SEESIM 10 INITIAL PLANNING CONFERENCE (IPC) Official Minutes 12-15 January, 2010 Tirana, Albania 1.0 The SEESIM 10 IPC was held in Tirana, Albania, from 12 15 January 2010. A Bilateral Meeting of SEESIM 10 Co-Chairs was held on 11 January. The list of IPC attendees is at Attachment A. 2.0 The IPC began with welcoming remarks by BG Sander Lleshi, Commander of Training and Doctrine Command (TRADOC), Tirana, Albania, and by Mr. Jimmie Opilla, United States Joint Forces Command (See Attachments B and C). Plenary briefings were given on: SEESIM 10 Overview; SEEBRIG SEEDRO Status; The Euro-Atlantic Disaster Response Coordination Centre (EADRCC); US Army Corps of Engineers Civil Military Emergency Preparedness (CMEP); US Army ProvIDES International Disaster Emergency Support ; US Agency for International Development/Office of Foreign Disaster Assistance; Regional Cooperation 2009 Road to Crisis Video (See Attachments D, E, F, G, H, I, J). The Agenda for the IPC is attached (See Attachment K). Closing remarks were made by the Steering Group Co-Chairs. Upon departure, Delegations received a disk containing all briefings and the IPC Minutes. All IPC documents will be available on the SEESIM 10 Exercise Planning Website to be introduced at the Main Planning Conference (MPC). Steering Group Colonel Bardhyl Hoxha Albanian Ministry of Defense 3.0 Steering Group Co-Chairs: Mr. Jimmie Opilla United States Joint Forces Command 3.1 Topic: Review Terms of Reference (TOR) 3.1.1 Discussion: The TOR is modified by decisions to: Reduce from 5 to 3 the number of participants from Observer Nations at all remaining SEESIM 10 events; Add two stars to the SEESIM 10 Logo and move Montenegro and Serbia on the Logo from SEDM Observer to SEDM Member nations; Change composition of Planning Conference Working Groups to reflect the numbers in the MPC Invitation to SEDM member nations and SEEBRIG HQ. This change allows nations to decide the allocation of its representatives to the SEESIM 10 Operational and Technical Working Groups. The Steering Group noted that the information concerning SEEBRIG s role in the SEESIM 10 Exercise did not change following Ministerial approval in October 2009 of the draft South Eastern Europe Disaster Relief Operation (SEEDRO) Concept. SEEBRIG s structure, however, has changed because the Crisis Engineer Cell no longer exists and only SEEBRIG HQ will be involved in SEESIM 10 Exercise execution. 1
3.1.2 Action: Montenegro and Serbia to inform the Steering Group when they have completed the necessary documentation finalizing membership in SEDM. Modify TOR document to reflect the changes above. 3.2 Topic: Montenegro, Serbia SEESIM 10 Remote Sites 3.2.1 Discussion: Montenegro and Serbia have not yet finalized membership in SEDM. Both requested time to find out if they will stand up remote sites for the SEESIM 10 Exercise once the documents required for SEDM membership have been signed. The US stated it will meet with the Montenegran and Serbian representatives individually to inform them of the national requirements for a remote site and the support available to them from the US. 3.2.1: Action: US to inform Montenegro and Serbia on requirements to host a remote site and available US support. Decision on remote sites no later than the MPC (site surveys scheduled for April). 3.3 Topic: Review SEESIM 10 Logo 3.3.1 Discussion: Steering Group reviewed the draft SEESIM 10 Logo: although Slovenia will not participate in SEESIM 10, it will be invited to DV Day and its flag will remain on the SEESIM 10 Logo; the flags of Montenegro and Serbia were moved from SEDM Observer to SEDM Member status and two stars were added (See Attachment L). Montenegro reported that it is in the process of exchanging diplomatic notes with the SEDM nations. 3.3.2 Action: Confirm status of Montenegro and Serbia at the MPC. 3.4 Topic: Albanian Red Cross 3.4.1 Discussion: Could not attend the IPC because busy with floods in the North. 3.4.2 Action: Albania to invite a representative of the Albanian Red Cross to make a presentation at the MPC. 3.5 Topic: Location of MPC and FCC 3.5.1 Discussion: Agreed that they will be held at TRADOC in Tirana. 3.5.2 Action: None 3.6 Topic: SEESIM 12 Host Nation 3.6.1 Discussion: Agreed on need for a volunteer Host Nation for SEESIM 12. Also agreed that nations which had not yet hosted a SEESIM Exercise should be encouraged to volunteer before the next annual SEDM Ministerial in Tirana October 2010. 3.6.2 Action: None 3.7 Topic: Review Distinguished Visitors (DV) Day 3.7.1 Discussion: Confirmed that DV Day will take place on Sunday, 24 October 2010. Draft proposal for DV Day will be provided by the Host Nation at the MPC. Agreed that level of participation will be no higher than Deputy or equivalent (MOD, CHOD, etc), and maximum of 2
