WHY APPLY? Snohomish County is located in northwest Washington State, twelve miles north of Seattle and 100 miles south of Vancouver, British Columbia. The county rests between the sparkling waters of Puget Sound and the snow-capped peaks of the Cascade Mountains. The county s varied topography ranges from saltwater beaches, rolling hills and rich riverbottom farmland in the west to dense forest and alpine wilderness in the mountainous east. A significant portion of the Mt. Baker-Snoqualmie National Forest is also in Snohomish County, which is the second most visited national forest in the country. Outdoor enthusiasts come to the area for its rivers that offer kayaking and rafting, lakes for boating and skiing, and inland waterways for scuba diving and boating. The Cascade and Olympic Mountain ranges offer peaks to climb in the summer and ski in the winter. Along with many other recognized communities, there are 20 cities and towns in Snohomish County. Everett is the largest city and seat of county government with a population of over 100,000. The city is home to the Boeing Company's largest assembly plant, which is the largest building in the world and the region's most popular tourist destination. THE COMMUNITY Snohomish County has a population of approximately 717,000 and covers 2,090 square miles. It is one of the largest and fastest growing counties in Washington and has thriving cities, rich agricultural land and many small communities that contribute to its character and exceptional quality of life. Glacier Peak, at 10,541 feet, is the highest point in Snohomish County and one of the highest in Washington State. Sixty-eight percent of the county land area is forest land, 18% is rural, 9% is urban/city and 5% is agricultural. 2

Everett has over 40 parks, trails, golf courses and open spaces for hiking, beachcombing, swimming and more. Summer and winter sports opportunities abound at nearby lakes, rivers and campgrounds, the Cascade and Olympic Mountains, and Whidbey and San Juan Islands. Everett is home to the AquaSox baseball team, a Class A minor league team associated with the Seattle Mariners. The Everett Events Center, which seats 8,000, opened in September 2003 and is home to the Everett Silvertips (Western Hockey League) and the Everett Hawks, an arena football team. There are 15 public school districts in Snohomish County, and a number of them have been recognized for excellence in education. The county also offers numerous opportunities for higher education, including Cascadia Community College, University of Washington Bothell, Edmonds Community College, Everett Community College and Washington State University North Puget Sound at Everett. Through the University Center of North Puget Sound located at the Everett Community College, students can pursue baccalaureate and graduate degrees from eight colleges and universities. John Lovick was sworn in on June 3, 2013, as the new Snohomish County Executive. Lovick, who had previously served the county as Sheriff, was selected unanimously by the County Council to fill the vacated County Executive seat. The County Executive works closely with the County Council and other elected officials within county government, and appoints a Deputy County Executive. The Deputy County Executive reports directly to the Executive and oversees the administrative functions of the office, as well as a large portion of the day-to-day operation of county government. The Executive Directors oversee the operations of the major service departments and report to the Deputy Executive. The 2015 adopted budget (all funds) is $883 million and there are 2,790 total FTEs. THE DEPARTMENT Snohomish County is a wonderful place to live and work and has won numerous awards over the years, including the 2012 Governor s Smart Communities Award and the 2008 International ICLEI Award for Sustainability. THE COUNTY Mission Enhancing the quality of life for present and future generations. The Finance Department is comprised of division areas which provide the following primary services: Budget & Systems - Provides development and maintenance of budget, CIP, annexation analysis, cost of compensation analysis, and financial system tools which provide accurate and timely information to all levels of county government and to the public. Financial Operations - Responsible for financial reporting, fiscal management policies, county disbursements (accounts payable and payroll), administration of the countywide financial 3

and time management systems, integration of customer departments' enterprise systems with the County's financial system, internal control consulting, work flow consulting and accounts receivable support. Risk Management - Manages programs that protect the county resources against losses including workers' compensation, safety, property claims and property/liability insurance. Employee Benefits Fund - Provides financial support and analysis to the County's Employee Benefits program, as well as the management of employee benefit contracts, associated payment to vendors, and tracking and collection of benefits premiums for employees, outside district subscribers, COBRA participants, and retirees. Purchasing Services - Manages the county established purchasing process that includes procurement, competitive solicitation, contracting and other related services for all county departments. THE POSITION The Finance Director plans, organizes, coordinates and directs the operations of the Budget, Financial Operations, Purchasing and Risk Management Divisions. This position reports directly to a County Executive Director and is responsible for all operations of the department. The work is performed independently and involves close cooperation with the Council, County Assessor, County Auditor and County Treasurer as well as with other county department heads and officials of outside taxing districts. The work is governed by a variety of federal, state and local laws, rules and regulations, and is reviewed through meetings, status reports and results obtained. The Director manages approximately 43 employees. Other responsibilities include: Plans, organizes, coordinates and directs all operations of the department including financial operations, budget and financial analysis, purchasing and risk management. Supervises, directs and evaluates the work of subordinate supervisors, managers and administrators. Works closely with County Executive Director and departments in preparation of the county's annual operating budget, six-year capital improvement program, multi-year financial forecasts and fiscal analysis of policy initiatives. Oversees a coordinated County Risk Management Program. Prepares and/or manages the preparation of departmental program plans, goals and objectives and funding requests; administers the approved departmental budget. Evaluates departmental operations and initiates changes as necessary; prepares or supervises the preparation of operational policies and procedures. Coordinates departmental operations with other county departments, other governmental organizations and outside agencies as required; confers with and advises county elected officials on various issues and problems concerning the department. Serves on the County Investment Committee, the Risk Management Committee and participates in the development and implementation of overall county financial policy. CHALLENGES & OPPORTUNITIES Ability to make sound financial projections based on constantly changing economic and political environment. Development of a comprehensive set of financial management policies--budget, risk management, purchasing, debt management, capital financing, reserves, etc. Evaluation, management and replacement/upgrade of the county's financial and human resources information system. Building trust and maintaining strong and respectful professional relationships with internal and external customers, particularly in times of limited funding. Labor relations - all 41 labor contracts in the County are currently open for negotiations. 4

IDEAL CANDIDATE PROFILE Snohomish County is seeking a seasoned executive who is a strategic thinker, politically astute and possesses a broad knowledge of general and personnel management, particularly in the public sector, including policy development, budgeting, labor negotiations and program evaluation with a solid background in finance. The new director must have an in-depth understanding of budgetary challenges facing governmental agencies and the ability to create solutions to these challenges. The ideal candidate will have the experience and ability to manage a $883 million annual operating budget. He or she must have experienced in implementing and managing large scale and complex financial management systems and must have extensive knowledge of best practices in governmental finance, accounting and budgeting, risk management, debt management and purchasing including policy development. The next director needs to be a leader who brings outstanding customer service skills, is able to create and maintain relationships, and has a can do attitude. He or she must be an excellent communicator with the ability to take complex issues and make them understandable to a lay person. Knowledge of the effects of the Affordable Care Act upon governmental entities is a plus. EXPERIENCE & EDUCATION A Bachelor's degree in accounting, business or public administration, economics, finance or other discipline directly related to financial management; PLUS, eight (8) years of experience in accounting, risk management, purchasing, auditing or financial management, including, at least three (3) years of financial management experience; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. A Master s degree in finance, accounting, business or public administration or other related disciplines and/or CPA preferred. Experience in the management of large multi-fund or governmental accounting systems including recent experience with electronic financial management systems is preferred.
