DEPARTMENT OF THE AIR FORCE AIR NATIONAL GUARD MILITARY CONSTRUCTION PROGRAM REQUEST FOR ADDITIONAL FY 2017 APPROPRIATIONS FY 2017 Proposal - Military Construction, Veterans Affair and Related Agencies Appropriations Act, 2017 (Division A, Public Law 114-223) SECTION I APPROPRIATIONS LANGUAGE For an additional amount for Military Construction, Air National Guard, $13,000,000, to remain available until September 30, 2021: Provided, That such funds may be obligated and expended to carry out planning and design and military construction projects authorized by law. This request will be used to complete four FY 2016 projects with funding shortfalls and to plan and design Military Construction projects that support Air National Guard training and readiness. Without this additional funding to address project shortfalls, project scope will be reduced necessitating mission work arounds that negatively impacting readiness. Without additional Planning and Design funds, projects may not execute on time. I-1

Military Construction, Air National Guard FY 2017 Supplemental Request Installation: Dannelly Field, Alabama Project Title: TFI Replace Squadron Operations Facility Project Number: FAKZ059173 Authorization: National Defense Authorization Act for Fiscal Year 2016, Public Law 114-92 Estimated Cost ($000): Previously Appropriated Supplemental Request 7,600 2,000 Total Estimated Cost 9,600 Project Description: This project constructs a fighter squadron operations and support facility for an F-16 fighter mission. Functional requirements include: weapons and tactics, intelligence, briefing/debriefing, standardization and evaluation, flight planning, flight safety, flight records, physical training, life support, survival equipment scheduling, unit administration, aircrew chemical warfare equipment and base operations. Justification: Fund shortfall in existing 2016 project to recapitalize F-16 fighter Squadron Operations Facility, the critical facility needed to train ready aircrews for deployment. Without additional funding project scope would be reduced, impacting sortie generation, increasing the need of Operation and Maintenance funds to continue high-risk workarounds and increasing the cost of buying back full scope in the future. The existing degraded facility, located within the base perimeter force protection buffer, is too small to accommodate additional active duty aircrews. This is a readiness issue. II-1

Military Construction, Air National Guard FY 2017 Supplemental Request Installation: Moffett Field, California Project Title: Replace Vehicle Maintenance Facility Project Number: QMSN099104 Authorization: National Defense Authorization Act for Fiscal Year 2016, Public Law 114-92 Estimated Cost ($000): Previously Appropriated Supplemental Request Total Estimated Cost 6,500 2,000 8,500 Project Description: This project constructs a vehicle maintenance facility to support an Air National Guard rescue wing with 4 C-130 and 6 HH-60 aircraft. Includes repair bays, battery shop, administration, training classroom and covered storage for vehicles, parts, tools and nonorganizational vehicle parking. Justification: Fund shortfall in existing 2016 project that recapitalize the vehicle maintenance facility that enable offshore aerial rescue mission. Without additional funding, a complete redesign to reduce scope would directly impact efficient readiness posture. This would require Operation and Maintenance funds to support continued high-risk workarounds and result in a higher future cost to complete required scope. Current vehicle maintenance operations take place outside the Air National Guard controlled perimeter in a public degraded facility, which was inherited from another Component. This unit has aircraft/crews on alert 24/7 that rely on vehicles properly maintained and ready when time is short. This is a readiness issue. II-2

Military Construction, Air National Guard FY 2017 Supplemental Request Installation: Atlantic City International Airport, New Jersey Project Title: Fuel Cell and Corrosion Control Hangar Project Number: AQRC059093 Authorization: National Defense Authorization Act for Fiscal Year 2016, Public Law 114-92 Estimated Cost ($000): Previously Appropriated Supplemental Request Total Estimated Cost 10,200 1,000 11,200 Project Description: This project constructs a 2 bay fuel cell and corrosion control hangar and shops in support of an F-16 fighter squadron. Justification: Fund shortfall in existing 2016 project to recapitalize F-16 fuel cell hangar. Without additional funding, a complete redesign with scope reduction will impact efficient readiness posture and require Operation and Maintenance funds to support continued high-risk workarounds and the future cost to complete full scope. This facility also serves an Air Control Alert site with responsibility for aerial protection for New York City and other Northeast metropolitan centers. Fighter fuel tanks must be safely maintained to fulfill the alert mission. The existing degraded facility is too small and does not meet all safety requirements for safe fuel tank maintenance. This is a readiness issue. II-3

Military Construction, Air National Guard FY 2017 Supplemental Request Installation: Will Rogers World Airport, Oklahoma Project Title: Medium Altitude Manned ISR Beddown Project Number: YZEU139006 Authorization: National Defense Authorization Act for Fiscal Year 2016, Public Law 114-92 Estimated Cost ($000): Previously Appropriated Supplemental Request Total Estimated Cost 7,600 1,000 8,600 Project Description: This project converts and constructs a facility for the operations and maintenance of an Air National Guard Medium Altitude Manned Intelligence, Surveillance, and Reconnaissance (ISR) mission. The mission of Medium Altitude Manned ISR is to train and deploy to provide direct ISR capability to ground forces. This Medium Altitude Manned ISR mission will support joint US Forces and other government agencies. Justification: Fund shortfall in existing 2016 project to beddown manned ISR mission. This unit prepares aircrews to deploy and operate surveillance platforms in the battle space to supplement the continued extreme shortfall in remotely piloted aircraft. Without additional funding, a complete redesign, with scope reduction, would adversely impact readiness posture. Operation and Maintenance funds to support continued high-risk workarounds would be required and the cost to complete would increase. Deployed forces in contact with enemy need the ISR capability this unit will bring, and each day of delay impacts the ability to provide the ready aircrew to take on the mission. This is a readiness issue. II-4

Description of Proposed Construction: The funds requested will provide for the architectural and engineering services necessary to fully evaluate each project's technical adequacy and estimated cost, and complete final design of facilities. In addition, the funds are required to prepare working drawings, specifications, and project reports for the design of construction projects to be included in future Air National Guard (ANG) Military Construction (MILCON) Programs. 11. REQUIREMENT: As Required PROJECT: Planning and Design REQUIREMENT: The ANG requires planning and design funds for projects that are to be included in future MILCON programs. The FY 2017 design funds are needed to complete the design for those projects that are to be included in the FY 2018 MILCON program and to accelerate design for those projects to be included in the FY 2019 program. Funds also provide for design of the FY 2018 unspecified minor construction program. CURRENT SITUATION: The ANG requires the design money in FY 2017 to ensure the design milestones for the FY 2018 and FY 2019 MILCON Programs, as mandated by Department of Defense (DOD) Instruction 1225.8, are met. IMPACT IF NOT PROVIDED: The ANG will not be able to effectively administer future year MILCON programs. Insufficient design funds will translate into late design completion, later construction starts, higher construction costs, and the inability to meet DoD and Congressionally mandated execution rates, and degrade the operational mission and training by the delays in construction completion.