five per Delegation, plus Ambassador and Defense Attache stationed in Tirana (for total of seven). Albania will invite COMSEEBRIG, General Dushku. Albania will invite national TV, print and internet media, etc. It was agreed that Albania as Host Nation will prepare the invitations and send them through the SEDM-CC Secretariat. Albania will invite the Ambassadors and Defense Attaches from each participating country in Tirana. 3.7.2 Action: Each nation to provide Albania at the MPC with a list of five functions with all necessary information for the DV invitations. Nations will provide Albania at the MPC with the functions of two additional Embassy or Consulate personnel they want invited to DV Day. 3.8 Topic: SEESIM 10 Exercise Planning Web Site 3.8.1 Discussion: Agreed that the web site to be linked to the Albanian General Staff should be user name and password controlled. 3.8.2 Action: The website will be fully operational by the MPC and the Albanian General Staff will give a presentation on the website at the MPC plenary session. 3.9 Topic: Training Audience Seminar and Workshop Proposals 3.9.1 Discussion: The Steering Group reviewed courses to be hosted by Turkey (See Attachment M for details): Humanitarian Relief Operations in Disasters (22-26 March 2010) at PfP Training Center Cyber Terrorism (12-16 April 2010) at the Center of Excellence Defense Against Terrorism (CoE DAT) Defense Against Terrorism (10-14 May 2010) at the Center of Excellence Defense Against Terrorism (CoE DAT) Turkey stated that 5 seats are available for SEESIM 10 in the Cyber Terrorism Course (12-16 April 2010) and Defense Against Terrorism Course (10-14 May 2010) at CoE DAT. Nevertheless, this number may be increased if required. Bulgaria, Romania and US are exempted from the course fee since they are members of CoE DAT. Nations can register directly with CoE DAT or through Turkish Defence Attache in capital cities. http://www.coedat.nato.int Eligible individual nations having bilateral agreements with Turkey can send two individuals to Humanitarian Relief Operations in Disasters Course at PfP Training Center (http://www.bioem.tsk.tr). Turkey provides financial assistance to eligible nations for this course. As long as there is room, there is no limit on the number of participants in this course from non eligible nations. All official applications must be made through Turkish Defense Attachés in capitals. All course fees are 300 Euro per person. US stated that six weeks are required to make financial arrangements for PfP participants in these courses. US POC: Jimmie Opilla (jimmie.opilla@jfcom.mil) The United States reiterated its offer to provide experts/speakers at such academic workshops on a case-by-case basis if required, and if other SEDM countries provided training facilities, domestic transport, coffee, lunch, official dinner/icebreaker, cultural event, administrative and 3
technical support. The US will provide all instructors and will pay for three people from each PfP nation. Such a workshop will last 4 days, excluding two travel days. The former Yugoslav Republic of Macedonia * said there is a possibility that it could host such a workshop in September and would confirm as soon as possible. The US offered a CMEP Workshop (with conditions stipulated above) with two topics as one of the three Workshops desired by SEESIM 10: Building a National Disaster Response Plan Comprehensive Approach to Humanitarian Assistance/Disaster Relief 3.9.2 Action: The US will pay for a total of three students from each PfP Nation for each of the three workshops (not for each individual course or topic offered by one country). PfP Nations must provide the US with the names of participants to attend the Turkish courses by the following deadlines: Humanitarian Relief Operations in Disasters Course no later than Feb 8, 2010 Cyber-Terrorism Course no later than Mar 1, 2010 Defense Against Terrorism Course no later than Mar 29, 2010 SEDM Nations and SEEBRIG HQ are encouraged to register for the Turkish courses as soon as possible. Furthermore, nations are encouraged to offer more Workshop proposals at the MPC. 3.10 Topic: Public Information Policy and Host Nation Press Release 3.10.1 Discussion: The Steering Group agreed that the Press Release will be shared by all participating nations. Albania agreed to combine Media Day with DV Day. The US will also provide a person to role play international media during Exercise execution. 