Nonpublic School Training Document 1 Training Document Topics 1) Introduction to the Nonpublic School Portal Link to Nonpublic School Portal 2) Interested Applicants Lists 3) Uploading files to SEAA 4) Recipient Certification 5) Endorsement Forms 6) Testing ***The screenshots in this training document are of a test case, not an actual participating school.*** Introduction to the Nonpublic School Portal The first time you log in to the Nonpublic School Portal on behalf of your school, you must approve the School Profile information SEAA has on record for the school. Each time after that, the first screen you see is the home page as shown below. Contact SEAA (OpportunityScholarships@ncseaa.edu) if you are unable to log in to the Nonpublic School Portal. If necessary, SEAA will resend the password to the primary email address on file. This is the home page. It will say Welcome and your name. The titles of each section and the green text in each section are hyperlinks to information. Note the link to the Opportunity Scholarship website (under Resources to the right). Note the Program Updates button on the top right. Click this button for the Opportunity Scholarship Program Updates.

Nonpublic School Training Document 2 School Profile Click on the School Profile heading or the green word in the text to go to the School Profile page. Make changes if necessary. Click update and then click continue.

Nonpublic School Training Document 3 File Repository: uploading files to SEAA On the main page, scroll down to view the File Repository. The next page in this training document explains the File Repository.

Nonpublic School Training Document 4 You will use the File Repository to upload a document such as your school s required tuition and fees data. You will first need an electronic copy of the document you wish to send to SEAA. 1. Save the document on your computer. 2. Click Choose File in the File Repository. 3. Find the file you saved and select it. 4. Click Upload. Your file will appear with a date and a time in the chart below. You will therefore know that SEAA has received it.

Nonpublic School Training Document 5 Interested Applicants Click on the Interested Applicants heading or the green words in the text to go to the Interested Applicants page. These lists show you the students who have been offered an Opportunity Scholarship and who chose your school on their application. There is no guarantee that these students will accept the Opportunity Scholarship or ultimately enroll in your school. These lists are for your information. No action is required on your part. Home: When you click away from the home screen (to access the Interested Applicants lists for example) you can always return to the main screen by clicking the home button. This returns you to the screen with Welcome and your name. Lists: Each list description is a link to a list. SEAA will review applications and offer Opportunity Scholarships to students as funding allows. When students are offered a Scholarship, SEAA will create a new list of Interested Applicants for schools named on those students applications.

Nonpublic School Training Document 6 A sample Interested Applicants list is shown in the screenshot below. To return to the page listing all Interested Applicants lists, click on View All Lists. Download or print: To the right of View All Lists is a button labeled Download List. Click Download List. An Excel spreadsheet will be created. Click on the green filename to open the list in Excel. You can then save to your computer or print. Income Verification: Note the final column labeled Verify. A Y in this column means that the student s family has been chosen for Income Verification. It does not mean that verification has been completed. An N in this column means that the student s family has not been chosen for verification. Nonpublic schools should ask the student s family for information about the outcome of verification if desired. The student is this sample list has not been chosen for Income Verification. There is no action required of the nonpublic school regarding Income Verification other than to assist or remind the family if desired.

Nonpublic School Training Document 7 Recipient Certification Click on the Recipient Certification heading or the green words in the text on the home page to go to the Recipient Certification page. The students on these lists have accepted the Opportunity Scholarship and have chosen to attend your school. You must now provide the SEAA certain information to certify the Opportunity Scholarship recipients at your school. Lists: Each list description is a link to a list. Status of the lists: The L means that the list has been locked by the school. When you complete the information required and submit the form to SEAA, the list will be locked and no further changes can be made. The Recipient Certification list will show you the student s full contact information as well as the type of scholarship the student qualifies for based on the household income level. The Recipient Certification process also requires that the nonpublic school complete several important actions. Instructions: The Recipient Certification requirements are explained on the list screen. A pdf of the instructions can also be accessed at any time by clicking the button at the top of the screen (shown on the next page of this training document). Nonpublic School Training Document 8 Note the functions of the buttons at the top of the screen. View All Lists: Click to return to the page listing all Recipient Certification lists. Download List: Click and an Excel spreadsheet will be created. Click on the green filename to open the list in Excel. You can then save to your computer or print. Update List: Click to update (and save) the data you are entering for your students. Note that clicking this list does not submit your information to SEAA; it simply saves the data if you wish to complete the Recipient Certification at a later time. Lock and Submit: Click to save your work a final time and to submit the data to SEAA. After you click this button you will not be able to change any of the information. Email OpportunityScholarships@ncseaa.edu if you have submitted information which you wish to correct. Instructions: Click for a pdf of the instructions which are shown below the list. Some information is presented to you with this list. For example, the student s full contact information is listed. Please notify SEAA if you discover any inaccuracies in this information. In addition, the field in green labeled Income Level tells you whether the Opportunity Scholarship is awarded as a full or 90% scholarship. See the Program Overview online for more information about the Opportunity Scholarship award amount.

