary has been elaborated in order to define the scope and content of each indicator selected for an annual data collection on the Information Society (IS) at European level. All the definitions and methods of calculation presented in this document refer to the Eurostat Information Society questionnaire (version February 2002). The glossary is divided in 6 sections corresponding to the 6 chapters of the IS questionnaire 2002. All indicators are presented according to the IS questionnaire coding system (hierarchical numerical system (1., 1.1, and 1.1.1), with the name of the indicator, the code, the definition, and some comments. When an indicator refers to a statistical regulation (e.g. SBS Regulation, Annex 1), the reference coding system of the legal act is used. 1

Section I: Distribution and use of IT in general 1.1 PCs and mobile telecommunication services Code: 110 Number of PCs (in 1 000) Total number of PCs in use in the country at the end of the reference year (including private and professional usage). Personal Computers (PCs) are general purpose, single user, microprocessor-based machines that are capable of supporting attached peripherals and can be programmed in a high level language. Board level products are excluded. Should include laptops, desktops, and personal workstations. Desktop and tower machines are included in this category, but dedicated games machines should be excluded. Personal workstations, combining Windows NT platforms, and emphasis on networked business/professional applications, with equivalent or slightly greater functionality than PCs are included. Portable and transportable machines are included in this category, but electronic organisers are not counted. Small hand-held products such as high-end organisers and palmtops should be excluded from the portable definition. Based on the definition in EITO 2000 Code: 111 Number of subscriptions to mobile Internet services Number of subscriptions (private persons, businesses, and public sector) to mobile telecommunication services enabling the connection to the Internet for mailing, web browsing, etc. Subscriptions (whether pre-paid or post-paid) for the provision of access to, and use of, switched or non-switched networks for the transmission of voice, data and video that originates from or terminates into a mobile device. Subscriptions to GPRS (General Packet Radio Service) and to WAP (Wireless Active Protocol) services are included. All subscription of users, who connect their PDA/palmtop/notebook to the Internet via an infrared mobile phone with a browser that can display ordinary web sites, should be excluded. 2

Section II: Use of IT by private households and individuals 2.1 Use of PCs Code: 210 Number of PCs in private households Equipment owned by private households. This equipment refers to desktop PCs and portable PCs in use at the surveyed period in the household. Small hand-held products such as high-end organisers, pocket computers and palmtops should be excluded. Please specify the reference period if different from end of the reference year. Code: 211 Percentage of private households having a PC Households having at least one PC (desktop or portable PCs) in use as a percentage of total households. Old products, which are not used anymore, should not be considered. Small hand-held products such as high-end organisers, pocket computers and palmtops should be excluded. Code: 212 Percentage of individuals using a PC at home for work purposes Percentage of individuals using at least once a week a PC (own PC or company s desktop, portable computer) at home for work purposes (universe: population aged 16 to 64). Please specify the reference universe if different from population 16 to 64 years old. 2.2 Use of the Internet Code: 220 Number of Internet connections in private households Number of devices with Internet Protocol (IP) addresses connected to the Internet owned by private households. The connection to the Internet could be part-time (dial-up through a modem or ISDN line, or WAP) or permanent (through cable, satellite, DSL technology, permanent ISDN line, Wireless Local Loop or other broadband connection, or GPRS). The different devices used for the connection to be considered are: a PC (desktop or laptop computer), a mobile phone, a TV set-top box, a video game console or a handheld / pocket computer. Code: 220 a Number of Internet connections in private households via a PC Number of PCs (desktop or laptop computers) with Internet Protocol (IP) addresses connected to the Internet owned by private households. The connection to the Internet could be part-time (dial-up through a modem or ISDN line) or permanent (through cable, satellite, DSL technology, permanent ISDN line, Wireless Local Loop or other broadband connection).. 3

