Date 11th April 2017 To: Address: Dear Sir/Madam: EXPRESSION OF INTEREST TO LEASE AND OPERATE RANGERS AND SEBASTIAN RESTAURANTS AT THE NAIROBI NATIONAL PARK Kenya Wildlife Service (KWS) in consultation with Gimco Limited invites Expression of Interest (EOI) from reputable and experienced restaurateurs /hoteliers to lease, operate and provide outstanding restaurant services at either the Rangers or Sebastian sites in the KWS HQ complex at the Nairobi National Park. The location of the two sites provides revelers with mix recreation, leisure and entertainment with breathtaking scenery of flora and fauna. Proximity to Wilson Airport, the Southern Bypass and Jomo Kenyatta International Airport make the sites ideal for power breakfast, a morning game drive, business lunch, meetings, incentives, conferences and exhibitions (MICE). We invite prospective and eligible firms to express interest in leasing the Rangers and Sebastian facilities indicated in the following identified sites: Type of Facility Name of Site Protected Area High End Restaurant Rangers Nairobi National Park Restaurant/Cafeteria Sebastian Nairobi National Park Leases will be awarded to renovate, refurbish, rebrand and operate the two facilities within a period of not more than three months (3) of lease signing. General terms of site use are as below: 1. The lease period for Rangers and Sebastian will be for an initial ten (10) years renewable subject to satisfactory performance. 2. The lessee will undertake to renovate, refurbish, rebrand and operate one site only. 3. The successful lessee will manage the facility in accordance with KWS s Parks/Reserves regulations and Restaurant Management best practices. 4. Eligible operators will be expected to provide proof of their capability and experience in operating similar restaurant facilities. Suitable firms will be shortlisted on the basis of the written EOI submitted to KWS. 5. A pre-bid meeting will be held on 20 th April, 2017 at 10.00am at KWS HQs Langata Road, Nairobi and a site visit thereafter. 6. All clarifications and/or amendments will be published in the above websites and bidders are required to check for any addendums in the course of the bidding period prior to the closing date. 7. Completed EOI documents in plain sealed envelope clearly marked, EOI TO LEASE AND OPERATE SEBASTIAN OR RANGERS RESTAURANT, TENDER NO KWS/GIMCO/EOI/52/2016-2017 and addressed to the Director General, Kenya Wildlife Service, P.O.Box 40241-00100 Nairobi, shall be returned and deposited in the Tender Box located at the entrance of KWS Headquarters Main Reception not later than 12:00 Noon on 28 th April 2017. 8. Returned EOI will be opened immediately thereafter in the presence of bidders and/or their representatives who choose to attend. 9. Following an evaluation of the Expressions of Interest, shortlisted operators will be invited to submit detailed technical and financial proposal(s) (RFP) for their site of interest in a format to be provided. 10. Selection of firms to be awarded leases will be in accordance with guidelines set out in the Public Procurement and Asset Disposal Act, 2015. DIRECTOR GENERAL Page 3 of 7
1 INTRODUCTION 1.1 Background In 1995 two restaurant sites were developed to cater for visitors to the Nairobi National Park and the Nairobi Safari Walk as well as KWS staff members. However the market has since expanded to the general public. The site located at the main entrance of Nairobi National Park was developed with a 5-star restaurant subsequently known as Rangers Restaurant. The site located adjacent to the Nairobi Safari Walk was developed as a 3-star cafeteria later named after the famous Chimpanzee Sebastian. The sites will be leased on an as-is basis and a lease will be negotiated between the successful bidder and KWS The sites are currently vacant and require some renovation work. Rangers is projected to be 4 or 5 star restaurant that can attract high end clients who want to combine leisure and entertainment in a serene environment. Sebastian is projected as a middle level restaurant with special focus on families visiting the National park, Animal Orphanage or Safari Walk 2 FORMAT AND REQUIREMENTS FOR COMPLETION OF EXPRESSION OF INTEREST 2.1 Mandatory Documents (Must be attached) Bidders are required to attach copies of the following documents as part of their proposal: Mandatory Requirements 1. Copy of Certificate of Incorporation or Registration 2. Copy of PIN/VAT Certificate 3. Copy of a Valid Tax Compliance Certificate 4. Audited Accounts for the last two (2) years 5. 12 Months Bank statements ( Last 12 months preceding March 2017) 6. Copy of Single Business License for existing facility or facilities 7. Copy of Registration from the relevant Hotel Regulatory Authority or equivalent recognition 8. At least two CVs of Director/s or Key Managers (in the format provided in the appendix). Failure to submit any of the above will result in disqualification. Any proponent specifically exempted from any of the items listed above may provide written proof of the same. 2.2 Corporate Documentation Proponents are expected to submit information that addresses items contained in the table below: Item Expected Information Required Format 2.2.1 a) An adequate demonstration of Short narrative stating: Experien ce in operating similar facilities experience in operating a similar restaurant.