3.10.2 Action: Albania to provide draft Press Release at the MPC and final draft Press Release at the FCC. 3.11 Topic: International Organizations (IOs), Governmental Organizations (GOs) and Non- Governmental Organizations (NGOs) 3.11.1 Discussion: The Steering Group approved the following list of IOs and NGOs to be invited by the Host Nation to all remaining SEESIM 10 events. Request Swedish representative to SEESIM 10 to ask the Folke Bernadotte Academy (FBA) to recommend other GOs and NGOs for consideration by the Steering Group. Invitations to the organizations will be sent under silence procedure on 2 Feb 2010. Co-chairs of the Steering Group will inform the national delegates of the current status of each of the action items no later than 1 Mar 2010. 3.13 Topic: Bulgarian C4I Cooperation in South-Eastern Europe 5
3.13.1 Discussion: The Bulgarian representative briefed the Steering Group on Bulgaria s new proposed SEDM project: C4I Cooperation in South-Eastern Europe and on the conference to be held in Sofia on this subject 23-25 Feb, 2010 (See Attachment N). SEESIM 10 participants were strongly encouraged to attend the Conference. SEESIM 10 was invited to make a presentation on its activities to the Conference. The Steering Group agreed that cooperation and coordination between SEESIM 10 and the C4I proposed project could be mutually beneficial. 3.13.2 Action: SEESIM 10 participants to make their own plans to attend the Conference. SEESIM 10 presentation at the conference by the Bulgarian representative of the SEESIM 10 Steering Group is under internal silence procedure and the deadline is 15 Feb 2010. 3.14 Topic: SEESIM 10 Questionnaire on Benefits 3.14.1 Discussion: The Steering Group agreed to a follow-up to the SEESIM 08 Questionnaire to evaluate SEESIM s effectiveness and guide the future direction of the SEESIM Exercise series to better meet the changing needs of the SEDM process. The original five questions are to be retained and a section for Additional Remarks to be added to the Questionnaire. (See Attachment O) 3.14.2 Action: Steering Group representatives will collate national and SEEBRIG HQ responses for presentation at the 29 June FCC Plenary. The US will summarize the results and draft an Executive Summary for distribution. Task Operational and Technical Working Groups to draft relevant Questionnaires at the MPC, and present completed responses at the FCC Plenary. 3.15 Topic: Possible US European Command (EUCOM) Linkages 3.15.1 Discussion: The US stated that EUCOM is reviewing its capabilities, resources, and Exercises to see what links can be established with SEESIM: EUCOM could bring C4I capabilities to SEESIM 10 to promote the safety of NGOs in Exercise execution US Agency for International Development/Office of Foreign Disaster Assistance USAID/OFDA) briefed on US support available in disaster relief 3.15.2 Action: None 3.16 Topic: NATO Senior Defence Group on Proliferation (DGP) Invitation to SEESIM 10 Co- Chairs 3.16.1 Discussion: The Steering Group reviewed the NATO DGP invitation (See Attachment P) for SEESIM 10 Albanian and US Co-Chairs. The Co-Chairs will visit EADRCC on 23 Feb 2010. They will provide a briefing to the DGP at NATO HQ in Brussels on 24 Feb 2010 on SEESIM Exercise activities related to prevention of WMD Proliferation, illicit trafficking, border control and security etc., and will exchange views on possible future cooperation with NATO. The Turkish representative was not authorized to approve acceptance of the invitation. The Steering Group commended the leading role taken by the Romanian DGP Co-Chair in actively promoting within NATO South-Eastern Europe and especially SEESIM. The SEESIM 10 Co-Chairs solicited ideas from all Steering Group members for their possible briefing and discussions with NATO. 3.16.2 Action: SEESIM 10 Co-Chairs to accept the DGP Invitation 27 Jan 2010 under silence procedure expiring 25 Jan. Silence can only be broken by contacting the SEESIM 10 Co-Chairs. 6
