for the Baker Center Only proposers whose goal is to submit a Proposal for repurposing, short-term leases (less than ten years), partnerships or other open-ended options for the Baker Center should complete this package. Proposers whose goal is to submit a Bid for the purchase, long-term lease (more than ten years) or exchange for other property for the Baker Center should complete the Bid Package provided for this property. I. Proposal Format: A. Preface The Proposer shall provide an Executive Summary of one (1) page or less, which gives in brief, concise terms, a summation of the proposal for the repurposing, short-term leases (less than ten years), partnerships or other open-ended options for the Baker Center. B. Proposal The proposal shall be organized in the following format and informational sequence: Section I Qualifications and Experience (20 percent). 1) Firm s name, business address, type of business organization (individual, partnership, corporation, association, etc.). 2) State whether the proposer is a national, regional, or local entity. 3) Number of years the entity has been in business. 4) Identify the person authorized to negotiate for the proposer and provide contact phone number and email address. 5) Information on prior experience, and previous or present contractual relationships with AISD. 6) A statement concerning the independence of the proposer, including direct and indirect financial interest, and the relationship of key members of the entity to employees of the District and any of the members of the Board of Trustees. 7) Provide the names and resumes for all individuals the entity anticipates will be involved in the proposal. The resumes must include, but are not limited to: Page 2 a) Experience related to the specific services the person is to provide AISD (describe the activities, provide project lists, and total years and months of such experience); b) Area(s) of expertise, licenses, accreditations/certifications, and; c) Other information the proposer deems appropriate. Section II Proposed Plan (40 percent)
for the Baker Center Provide a description of the repurposing, short-term leases (less than ten years), partnerships or other open-ended options for the Baker Center. The proposed plan for the property should be clearly stated and include any and all benefits (financial or otherwise) of the proposal to the Austin ISD. The Proposed Plan shall also include statements of how the proposal will satisfy one or more of the District s goals to expand academic offerings to available to students, support efforts to increase the availability of affordable housing, especially for District employees and families with children, consider District s administrative space and design needs, and are fiscally advantageous for the district and provide a one-time or preferably recurring revenue source for the district Section III -Financial Proposal (40 percent) This section shall contain a straightforward, concise delineation of the Proposer s financial ability to fund the proposal, and any expenses the Austin ISD may occur if the proposal were selected. It is the proposer s responsibility to specify all costs associated with executing the proposal. Additionally, this section shall contain a description of the financial gain the District will receive from the repurposing, short-term leases (less than ten years), partnerships or other open-ended options for the Baker Center. II. Competitive Selection / Evaluation A. Evaluation Proposals for the repurposing, short-term leases (less than ten years), partnerships or other open-ended options for the Baker Center will be evaluated using the following criteria: 1. Demonstration of successful partnerships with public entities and/or in the development of publically owned real estate assets 2. Demonstration of financial resources necessary to fund proposal 3. Alignment to Board resolution goals that: a. expand academic offerings available to students, b. support efforts to increase the availability of affordable housing, especially for District employees and families with children, c. consider District s administrative space and design needs, and d. are fiscally advantageous for the district and provide a one-time or preferably recurring revenue source for the district Page 3
for the Baker Center III. Policy and Instructions Sale, exchange, or lease of real property shall be made by the method that provides the best value for the District. This competitive solicitation is both an Invitation for Bids (Bid Package) and a Request for Proposals () advertised under Texas Education Code, Texas Local Government Code, and Austin Independent School District policies: CAA, Fiscal Management- Financial Ethics; CDB, Other Revenues- Sale, Lease, or Exchange of School-Owned Property; CDBA, Sale, Lease, or Exchange of School-Owned Property- Revenue Bonds from Proceeds; CH, Purchasing and Acquisition; CHE, Purchasing and Acquisition- Vendor Relations; CHF, Purchasing and Acquisition- Payment Procedures; CHG, Purchasing and Acquisition- Real Property and Improvements Individuals or entities considering whether to submit a bid or proposal are encouraged to review the entirety of these policies before submitting a bid or proposal. Ethics All Trustees, employees, vendors, contractors, consultants, volunteers, and any other parties who are involved in the District s financial transactions shall act with integrity and diligence in duties involving the District s fiscal resources. Policy CAA (Local) Contacting Board Members Vendors shall not contact Board members individually for the purpose of soliciting a purchase or contract between the time a request for proposal or a bid is formally released and a recommendation is made by the administration to the Board. If a vendor violates this prohibition during this time frame, consideration of the vendor for award shall be invalidated. Board members shall be notified of possible violations and actions taken. Policy CHE (Local) Opening Bids Bids may be opened only by the Board at a public meeting or by an officer or employee of the District at or in an office of the District. A bid that has been opened may not be changed for the purpose of correcting an error in the bid price. Local Gov t Code 271.026 The Board shall have the right to reject any and all bids. for the Baker Center The public and all bidders shall be invited to attend the bid opening. Any bid may be withdrawn prior to the scheduled time for opening. Bids received after the specified time shall not be considered. Policy CH (Local) Proposals received after the specified time shall not be considered. Proposals shall be opened at the time specified, and the public and all proposers shall be invited to attend the proposal opening. Proposals may be withdrawn prior to the scheduled time of opening. Changes in the content of a proposal, and in prices, may be negotiated after proposals are opened. Policy CH (Local) Instructions 1. Read the entire contents of the solicitation and respond with a complete and accurate proposal. Failure to do so may be grounds for disqualification of your offer. All supplemental information required by the RFP must be included. 2.
