Port of Hood River Request for Qualifications 1. Introduction. Professional Services at Ken Jernstedt Airfield (4S2) The Port of Hood River is inviting interested consulting firms, experienced and knowledgeable in airport engineering, planning, design and construction management in conformance with Federal Aviation Administration (FAA) regulations and FAA Airport Improvement Program (AIP) regulations, to submit their qualifications for consideration to provide professional engineering and aviation planning services at Ken Jernstedt Airfield, Hood River, Oregon. 2. Consultant Tasks. Working with the Port of Hood River (Port) staff, the consultant will be responsible for the engineering, planning, design and construction management of capital improvement projects for up to a period of five years. The following projects listed below are both eligible and ineligible AIP projects that are currently planned at Ken Jernstedt Airfield. These projects are subject to change and are not all-inclusive. Update Master Plan Conduct Environmental Assessment/Impact Study Update Design and implement Taxiway improvements Design and implement Apron expansion and improvements Conduct general improvements including drainage/erosion control and building construction. Other needed airport related construction/equipment/land projects or studies as directed by the Port for a period of up to five years, 2014-2018. This contract will cover several grant projects through one procurement action per AC 150/5100-14D. All work within the procurement contract will be accomplished over the course of several grant projects between 2014 and 2018. Each project will have a unique scope of work and fee schedule. Each project shall be limited to the services covered by the negotiated fee for the specific grant project. The negotiation of the fee for subsequent services, i.e. those included in the procurement action but not in the initial contract, shall occur at the time those services are needed. Cost proposal and sponsor analysis shall conform to AC 150/5100-14D. - 1 -
3. Qualifications Statement and Requirements and Relevant Information. Consultants submitting their qualifications should limit their submittal to the information requested below. Submittals shall be limited to 30 pages, single sided 8 ½ x 11, minimum 12-point font. Covers and dividers do not count in the 30-page total. 1. Briefly list and describe all of your firm s previous experience in planning, design, engineering and construction of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) projects over the last three years, and list some examples of non Federally funded AIP airport projects over the last three years. For each project listed, the information should include: a. Name and location of the airport and the date the work was completed. b. Name and telephone number of the airport manager or staff person whom your firm worked with on the project. Project references. c. Name of your project manager. d. Brief description of the work performed and how you interfaced with the FAA, if appropriate. e. Total final combined design and construction dollar amount of the work performed including FAA and Sponsor shares of the cost, original combined negotiated design cost and the awarded bid amount of the work. 2. Provide the names of the members of your company and those of any proposed subconsultants who would be involved in this project. Include the following information: a. Individual s proposed role in the project. b. A resume or brief description of the individual s previous experience as it relates to his/her role in this project. c. For any proposed subconsultants, indicate if your firm has worked with the subconsultant on previous projects. 3. Ken Jernstedt Airfield projects may be partially funded through an Airport Improvement Program (AIP) grant by the Federal Aviation Administration, and is subject to the Department of Transportation Disadvantaged Business Enterprise (DBE) requirements at 49 CFR Part 26 and CFR Part 30 (Foreign Trade Restriction Clause). The firm selected for this contract will be expected to meet DBE goals or make a good faith effort to meet the goals in accordance with 49 CFR 26.53. 4. Describe your firm s current workload and your ability to devote staff resources required to complete this project within the required time. 5. Give evidence of completing similar work in a timely manner and within the original budget allowed for the work. - 2 -
Note: Do not include sample Scope of Work, project approach or schedule with this submittal. 4. Required Copies and Deadlines for Submission of Proposal. Three (3) copies of your firm s proposal and supportive data shall be submitted by 4:00 p.m., Thursday, February 20, 2014 to the following address. Fax submittals will not be accepted. Time for completion will be established by the Port and the Consultant for each individual grant project. 6. Selection Procedure. Responses to this Request for Qualification will be accepted from all qualified consulting firms or joint ventures, and will be evaluated equally. Review of the submitted qualifications will be by a Consultant Selection Committee established under the provisions of AC 150/5100-14D by the Federal Aviation Administration. Selection will be based on the Consultant s ability to meet certain criteria, including but not limited to that listed below; an analysis of the consultant s previous airport planning, design, engineering and construction management of AIP projects both eligible and ineligible; with respect to quantity and quality. Interviews may be conducted. Specific criteria to be used for the evaluation will include: 1. Capability and experience of the firm to perform the project work. Recent experience in airport projects comparable to the proposed project(s). 2. Professional qualifications of key personnel including; airport specific experience and knowledge of FAA regulations, policies and procedures. 3. Availability of the firm and key personnel for the proposed project. 4. Quality of submission. 5. Provide 2 examples of airport engineering/planning challenges that you have faced and how you met these challenges. 6. Evaluation of comments received from referenced previous clients. - 3 -
Please see the attached Selection Committee worksheet for points associated with each of the above criteria. Upon completion of the evaluation process, the candidate determined to be the best qualified will be ranked by the Consultant Selection Committee. The resulting list and recommendation will be presented to the governing board of the Port of Hood River ( Port Commission ). The Port Commission will make the final selection of the firm determined to be most qualified and authorize the Port staff to begin negotiating an acceptable fee schedule for the anticipated work. Should the staff be unable to negotiate a mutually-satisfactory fee and contract with the highest ranked candidate, negotiations with that candidate will be formally terminated. The staff will then undertake negotiations with the candidate ranked second highest and so on until a satisfactory contract is negotiated. (Please find attached flow chart of the Consultant Selection Process as determined by AC 150/5100 14D). 7. Question/Changes/Limitations on Liability. The provisions of this solicitation may be altered in any of its terms by the Port. No part of this solicitation is to be considered part of a consultant contract, nor is any provision contained herein binding on the Port of Hood River unless expressly included by reference or adoption in a subsequent written agreement executed by the Port.