The Co-Chairs will send a copy of the briefing via e-mail to members of the Steering Group no later than Feb 1, 2010. If any nation has an objection, that objection should be identified no later than Feb 10, 2010 to the Steering Group Co-chairs. Operational Working Group LTC Etor Shehu Albanian General Staff 4.0 Operational Working Group Co-Chairs: Mr. John Harris United States Joint Forces Command 4.1 Topic: Discuss Proposal for Training Workshops 4.1.1 Discussion: The Operational Working Group briefly discussed the purpose of the Training Workshops. 4.1.2 Action: No action required until Steering Group finalizes topics and schedule of the Training Workshops. 4.2 Topic: Review Exercise Manning Document (See Attachment Q) 4.2.1 Discussion: The manning document for SEESIM 10 was discussed in terms of EXCON and Training Audience personnel. Some of the manning document positions were identified. Some of the names for Site Managers and After-Action Review (AAR) Analysts were provided. It was emphasized how important that these two positions are identified early and the personnel be part of the SEESIM 10 planning process. 4.2.2 Action: Remaining names for Site Managers and AAR Analysts should be provided at the MPC. Names for all other exercise positions should be provided at the FCC. 4.3 Topic: Discuss Information Management Strategy for the Exercise 4.3.1 Discussion: A briefing on the proposed Information Management Strategy was presented by the Information Manager and approved by the Operational Working Group. 4.3.2 Action: Information Manager will complete a draft of the Information Management Plan and distribute to members of the Operational Working Group for comment by 26 Feb 2010. Status of the Information Management Plan will be discussed at the MPC. 4.4 Topic: Review and Refine Exercise Design 4.4.1 Discussion: The exercise design and network architecture was discussed and agreed with one change. Turkey indicated that their remote site will be in Istanbul. It will not be in Ankara. Participation by Montenegro and Serbia with remote sites is still pending. 4.4.2 Action: Confirmation required by Steering Group on whether Montenegro and Serbia will participate during SEESIM 10 with a remote site. Decision should be made by the MPC to allow time for operational planning and site surveys. 7
4.5 Topic: Discuss After-Action Review (AAR) strategy for the exercise 4.5.1 Discussion: A briefing on the proposed After-Action Review Strategy was presented by the After-Action Review Manager and approved by the Operational Working Group. 4.5.2 Action: It was emphasized how important it is to identify the After-Action Review Analysts early so they can begin working with the AAR Manager on AAR issues throughout planning process. 4.6 Topic: Review National Scenarios 4.6.1 Discussion: Each participating nation provided a summary of key events in their scenario and identified other nations that might be affected by those key events. Information provided in the scenario reviews was used during the MEL/MIL Development Workshop to identify areas of required collaboration between nations. National Scenarios can be found in the Operational Working Group slides in Attachment X. 4.6.2 Action: Nations should continue to collaborate throughout the MEL/MIL development process to ensure scenario events that cross borders are effectively synchronized. 4.7 Topic: Review Exercise Planning and Execution Timeline 4.7.1 Discussion: The Operational Working Group reviewed the SEESIM 10 schedule of planning conferences and execution events. No conflicts were identified. 4.7.2 Action: Each delegation should publish the SEESIM 10 schedule to all national exercise participants early so they are aware of the setup, training, and execution schedules and will be available. 4.8 Topic: Conduct Initial MEL/MIL Workshop 4.8.1 Discussion: All Operational Working Group members began development of the exercise MEL/MIL database. After receiving instruction on the use of the Exonaut MEL/MIL Tool, members were provided the opportunity to begin entering their exercise injects into the MEL/MIL database. See Attachment R for the Exonaut training slides. A Threat Assessment for the Revolutionary Front (RF) terrorist group was provided to assist delegations in drafting of their injects (See Attachment S). All delegations were reminded that all injects in the MEL/MIL database must adhere to the agreement made at the ESC with regard to written designation of country names: No abbreviations or NATO country codes will be used the former Yugoslav Republic of Macedonia * will be written as agreed with the footnote that Turkey recognizes the Republic of Macedonia with its constitutional name 4.8.2 Action: Nations should continue development of the MEL/MIL database prior to and during the MPC. Sweden has provided access to the MEL/MIL server in Sweden on a full time basis. Nations were provided a username and password to access the database at their convenience. The Scenario Manager will synchronize events in the database prior to the MPC and provide individual feedback to the participants between the IPC and the MPC. Additional feedback will be provided at the second MEL/MIL Development Workshop during the MPC. * Turkey recognizes the Republic of Macedonia with its constitutional name 8
