Erasmus+: Youth in Action Programme -framework and support for the Western Balkan region

Framework of EU cooperation with Western Balkans within the Erasmus+: Youth in Action Programme Western Balkans in the context of the Erasmus+ Programme: Albania, Bosnia and Herzegovina, Kosovo*, Montenegro and Serbia Erasmus+: Youth in Action: Mechanism to put in practise the European youth policy priorities through international cooperation Pre-accession to the European Union: The Erasmus+: Youth in Action Programme functions as a tool to support EU integration in the field of youth Objectives of the cooperation are based on current socio-economic challenges shared by the EU and Western Balkan countries, such as: changing labour markets, decreased democratic participation, increasing nationalism, political extremism and radicalisation The Erasmus+: Youth in Action Programme responses to these challenges: by supporting international mobility and non-formal education of young people and youth workers; by strengthening of the systems and structures of youth work and youth policy. Funding available primarily for legally established, non-profit organisations *This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence.

Cooperation with the Western Balkan region within the Erasmus+: Youth in Action Programme Organisations in the Western Balkans can take part in the programme as: partners in projects granted in the Erasmus+ Programme countries applicants in projects granted in the centralised level by the Education, Audiovisual and Culture Executive Agency = projects under the Western Balkans Youth Window Specific calls for proposals in Serbia (2017) in the frame of preparatory measures for participation in the Erasmus+ Programme

Western Balkans Youth Window IPA (Instrument for pre-accession assistance) funding made available through the Erasmus+: Youth in Action Programme Key Action 2, Capacity-building in the field of youth 3 million EUR (2015-2018) Aims at increasing the quality of youth work / policies / systems by developing the organisational capacities, increasing the cooperation in the field of youth and with other socio-economic sectors and promoting the recognition of non-formal learning in youth work Builds on the success of the funding schemes under the preceding Programmes (YOUTH, Youth in Action)

SALTO-YOUTH network Support Advanced Learing and Training Opportunies within the Erasmus+: Youth in Action Programme

SALTO-YOUTH South East Europe Resource Centre Facilitates the cooperation within the Erasmus+: Youth in Action Programme in and with the Western Balkan region by: supporting the understanding and application of relevant European policy priorities and concepts in the field of youth in the Western Balkan region increasing the capacities, building competences and facilitating networking of relevant stakeholders

SALTO-YOUTH South East Europe Resource Centre: activities Support activities on priority topics: training courses, seminars, symposia for youth organisations and other relevant stakeholders Consultation and advice for different actors in the European level EVS Accreditation and volunteers training Capacity-building of local experts (Contact Points, EVS accreditors and trainers) Production and dissemination of resource materials

EVS accreditation and volunteers training Every organisation wishing to send or receive volunteers or coordinate EVS projects must have a valid accreditation SALTO South East Europe Resource Centre carries out EVS accreditation in the Western Balkan countries in cooperation with external experts It is recommended to apply for accreditation cca. three months before the project application deadline, PIC code is mandatory Guide: Stepping into EVS 34 EVS accredited organisations in Serbia (Oct 2016) SALTO South East Europe Resource Centre organises the mandatory training sessions for all incoming volunteers in the Western Balkan region as well as the annual meeting of volunteers returned to the Western Balkan region after the service Organisations should register their incoming volunteers for the EVS on-arrival training on the website of SALTO South East Europe Resource Centre in advance