Code: IS questionnaire 2002 - Glossary 220 b Number of Internet connections in private households via a mobile phone Number of mobile phones with Internet Protocol (IP) addresses connected to the Internet owned by private households. The connection to the Internet could be part-time (WAP) or permanent (GPRS or other mobile Internet access technology). Code: 220 c Number of Internet connections in private households via other equipment Number of devices other than PCs and mobile phones with Internet Protocol (IP) addresses connected to the Internet owned by private households. Should be considered private Internet connection via a TV set-top box, a video game console, a handheld / pocket computer or other equipment.. Code: 221 Percentage of private households with an Internet connection Households having at least one device with Internet Protocol (IP) (PC, Mobile phone or other equipment) connected to the Internet as a percentage of total households. The connection to the Internet could be part-time (dial-up through a modem or ISDN line, or WAP) or permanent (through cable, satellite, xdsl, permanent ISDN line, Wireless Local Loop or other broadband connection, or GPRS). Code: 222 Percentage of private households with a broadband Internet connection Households having a broadband Internet connection as a percentage of total households. A broadband connection refers to a DSL technology, ISDN line (primary rate), Wireless Local Loop, General Packet Radio Service, cable modem, satellite or other broadband connection. Code: 223 Number of individuals using the Internet Number of persons (16 years and older) using the Internet anywhere (at work, at home, at univestity/school, at a friend s place, cybercafé, PIAP, etc), with any specific devices (PCs, mobile phone, other equipment). The usage is defined as at least once a month. If the age threshold is different to 16 years and older, please indicate the lower and upper age limit of the provided figure. Code: 224 Number of individuals using the Internet at home Number of persons of 16 years and older inside the household using Internet at least once a month at home. Only the domestic use of the Internet should be considered (the use of Internet at the work place is excluded). If the age threshold is different to 16 years and older, please indicate the lower and upper age limit of the provided figure. 4

Code: IS questionnaire 2002 - Glossary 225 NEW Number of individuals using Internet to order/purchase goods/services Number of persons of 16 years and older having ordered/purchased goods/services using Internet at least once during the reference year. It refers to goods/services ordered over Internet Protocol-based networks, of which the payment and the delivery may be conducted on or off-line. Orders that sent through manually written e-mails are not counted as Internet orders/purchases. All location (at work, at home, at univestity/school, at friend s place, cybercafé, PIAP, on the move, etc) for the connection to Internet should be considered. If the age threshold is different to 16 years and older, please indicate the lower and upper age limit of the provided figure. Code: 226 Total amount spent on purchases on the Internet by private persons Total amount spent by individuals (16 years and older), during the reference year, on purchases of goods and/or services via Internet-protocol based networks. The payment and the delivery may be conducted on or off-line. Orders that sent through manually written e-mails are not counted as Internet orders/purchases. Please specify if the amount is expressed in national currency or in Euro. If the age threshold is different to 16 years and older, please indicate the lower and upper age limit of the provided figure. 5

