The Information Technology Agency (ITA) is requesting approval of these amendments to increase the expenditure limit amounts and to extend periods of performance for one year to June 30, 2006, for the following contracts: APR Consulting, Inc. Commercial Programming Systems, Inc. (CPS) International Telecommunications Consultants, Inc. Modis, Inc. Rydek Computer Professionals Spectrum Technical Solutions International, Inc. University Auxiliary Services, Inc., Center for Information Resource Management California State University, Los Angeles Council approval (C.F. 02-0509) to extend the period of performance beyond three years as required by the Charter is still pending as of this date. Hah11, Mayor May 27, 2005 Page 2 Background The above mentioned contractors are currently being used by the following City departments: Building and Safety, Recreation and Parks, Public Works Department, Bureau of Sanitation, Community Development Department (COD), Los Angeles, Planning, Department of Transportation (DOT), Los Angeles Fire Department (LAFD), Department of General Services (GSD), and the Los Angeles Police Department (LAPD). To date, departments have requested services for amounts that will exceed current contract expenditure limits. In order for departments to continue to use the services provided under the contract, expenditure limits must be increased and the periods of performance must also be extended. In addition to the extension of the contracts for an additional year through June 30, 2006, a cumulative expenditure limit increase in the amount of $5,261,365 is also requested. See Attachment A for a detailed list of expenditure limits by department. The ITA issued a Request for Proposals (RFP) on January 16, 2002, for information technology support personnel on an as-needed basis. The Mayor's Office of Economic Development waived the MBE/WBE/OBE requirements; however, MBEIWBE/OBE outreach and participation was encouraged. Advertisements were placed in the following newspapers: Metropolitan News, Los Angeles Times, Chinese Daily News, Philippine News, Rafu Shimpo, La Opinion, Los Angeles Sentinel, Korea Times, and Los Angeles Watts Times. A Proposers' Conference was held on January 29, 2002. Fifty-two responses were received and evaluated. As a result of the evaluation, ITA recommended that contracts be awarded to the following companies/organizations: MD Technical Services Company dba Aviant APR Consulting, Inc. Hah, Mayor May 27,2005 Page 3 University Auxiliary Services, Inc., Center for Information Resource Management California State University, Los Angeles All of the seven contractors have complied with the following ordinances: Contractor Responsibility Ordinance, Equal Benefits Ordinance, and Living Wage and Service Worker Retention Ordinances. In addition, contractors have submitted the following required documents: Child Care Declaration Statement Workforce Information Declaration of Non-Collusion Certification of Compliance with Child Support Obligations Slavery Disclosure Ordinance Affidavit ITA requests an expedited review for this request on behalf of the departments requiring services. In some instances, work is unable to proceed until these contract expenditure limits are increased. Fiscal Impact Statement No additional funding for these contracts is being requested for use by the Information Technology Agency. All funding for these contract amendments will come from the specific budgets of the departments utilizing the contracted services as outlined in the attachment and no additional funding is required. Execution of these amendments does not obligate the City to utilize the total authorized amount. Recommendation Authorize the General Manager, Information Technology Agency, to execute amendments to contracts with the following seven contractors extending the expiration dates for each contract for one year to June 30, 2006 and increasing expenditure limits: Contractor APR Consulting, Inc.