Nonpublic School Training Document 9 It is possible that a student may have been listed on the Interested Applicant list, but not listed on the Recipient Certification list. There are several explanations for this. 1) The student s family was chosen for Income Verification and the family has not completed the process. 2) The student s family was chosen for Income Verification and the result showed that the student s family was not eligible for the Opportunity Scholarship. 3) The student s family has not accepted the Opportunity Scholarship. 4) The student s family has changed the nonpublic school choice. The nonpublic school should reach out to the student s family for more information as needed. Use the scroll bar below the list to scroll to the right. Note the categories to the right of the Income Level column (highlighted in yellow in the screenshot on this page). These fields represent information which the nonpublic school official is required to complete. Each of these fields is explained in the instructions. It is important to note that the nonpublic school is required to certify each student s Enrollment Eligibility. See the final column on the right. Errors with the enrollment certification could lead to the nonpublic school being required to return funds paid for ineligible students to the Opportunity Scholarship Program. See the Recipient Certification instructions (click here) for more information about standard and annual costs.

Nonpublic School Training Document 10 Endorsement Forms Click on the Endorsement Forms heading or the green words in the text on the home page to go to the Endorsement Forms page. The students on these lists have accepted the Opportunity Scholarship and have chosen to attend your school. You must now arrange for the Opportunity Scholarship applicant (parent or guardian) to sign the endorsement form in person at your school. Upload an electronic copy of the signed Endorsement Form and keep the original on file. If you have Endorsement Forms from multiple Opportunity Scholarship recipients, scan the documents together and upload as one file.

Nonpublic School Training Document 11 The Endorsement Forms list page is shown in the screenshot below. To return to the page with all the lists of Endorsement Forms, click on View All Lists. Students who were awarded an Opportunity Scholarship and who will attend your school have Endorsement Forms. Print each student s form. Arrange for the parent or guardian to sign the form in person at your school. The person who signs the Endorsement Form must be the same person who applied for the Opportunity Scholarship. Upload an electronic copy of the signed Endorsement Form using the File Repository on the Nonpublic School Portal. Click here for information about sending documents to SEAA. If you have Endorsement Forms from multiple Opportunity Scholarship recipients, scan the documents together and upload as one file.

Nonpublic School Training Document 12 There are three parts to the Endorsement Form. The top section shows the student information, the semester of payment, the exact figure for the fall Scholarship Amount, and the anticipated spring Scholarship Amount. There is also a spring Endorsement Form which looks similar but includes precise spring amount information. It is important to note that the amount of the Opportunity Scholarship is already calculated. If the student is receiving a 90% Scholarship, that has been calculated and the dollar amount shown is exactly what will be paid. The middle section of the Endorsement Form is where the parent or guardian must sign. The person who signs the Endorsement Form must be the applicant on the Opportunity Scholarship record. See below to understand what the parent or guardian is agreeing to by signing the Endorsement Form.

Nonpublic School Training Document 13 The final section of the Endorsement Form is where the school official must sign. See below to understand what you are agreeing to by signing the Endorsement Form. Testing Click here for the Opportunity Scholarship Program document which explains test requirements. All Opportunity Scholarship students in grades three and higher must be tested. There are no exceptions. A school should not report testing data to SEAA for students who are not Opportunity Scholarship students. Nonpublic schools should upload the official score sheet provided to them by the testing company in order to submit scores to SEAA. Use the File Repository explained earlier in this training document. Nonpublic schools which do not receive score sheets from a testing company should email OpportunityScholarships@ncseaa.edu for more information about reporting their students testing data. Testing data for the 2015-16 school year must be reported to SEAA no later than July 15, 2016. This is a hard deadline. Schools which do not report testing data by this date may be unable to participate in the Opportunity Scholarship Program the following year.