Section III: Use of IT by enterprises (Sections D and G to K of NACE Rev.1) 3.1 Use of PCs Code: 310 Percentage of enterprises (with 10 and more employees) using a PC Percentage of enterprises with 10 and more employees using at least one PC (desktops, laptops or workstations). The enterprise activity coverage is sections D, and G to K of the NACE Rev.1. Code: 311 Percentage of SMEs using a PC Share of enterprises with 10 to 249 employees using at least one PC (desktops, laptops or workstations). If data on micro-enterprises (less than 10 employees) are available, they should be reported separately in footnotes Code: 312 Percentage of persons employed working with a PC Share of persons employed in enterprises with 10 and more employees working on average once a day with a PC (desktop, laptop or workstation). Includes cases where the PC is shared between several persons. Persons employed should be understood as in the SBS regulation. 3.2 Use of the Internet Code: 320 Percentage of enterprises (10 and more employees) with an Internet connection Share of enterprises with 10 and more employees having at least one Internet connection (IP address), whatever the device connected. Breakdowns in part-time and permanent connection could also be considered. The connection to the Internet could be part-time (dial-up through a modem or ISDN line, or WAP) or permanent (through cable, satellite, DSL technology, permanent ISDN line, Wireless Local Loop or other broadband connection, or GPRS). Code: 321 NEW Percentage of SMEs with an Internet connection Share of enterprises 10 to 249 employees having at least one Internet connection (IP address), whatever the device connected. Breakdowns in part time and permanent connection could also be considered. The connection to the Internet could be part-time (dial-up through a modem or ISDN line, or WAP) or permanent (through cable, satellite, DSL technology, permanent ISDN line, Wireless Local Loop or other broadband connection, or GPRS). IS questionnaire 2002 - Glossary Percentage of persons employed working with a PC with an Internet connection Share of persons employed in enterprises with 10 and more employees working with a PC connected to the Internet. The connection to the Internet could be part-time (dial-up through a modem or ISDN line) or permanent (through cable, satellite, DSL technology, permanent ISDN line, Wireless Local Loop or other broadband connection). 3.3 Provision of Internet content and use of e-commerce Code: 330 Percentage of enterprises having their own web site Enterprises with 10 and more employees having a web site in percentage of the total number of enterprises with 10 and more employees. Only Web sites fully dedicated to the enterprise should be considered. A Web site should be understood as a location on the World Wide Web identified by a web address. A web site consists of one or more pages of information and data (encoded with hypertext mark-up language to make them readable with a web browser). Code: 331 Percentage of enterprises making sales through the Internet Enterprises selling goods and/or services to other businesses or consumers through Internet-protocol based networks as a percentage of the total number of enterprises. Only enterprises with 10 and more employees should be considered. The sale is based on on-line ordering, but payment as well as delivery may be conducted on or off-line. Orders that received through manually written e-mails are not counted as Internet orders. Code: 332 Percentage of enterprises making purchases through the Internet Enterprises purchasing goods and/or services from other businesses through Internet-protocol based networks as a percentage of the total number of enterprises. Only enterprises with 10 and more employees should be considered. The purchase is based on on-line ordering, but payment as well as delivery may be conducted on or off-line. Orders that sent through manually written e-mails are not counted as Internet orders/purchases. 3.4 IT investment and current expenditure Code: 340 Total investment expenditure for IT equipment and services Expenditure in Information Technology equipment and services made by enterprises during the reference accounting period in order to develop their activities for more than one year. Enterprises with 10 and more persons employed should be considered. Code: 341 Total investment expenditure for IT hardware 7

Enterprises with 10 and more persons employed should be considered. Code: 345 Total current expenditure for IT services Expenditure in Information Technology services made by enterprises for the realisation of their operating activities during the reference accounting period. Enterprises with 10 and more persons employed should be considered. 3.5 Telecommunication investment and current expenditure (new questions) Code: Code 350 NEW Total investment expenditure for telecommunications Expenditure in Telecommunications equipment and services made by enterprises during the reference accounting period in order to develop their activities for more than one year. Enterprises with 10 and more persons employed should be considered. 351 NEW Total current expenditure for telecommunications Expenditure in Telecommunications equipment and services made by enterprises for the realisation of their operating activities during the reference accounting period. Enterprises with 10 and more persons employed should be considered. 8

Section IV: Use of IT by public administrations (Sections L and N of NACE Rev.1) and by health professionals 4.1 General indicators Code: 410 Number of local public administration entities Local public administration should be understood as described in the sections L and N of the NACE Rev.1. Communities should be understood as the local level of the public administration (such as municipalities/cities) and normally correspond to NUTS 5. Groups of communities in general correspond to NUTS 3 and 4. 4.2 Provision of Internet access Code: 420 Number of Public Internet Access Points (PIAP) Number of terminals with Internet access available for the public in public areas (like public libraries, post office, government hall, etc). Public Internet Access Points are publicly provided centres providing access to Internet regardless of whether the provider is public and/or private and whether access is free or not. Fully private Internet Cafés are, however, excluded. Code: 421 Number of public libraries providing Internet access to the public Number of public libraries, which provide the public with workplaces having Internet access. Workplace is understood as terminals (e.g. PC) connected to the Internet. Code: 422 Percentage of public libraries providing Internet access to the public Share of public libraries, which provide the public with workplaces having Internet access, in total of public libraries. Workplace is understood as terminals (e.g. PC) connected to the Internet. 4.3 Provision of Internet content Code: 430 Percentage of local public administrations having their own web site Public administrations on a NUTS 3, 4 and 5 level having at least one own Web site as a percentage of total public administrations. Web sites with information on the given public administration and public services provided should be considered. A Web site should be understood as a location on the World Wide Web identified by a web address. A web site consists of one or more pages of information and data (encoded with hypertext mark-up language to make them readable with a web browser). 9

