Primary Purpose Increase number of certified DBE contractors and consultants doing business with the Florida Department of Transportation and the dollar percentage awarded to DBEs Construction Management Development Program / Bond Guarantee Program (CMDP/BGP) Designed to improve technical and business management skills, as well as assist in learning how to do business with FDOT Created by the Florida Legislature in 1984 Provider: Construction Estimating Institute (CEI) Training is available to both small (SBE) and disadvantaged (DBE) businesses DBEs who complete this program are eligible for bond guarantees up to $500,000 2

Construction Estimating Institute Teaching construction for over 32 years Estimating and management courses Over 100,000 construction professionals have attended CEI courses Offers over 25 courses Bid matching and data base specialists Custom on-site training DBE support services CMDP/BGP Training subjects include: o Becoming an FDOT contractor, including requirements, terminology, and website navigation o Fundamental business practices and operation o Project planning and scheduling o Plan reading and estimating o Submitting a bid 3

CMDP/BGP Classroom and online training is available Classroom training consists of five, eight-hour sessions, one day a week for five weeks Online training modules match classroom training Training is offered in nine Florida cities around the state CMDP/BGP Additional technical assistance is available to businesses participating in the program, which includes: o Trade estimating and bidding assistance o FDOT bid preparation methods o Cash flow and specific project planning o Billing and payments One free overhead audit is available for professional service DBEs requiring prequalification Business Development Initiative (BDI) training is also available through this program 4

BGP State of Florida funded program to help DBEs obtain bonding for FDOT projects The State of Florida acts as a second surety, guaranteeing the construction bonds for DBEs working on FDOT projects The State will guarantee Up to 90% of a bond in the amount of $250,000 or less and Up to 80% of a bond over $250,000 www.cmdp-bgp.com 5

DBE Supportive Services Program Provides the following services to certified DBEs: Counseling and one on one technical and managerial assistance Matching prime contractors and consultants with certified DBEs for subcontracting opportunities Developmental assistance through the Business Development Program (BDP) Automated Bid Notification System notifies DBEs of contracting and subcontracting opportunities by project location and work classification Free Web Design Business Development Program Available only to DBEs ready to take the next step to increase growth and sustainability Must have bid on a previous project Must have attained the CMDP training Must develop a business plan. Assistance with development of a capability statement, website and other marketing materials and strategies. Assistance with pre-qualification for bonding & financing Davis Bacon and compliance reporting training 7

Business Development Program A Data base has been developed that will track the DBE and the projects they have been awarded as a prime or sub-contractor, as well as the dollar amount. The Bid Matching Program pinpoints work opportunities by NAICS codes as well as pay items. (specialty codes) There is a opportunity posting page for Primes looking for DBEs. FDOT DBE/SS Bid Matching Program Unbundles proposals by line item, including lump sum projects matching opportunities to DBE work types. Gathers information from the DBEs as to the type of work they do by specialty codes. Provides a data base, that when combined with contract information will document DBEs receiving contracts and dollar amount. 8

FDOT DBE/SS Bid Matching Program Provides customized bid matching reports to all DBEs according to their certified work types and specialty codes. Provides DBEs with the names of the primes that are interested in bidding on specific. Using a bid matching program and database can maximize DBE growth and participation as part of the Business Development Program. How does bid matching work? As soon as a project is let the proposal is broken down line item by line item. Each DBE that has joined the program will receive an email with work opportunities that match its NAICS codes, as well as pay or specialty item. DBE will receive a pdf, that will them to access both the proposal and a list of primes that have requested a copy of the proposal. 9