Two nations that did not attend the MEL/MIL Workshop during the IPC will receive Exonaut training at the MEL/MIL Workshop during the MPC so they can effectively enter and manage their scenario events. 4.9 Topic: Review and Refine Plan of Action and Milestones (POA&M) 4.9.1 Discussion: The POA&M was reviewed and updated to include decisions made during the IPC. (See Attachment T). 4.9.2 Action: All SEESIM 10 Working Groups should continue development and refinement of the POA&M throughout the SEESIM 10 planning process. 4.10 Topic: United States Agency for International Development (USAID) Office of US Foreign Disaster Assistance (OFDA) Briefing 4.10.1 Discussion: Mr Dana Chivers presented an overview of OFDA capabilities and activities available to Southeast European nations in the event of natural or man-made disasters. 4.10.2 Action: The Operational Working Group should include a role player during exercise execution to replicate the US response available to participating nations. Technical Working Group LTC Dritan Merdani Albanian General Staff Co-Chairs: Mr. Nate Hilliard United States Joint Forces Command 5.0 Technical Working Group (TWG) 5.1 Topic: Review technical planning and execution dates. 5.1.1 Discussion: The TWG reviewed the technical planning and execution dates, no issues were noted. 5.1.2 Action: None 5.2 Topic: Review and update technical POA&M 5.2.1 Discussion: The TWG reviewed the technical POA&M. No updates were available at IPC. Additional information as required will be submitted by the nations (See Attachment T). 5.2.2 Action: Updates will be submitted at the MPC. (All) 5.3 Topic: Review and finalize Basic Network Diagram. 5.3.1 Discussion: Reviewed and finalized the Basic Network Diagram. Diagram will be finalized pending decision on Montenegro and Serbia remote sites. 5.3.2 Action: None. 5.4 Topic: Review, discuss and update Windsor Diagram (See Attachment U) 5.4.1 Discussion: Reviewed and updated the Windsor Diagram. 5.4.2 Action: Updated Windsor Diagram will be provided at the MPC. (US) 5.5 Topic: Develop and review Resource Requirement Matrix (RRM). (See Attachment V) 5.5.1 Discussion: Reviewed and updated Resource Requirement Matrix. 5.5.2 Action: Updated RRM will be provided at the MPC. (US) Any additional information from the nations will be submitted at the MPC. (All) 5.6 Topic: Identify and confirm locations of EXCON Forward and Training Audience. 5.6.1 Discussion: Some locations have been finalized. Those nations that still require confirmation as noted in the TWG notes will provide locations at the MPC. 5.6.2 Action: Albania, Montenegro, Serbia and Ukraine will provide locations at the MPC. 5.7 Topic: Discuss and determine site capabilities 5.7.1 Discussion: Reviewed site capabilities with all nations and SEEBRIG HQ and found no issues. TWG will continue to discuss site requirements at the MPC. 5.7.2 Action: Review site capabilities at the MPC (All). 10
5.8 Topic: Develop site survey schedule 5.8.1 Discussion: Discussed possible site survey sites. The following have been nominated - Montenegro and Serbia (19 23 April 2010). 5.8.2 Action: Finalize site survey requirements at the MPC. (US) 5.9 Topic: Conduct Joint Theater Level Simulation (JTLS) database workshop 5.9.1 Discussion: Conducted JTLS database review. 5.9.2 Action: Nations and SEEBRIG HQ will provide updates as necessary at the MPC. (All) 5.10 Topic: Discuss JTLS Operator Requirements 5.10.1 Discussion: Reviewed JTLS operator requirement for the exercise. Nations and SEEBRIG HQ have agreed to provide operators as noted in the TWG notes (See Attachment W). Possible JTLS training will be offered to nations that require an operator. 5.10.2 Action: Finalize JTLS training offers at the MPC (US, Greece and Turkey). 5.11 Topic: Discuss technical manning issues 5.11.1 Discussion: Technical personnel requirements were reviewed. Technical positions and names for the manning document will be provided to the Operational Working Group (OWG). 5.11.2 Action: Nations and SEEBRIG HQ will provide position titles to their representative in the OWG no later than the MPC. (All) 5.12 Topic: Discuss shipping and transportation information requirement 5.12.1 Discussion: TWG reviewed shipping and transportation requirements with no issues noted. All nations and SEEBRIG HQ will continue to review this requirement. Logistics information/coordination will be provided by a JFCOM logistics representative at a future SEESIM 10 conference. 5.12.2 Action: Shipping and transportation information requirements will be provided at a future conference.