Code: 441 Total capital expenditure for IT equipment and services Expenditure in Information Technology equipment and services made by public administrations during the reference accounting period in order to develop their activities for more than one year. Code: Code: 442 NEW Total current expenditure for telecommunications Expenditure in Telecommunications equipment and services made by public administrations for the realisation of their operating activities during the reference accounting period. 443 NEW Total capital expenditure telecommunications Expenditure in Telecommunications equipment and services made by public administrations during the reference accounting period in order to develop their activities for more than one year. 4.5 e-health (Section N of NACE Rev.1) Code: 450 4.5 a) Percentage of General Practitioners (GPs) with Internet access General Practitioners (public or private) with at least one device connected to the Internet as a percentage of total GPs. 10

Section V: Use of IT for education, training and employment 5.1 General indicators Code: 510 Number of schools Total number of primary and secondary schools in the country for the reference academic year. All specific definitions should be footnoted. Code: 511 Number of teachers Total number of teachers in primary and secondary schools in the country for the reference academic year. All specific definitions should be footnoted. Code: 512 Number of higher education institutions (universities) Number of higher education institutions (tertiary education) for the reference academic year. 5.3 Use of the Internet in schools IS questionnaire 2002 - Glossary Code: 530 Percentage of schools with an Intranet Share of schools with an Intranet network. An Intranet refers to a network based on TCP/IP protocol (an Internet) belonging to an organisation, accessible only by the organisation s members, employees, or others with authorisation. An Intranet's Web site looks and functions just like any other web site, but the firewall surrounding an Intranet fends off unauthorised access. Code: 531 Percentage of schools with an Internet connection Share of schools with at least one device with Internet Protocol (IP) address connected to the Internet for teaching purposes. Internet connection for administrative task is excluded. The connection could be through a PC (desktop or laptop) or other equipment. Internet connection for administrative task is excluded. Code: 534 Number of teachers with pedagogical IT skills Total number of teachers in primary and secondary schools trained in IT skills. The pedagogical IT skills of teachers could be the results of vocational training in IT, education or self-training (wider definition: teachers who feel confident in IT for teaching purposes). 12

Code: 611 Regulation: SBS [Annex 1, section 4, paragraph 4] code 16 110 Number of persons employed in Internet related services companies The number of persons employed is defined as the total number of persons who work in the observation unit (including working proprietors, partners working regularly in the unit and unpaid family workers), as well as persons who work outside the unit who belong to it and are paid by it (e.g. sales representatives, delivery personnel, repair and maintenance teams). It includes persons absent for a short period (e.g. sick leave, paid leave or special leave), and also those on strike, but not those absent for an indefinite period. It also includes part-time workers who are regarded as such under the laws of the country concerned and who are on the pay-roll, as well as seasonal workers, apprentices and home workers on the pay-roll. The number of persons employed excludes manpower supplied to the unit by other enterprises, persons carrying out repair and maintenance work in the enquiry unit on behalf of other enterprises, as well as those on compulsory military service. Turnover includes all duties and taxes on the goods or services invoiced by the unit with the exception of VAT invoiced by the unit vis-à-vis its customers and other similar deductible taxes directly linked to turnover.it also includes all other charges (transport, packaging, etc.) passed on to the customer, even if these charges are listed separately in the invoice. Reduction in prices, rebates and discounts as well as the value of returned packing must be deducted. Income classified as other operating income, financial income and extraordinary income in company accounts is excluded from turnover.
