DEPARTMENT OF PACIFIC AREAS Minutes Council of Administration December 3, 2016, Angeles City Philippines. Opening Ceremonies: Department Commander Robert Moses called the meeting of the mid- term Council of Administration to order at 0900, December 3, 2016 in Angeles City Philippines. Opening ceremonies were held according to VFW ritual. Appointments: Officer of the Day Ed Nava. Distinguished Guests: Adjutant Hudson briefly introduced the guest Senior Vice Commander in Chief Keith Harman, Adjutant Hudson recognized National Council Member Shawn Watson, Military Order of Cooties Grand Commander, Doc Higgins, Adjutant Hudson introduced Past Department Commanders: Jerry Kraus, Robert Zaher, Bill Wichmann, Rhett Webber, Larry Lyons, Shawn Watson and Bear Hudson. He also introduced the Past Grand Commanders Frank Hilliard, Bill Wichmann, Jerry Prinz, Orville Humfleet, Kevin Mitchell, and Shawn Watson. Commander Moses recognized all active duty military that were present. The Roll call of Committee Chairman was made and absences noted. Rules of Order: Judge Advocate Wichmann explained the Rules of Order including voting and speaking privileges. He also reported the continuing resolution ref. Agent Orange. As National has adopted a continuing resolution to Congress that includes the Department of Pacific Areas resolution, DPA no longer has to submit this resolution. Minutes of the Incoming C of A: The Minutes of the Incoming Council of Administration meeting held on June 2016, had been distributed earlier via e-mail and were approved as written. Reports: Commander Moses called for the Reports of Officers and the Committee Reports. Audit Committee: Audit Committee Member Verville read the Audit Committee's Report including the QM records, investments, admin office and DSO. He reported that all was in excellent condition. Motion to accept was made, seconded and passed. Quartermaster s Report: Quartermaster Callaghan spoke on QM matters and the Budget Report. Motion to approve the updated budget was made, seconded and passed (Attachment A). Quartermaster also made a motion to approve a $300 Stipend to all Past Department Commander attending the DPA Mid-Term C of A and DPA Convention. This was an increase from the previous $100. The motion was seconded and passed unanimously. Senior Vice Commander: Senior Vice Commander Gilbert reported on Membership and other significant items Cdr. Moses, SVC Gilbert & SVCiC Harman then presented several awards earned by members and Posts. (Attachment B) Junior Vice Commander: Junior Vice Commander Verville elaborated on the Community Service accomplishments. He also encouraged everyone to report all of their activities. Additionally, he advised that he had upgraded and adjusted the recommendation forms for awards and requested that all review the changes shown on DPA website. District Commanders: District I Commander Brandon (Atachment C) District II Commander Robinson (Attachment D) District III Commander Davis (Attachment E) District IV Commander Ascencio (Attachment F) District V Commander Berg (Attachment G) District VI Commander Tudor (AttachmentH)

District VII Commander Keller (Attachment I) Chaplain: Chaplain Maxxon asked all to take time to think about our Veterans and gave a Roll call prayer for fallen comrades) Surgeon: Comrade Napsey discussed health items and tips for the Department and its aging members (Attachment K) Scouting: Comrade Lutman provided the latest update on scouting, as he had just taken over the chairmanship of the Scouting Committee. (Att. N) Clark Cemetery Chairman: Chairman Smith presented a detailed and written report. (Attachment O) Typhoon Editor: Editor Mortimer presented a written & oral report. (Attachment P) Veteran s & Military Service/MAP/CNR: Chairman Lyons presented an oral and written report. (Attachment Q) Historian: (Absent) Safety: Comrade Webber presented an oral and written report. (Attachment S) Americanism: Comrade Davis presented his touching report. (Attachment T) Roving Ambassador: Ambassador Mortimer presented his report (Attachment U) Chief of Staff: Zaher presented his C of S report along with the Convention Book Chairman and Legacy Life Chairman reports (Attachment V) presented his outstanding VFW leading Legacy Life report. National Council Member: Comrade Watson presented a thorough report on the activities, nationally, within VFW and Western Conference. (Attachment W) Inspector: Inspector Mitchell presented his report, in which he mentioned that all inspections had not been completed. Post 12147 had not completed its inspection yet and Post 11575 was

inspected but with recommendations for correction. Webmaster Watson then presented the Webmaster Report, in which he advised that any one that wished to have their DPA mail acct. forwarded to their personal account, could do so by requesting from webmaster. (Attachment X) Veteran s Assistance: Chairman Verville presented his report on his new committee its Mission and achievements (Attachment Y) Service Officer: Service Officer report presented by by DSO Portis (Attachment Z) Comrade or Family Member in Distress: Past Department Commander Kemper is undergoing treatment for several ailments. Old Business: None. New Business: District 3 Larry Lyons briefed on sharing a house for the NHC that would be completely financed by strictly voluntary donations within the DPA, both individual and from Post and MoC voluntary donations. The concept was approved. Good of the Order: The Commander welcomed Tim Borland from Arizona. Tim is a candidate for National Junior Vice Commander in Chief. Tim briefly addressed the assemblage and was roundly supported by all gathered. Comrade Farris announced his intention to run for the Department Junior Vice Commander for 2016-2017 JVC Verville introduced special Guest of Honor, SVCiC Keith Harman who provided many uplifting and motivational remarks in his scintillating comments.. Commander Moses then personally welcomed SVCiC Harman and made some motivating closing remarks emphasizing the importance of membership. He then expressed special thanks to Post 2485 for their outstanding job in hosting the Mid-Term Council of Administration. There being no further business to come before the Mid-Term Council of Administration, Commander Moses conducted the closing ceremonies according to VFW Ritual. The next meeting will be the DPA Annual Convention 11-15 June 2017 in Subic, Philippines.at the Subic Grand Harbor Hotel.
