Under Capacity Building Component of SOFWMP, FO received various training during 2005-2009 and after that FO didn t receive any training. The current training was given to new general body members of FO, who were recently elected through re-election for 3 rd tenure during May 2014 under WSIP.
One day training on Planning & Channel O&M was held on 19 th June 2014 at FO Office Luckturko Minor, Village Qadirdad Choondko. The training was organized by Social Development Cell-Transition Wing. The General Body Members of FO Luckturko Minor attended the training. The participation percentage was overall good. 34 FO members participated in the training. Brief Description The resource persons from SIDA delivered the lectures and also called to Canal Assistant for brief on Abiana Rates and Billing issues of upper nara. The whole training session was focused on Organizational Management and Abiana Assessment & Collection. All resource persons played vital role while delivering the lecture to FOs. The training Modules on Organizational Management and Abiana Assessment and Collection including SWMO-2002 were given to participants in local Sindhi language. Training Observations & Impact The whole Upper Nara irrigation system is depending on lift irrigation. The issues and challenges of the area is overall change from other areas. There are no water shortage issues but load shedding and mechanical type issues are on the peak. The major issue is Abiana collection. When enquired from the farmers they informed that there is no any staff of AWB in their area. All are taking salaries but on site none of staff is available and they are spending lot of money on repairing of lift machines that is co-responsibility of AWB. Canal Assistant said them that if they have justified vouchers for repairing of machines than their expenditures will be adjusted in their Abiana bills. When we informed to them that in SIDA there is active complaint cell and having toll free number they at once called on 0800-12301 and launched their complaint regarding non availability of AWB staff on the channel and got a very good response from SIDA. They appreciated the efforts of SIDA for activation of complaint cell to resolve their genuine complaints and grievances. The other issue that noted that FO has no any technical record of the channel and AWB has not provided proper record of the channel and FOs of Upper Nara is not able to do any activity due to un availability of record. This is core responsibility of AWB to provide them during signing of IDMT that is yet to be provided. AWB should play its role to reduce the grievances of farmers. The already appointed staff may immediately be activated on the channels and if AWB played its role in a proper manner there will be no any issue of Abiana collection in the area. The main issue is repairing of lift machines which is seriously hampered the farmers activities and cause huge financial losses due to low agriculture production. If the O&M cost of these lift machines may be born by AWB, it will give a good impact on the farmers and they ll easily deposit the Abiana.
It is expected that the training will give overall good impact on FOs strengthening and farmers of minors at WCA level will get benefited through the community development aspects.
